FOR THE CONTRACTOR
Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.
a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.
Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.
b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.
Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.
c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.
Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data item to the Government.
d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.
Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.
Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.
These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government's right to use the data shall be governed by the pertinent provisions of the contract.

In accordance with the Technical Exhibit A – Background Investigation Information Technology Requirement, section 7.2 the contractor shall submit a contractor staffing change report.
The Contractor will submit a monthly report of employees that required access to or removal from DCSA’s information systems. The report will be submitted to systemaccesscontrol@opm.gov and dcsa.quantico.dcsa.mbx.system-access-management@mail.mil by the 5th calendar day of the month, in addition to the copy provided to the COR.
The report shall be submitted in a MS Excel format.

In accordance with the Technical Exhibit A – Background Investigation Information Technology Requirement, section 4 the contractor shall submit the required continuous monitoring reports.
The Contractor will submit the CM report in accordance with Information Technology Requirements (see Technical Exhibit A).
• Monthly Report: Due the 15th calendar day of every month.
• Quarterly Report: Due the 15th calendar day after the end of the quarter.
• Annual Report: Due 30 calendar days after the FY has ended.
The report shall be submitted in a MS Excel format.
The COR will define the method of distribution. Most likely method of distribution will be email or direct upload to a shared network location.

In accordance with the Technical Exhibit B - Background Investigation Training Requirements, section 1.5 the contractor shall submit a monthly training certification report.
The Contractor will provide a report on the 10th calendar day of each month (in Excel spreadsheet format) listing initial training assessment results for all new hires (any investigative personnel hired after the effective date of the contract) and all training, including non-investigative that was completed during the preceding month. An initial list to be provided at Notice to Proceed (NTP) will include a summary of all background investigators and the dates each was deemed compliant with the NTS. The report will provide:
• Last name, first name, middle initial (separate fields)
• Course Title
• Date completed
• Test score, if applicable
• Certificate Number, if applicable
• Date training Credentials issued, if applicable

In accordance with the PWS section 5.6 the contractor shall submit a Staffing Plan.
The Contractor will provide and maintain a staffing plan. The Contractor will provide an initial staffing plan at the time of contract award; thereafter, provide an updated plan upon task order award or at least once annually. The staffing plan will include a general description of the overall staffing that will be provided to successfully meet the requirements of the contract in the plan. At a minimum, this will include:
• The number of full-time and part-time investigative resources planned for each fiscal year quarter;
• The organization of the prime Contractor and subcontractors;
• Program management of the prime Contractor and subcontractors; and
• Staffing capabilities of the prime Contractor and subcontractors.
The report shall be submitted in a MS Office compatible format or as a PDF document.
