Instructions

Instructions for Filling out the Small-Business Participation Matrix
1Each participant (including the Offeror) shall be entered in the applicable section of the matrix.
2Small Businesses shall be entered in the Small Business Participation section, and all other businesses shall be listed in the Other than Small Business Section. Exceptions:
a. In accordance with FAR Clause 52.219-9, Subcontracts awarded to an ANC or Indian tribe shall be counted towards participation goals for Small Business and Small Disadvantaged Business, regardless of the size or certification status of the ANC or Indian tribe. Therefore, list the firm in the Small Business Participation section of the matrix, and type “yes” in the SDB column.
b. In accordance with DFARS Clause 252.219-7003, Subcontracts awarded to workshops approved by the Committee for Purchase from People Who are Blind or Severely Disabled may be counted towards the Contractor’s Small Business goal. Therefore, these firms shall be identified in the Small Business Participation section. All other non-profit organizations shall be identified in the Other than Small Business Participation section.
3Changes to the form
a. If additional rows are needed for a section, insert the new rows before the last row of the section. This will ensure the formulas are updated accordingly.
b. Do not modify the formulas other than to ensure the range in the formula includes all rows in that section.
c. No other changes will be made to the form. If you feel a change is necessary, contact the Contracting Officer identified on the solicitation.
4Small Business Participation:
a. Full Company Name – Enter the name of the firm. If there is an abbreviation, enter it in parentheses after the firm's name. If one or more firms remain unidentified, but potential firms have been identified that the Offeror believes likely have the requisite capability to perform this work, include the word “POTENTIAL” in parentheses after these firms' names. If no specific or potential firms have been identified for a particular goal, state so and include the MONTH and YEAR that the Offeror anticipates a capable firm will be identified.
b. CAGE Code – if the company has a CAGE code, enter the code in this block. If a CAGE code has not been assigned, enter “N/A”.
c. Socio-Economic categories – If the participant qualifies in a specific category, enter “yes” in the field. If you don’t enter “yes”, the form will not calculate correctly.
d. Allocated Dollars – enter the dollars allocated to the participant.
5Other than Small Business Participation:
a. Full Company Name – Enter the name of the company. If there is an abbreviation, enter it in parenthesis after the company name.
b. CAGE Code – if the company has a CAGE code, enter the code in this block. If a CAGE code has not been assigned, enter “N/A”.
c. Allocation – enter the dollars allocated to the participant.
6Goal Calculations:
a. The formulas are preloaded into the matrix. These calculations are done automatically. No changes to formulas shall be made except to expand the range as needed. A business is counted in every category for which it qualifies. Thus, certain small businesses may be counted in multiple subcategories. Note that the SB total is not the sum of all subcategories.
b. The total participation dollars are calculated as Total Small Business Dollars + Total Other than Small Business Dollars. This total shall match the total dollars specified in the solicitation.
c. The percentages for each category are calculated by dividing the total dollars for that category by the Total Participation Dollars.
