After reviewing the SAM information, the offeror verifies by submission of the offer that the representations and certifications currently posted electronically that apply to this solicitation as indicated in paragraph (c) of this provision have been entered or updated within the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this of-fer by reference (see FAR 4.1201); except for the changes identified below [offeror to insert changes, identifying change by clause number, title, date]. Section L – Instructions, Conditions, and Notices to Offerors and Respondents

L.01 Instructions to Offerors

The Offeror shall clearly present information adequate to evaluate fully each of the evaluation criteria at Section M of this solicitation. The Offeror shall respond to each requirement identified in the Performance Work Statement (PWS) through an organized, concise and clearly articulated discussion developed in compliance with the requirements of this Solicitation. The Offeror is advised to read carefully the entire Solicitation.

Each Offeror shall submit a complete and thorough proposal in accordance with the instructions in the Solicitation.

Such a proposal: (1) is for the total requirement and scope stated in the Solicitation and (2) accepts the provisions, terms and conditions and clauses stated in all sections of this Solicitation.

To aid in the evaluations, proposals shall be appropriately labeled and logically assembled. All proposals shall be labeled with the Offeror’s name, address and solicitation number. All pages of each proposal shall be appropriately numbered, and identified with the name of the Offeror and solicitation number, to the extent practicable. Prospective Offerors are asked to submit material that is directly pertinent to the requirements of this RFP. Illustrations shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed the 8.5” x 11” size paper, with text no smaller than 12 point font (this does not include graphics). Extraneous narrative, elaborate brochures, uninformative promotional material and so forth, shall not be submitted.

An original and two (2) copies of the proposal (FOR A TOTAL OF 3 PROPOSALS) and all supporting documentation, along with an electronic copy (DVD or CD), shall be submitted in loose-leaf 3-ring binder format to:

The original copy of the proposal shall contain the original of all documents requiring signature by the Offeror. Use of reproductions of signed originals is authorized on the remaining three copies of the proposal.

Offerors shall submit proposals consisting of two separate volumes in two separate 3-ring binders. Volume I is the Technical Proposal. Volume II is the Price and Business Proposal. Specific instructions for the preparation of each proposal will be set forth below. Technical Proposals (Volume I) shall not exceed 60 pages. Any pages in excess of the allowed limit will not be considered. This page limitation does not apply to Volume II, Price and Business Proposal. Files on the DVD or CD copy shall be compatible with Microsoft Office 2013 and Adobe. All disks shall include a label identifying the Offeror’s name, address and solicitation number. Contractor shall organize electronic copy in the same manner as the hard copy.

Proposals are due by 3:00 PM MST on Thursday, March 12, 2020.

VOLUME I: TECHNICAL PROPOSAL

Volume I of the proposal shall be submitted in accordance with the instructions set forth below and in Section M.

Volume I shall contain NO pricing information. It shall be prepared simply and economically, providing straightforward, concise, delineation of the information provided to satisfy the requirements below.

The purpose of the proposal is to enable the government to assess and determine: (1) soundness of each Offeror’s demonstrated relative knowledge and competence with regard to the Government’s requirements and objectives;

and (2) the Offeror’s relevant capability to perform and its understanding of and approach to the work that is to be performed under the resulting contract.

The Offerors technical approach shall address the Evaluation Factors as provided in Section M of the Solicitation.

Offerors will be evaluated based on the following:

• Experience

• Past Performance

• Professional Qualifications

• Resources

• Location of Prime and Subcontractors

• Sample Task Order Technical Proposals

The offeror shall furnish contact information from three clients who have used or are currently using the Offeror’s services. The Offeror shall include the names, telephone numbers, and email addresses and alternate person as points of contact/reference, preferably a technical and contracting reference.

VOLUME II: PRICE AND BUSINESS PROPOSAL

Volume II shall include the SF 33, Amendments, Section K, Section L, and Pricing.

SF 33: Offerors shall provide a completed SF 33 as part of its Price and Business Proposal.

Amendments: Offerors shall provide acknowledgement of ALL amendments issued against the Solicitation as part of its Price and Business Proposal.

Section K: Offerors shall provide a completed Section K for ALL provisions as a part of its Price and Business Proposal. NOTE: In accordance with the provision at 52.204-8, if the provision at 52.204-7 is included in the Solicitation, paragraph (d) of 52.204-8 applies.

Section L: Offerors shall provide a completed L.03 as a part of its Price and Business Proposal.

Pricing: Offerors shall provide their fully burdened labor rates for the Base Year and ALL Option Years, and the pricing for the Sample Task Orders as described in this section. Base Year and Option Year Pricing. Offerors shall provide their fully burdened labor rates inclusive of direct labor, indirect costs, overhead, general & administrative, profit, and escalation rate (applicable to Option Years) for all disciplines that may be necessary to support the PWS. Labor rates shall not exceed the Offeror's sales price to its most-favored customer. The rates shall NOT include travel costs as they will be addressed under individual Task Order(s). These rates shall be the maximum rates allowable during the contract performance period. Other direct costs will be reimbursed as authorized in individual Task Order(s). The rates shall be provided for all labor categories that may be necessary to support the PWS. A description of each labor category shall be provided. Rates shall be provided for the prime contractor for the Base Year and ALL Option Years. Sample Task Order Pricing. Utilizing the proposed fully burdened labor rates, price the Sample Task Orders in Section J, Attachments J.06 through J.08. If applicable, Offerors shall provide pricing for Travel and Other Direct Costs. Pricing assumptions associated with each Sample Task Order shall be included.
