QUESTIONS & ANSWERS:

1. Please describe the environment and physical conditions of the filter press and the process of removing sludge from the press.

A: There are two Belt Filter Presses, both Ashbrook 2.5-meter 3 belt. Each press discharges to a screw conveyor which transports sludge to a distribution conveyor for truck loading.

-Previously answered in Amendment 2

2. Would the sludge free fall from a conveyor to the tipper truck box?

A: Yes, the sludge free falls into truck -Previously referenced in Amendment 2

3. Would the contractor be required to operate the filter press to remove the sludge manually/directly?

A: No, Government personnel operate the press and conveyors.

7. The SOW's current description leaves room for guesswork and is not explicit and can be interpreted in several ways. Hence the requirement is ambiguous. Please provide a clear description of the sludge removal process.

A: The wet sludge is dewatered using belt filter presses, the dewatered sludge exits the belt filter presses and discharges into an inclined screw conveyor which transports the dewatered sludge to an overhead horizontal screw conveyor which is above the truck loading area. The dewatered sludge then free falls through selectable discharge gates into waiting truck below. Once the truck has reached its maximum capacity the truck is moved by the contractor and an empty truck is then placed under the dewatered sludge discharge area. The full truck is then transported to the appropriate landfill for disposal according to the requirements of the appropriate landfill. The truck then returns to the belt press area to be placed under the dewatered sludge discharge area to wait in que to be loaded again.

8. Do you mean that CLIN 0001 is an IDIQ with a guaranteed monthly minimum of 2,500 tons and each additional ton will be based on performance and documented evidence?

A: Your interpretation is correct with the exception that this is not an IDIQ contract.

It is not anticipated that greater than 2,500 tons will produced in any one month. A modification to the contract would be required for anything above 2,500 tons in a month- -A history of the tonnage was provided in Amendment 2

9. Do you mean that the prorating rate would be the monthly rate, divided to 2500?

A: This would be one part of the formula in negotiating a modification for anything above 2,500 tons in a single month.

-A history of the tonnage was provided in Amendment 2

10. Do you have weight bridge at the wastewater plant?

A: No

11. We would like to estimate the upcoming workload based on extrapolating the performance of the treatment plant. Please provide historical sludge production rates based on:

i. tonnage per month (the last 12 months)

A: See attachments: -A history of the tonnage was provided in Amendment 2

ii. number of trips/truck loads per month. (The last 12 months) A: See attachments: -A history of the tonnage was provided in Amendment 2
