2.3.CODES AND STANDARDS

2.3.1. The Contractor is solely responsible for compliance with all applicable

Federal, State and Local laws, codes, standards, regulations and ordinances including, but not limited to, the requirements of the latest updates of Arizona

Administrative Codes for transportation ofbio-solids/ sewage sludge A .AC.

RlS-9-1011. RlS-8-612, RlS-13-310, RlS-13-11.

2.3.2. Any violation by the contractor's employee, agents or representatives of any

Local, State or Federal requirements shall be the sole responsibility of the contractor.

ARTICLE 3 - COORDINATION

3. COORDINATION

3.1. F ACILITY OPERATIONS:

3 .1.1. The Contractor shall coordinate all his activities so as not to interfere with the function of the facilities.

3.1.2. The contractor shall confine his activities, material equipment and employees parking within the designated areas as approved by the COR.

3.1.3. The contractor is responsible for any damage caused by his activities and/or employees to existing facilities including paving and curbs, and shall repair such damage to the satisfaction of the COR

3.2. PRE-COMMENCEMENT MEETING:

3.2.1. The Contractor shall be available for pre-commencement meeting with the

COR within one week ofreceiving the COR letter. The meeting shall be initiated and coordinated by the COR.

3.2.2. The Contractor shall bring to the meeting originals of the latest inspection certificates and current licenses for the vehicles that the contractor is going to use for carrying services under the contract. Copies of the same are part of the required Contractor's submittals.

3.3. COORDINATION WITH OTHER STAKEHOLDERS:

3.3.1. The Nogales Treatment Plant is an active facility. Besides the regular plant operations, there may be a number of contractors and contracting activities on site at any time during the duration of this contract. The contractor shall coordinate with others as needed.

3.3.2. The Contractor shall coordinate all his activities so as not to interfere with the function of the facilities or the activities of other contractors

3.4. CONTRACTOR'S ACCESS TO SITE:

3.4.1. The Contractor shall have access to the site during normal working hours.

Current working hours are from 7:30 AM to 4:00 PM except for weekends and

Federal Holidays.

3.4.2. NIWTP is a restricted access facility. The Contractor shall not access the facility outside normal working hours without express written permission by the COR. The Contractor shall not access the facility outside normal working hours unless accompanied by USIBWC employees.

3.4.3. The contractor shall confine his activities, material equipment and employees parking within the designated areas as approved by the COR.

3.4.4. The contractor is responsible for any damage caused to existing facilities by his activities and/or employees, and shall repair such damage to the satisfaction of the COR.

ARTICLE 4 - SUBMITTALS

4. SUBMITTALS;

4.1. Documents:

4.1.1. The Contractor shall submit copies of all required permits and licenses for transporting bio-solids prior to commencing sludge hauling operations.

4.1.2. The Contractor shall submit a copy of the landfill approval prior to commencing sludge hauling operations.

4.1.3. The contractor shall submit copies of the latest vehicles and/ or equipment inspection certificates for all vehicles and equipment used for performing the services. The Contractor shall further present the originals of those documents to the COR during the pre-commencement meeting.

4.1 .4. The Contractor shall submit copies of driving licenses and certification of the staff assigned to perform the services.

4.2. Invoices:

4.2.1. The Contractor shall present a monthly invoice for payment; supported by a spreadsheet detailing daily sludge hauling and disposal operations including tonnage and tipping fees.

4.2.2. The contractor shall submit details of tipping fees paid by the Contractor to the landfill, including landfill ticket number, ticket date, ticket time and net weight. The Contractor shall submit the original landfill tickets with the mvo1ce.

ARTICLE 5 BIO-SOLIDS SLUDGE

5. BIOSOLIDS SLUDGE:

5.1. The belt filter presses are designed to handle a flow of 450 gallons per minute and have two polymer blending systems to assist in the thickening and dewatering of the sludge.

5.2. Depending on the operation of the filter presses/ polymer system, the cake will vary in total solids contents; however, it is estimated to be pressed to around 16% and occasionally 20% total solids contents.

5.3. The sludge has been tested multiple times and found to be non-hazardous by a very wide margin; and all future production will be subject to random periodic testing.
