About this file
This is Addendum 2 (a question and answer document) to Invitation for Bid 19-IFB-2301278854-BJL issued by the North Carolina Department of Public Safety, Division of Emergency Management (NCEM) for the purchase, design, engineering, and installation of an emergency backup generator system at a critical facility in Beaufort County. The addendum addresses 17 vendor questions and provides clarifications on project specifications and requirements. Key clarifications include confirmation that a 480-volt, three-phase, 150 kW diesel generator is required; only one automatic transfer switch (ATS) is needed despite two power distribution transformers at the site; the generator should be located near the main building at the prime power site from shore power; and the services from both buildings are to be consolidated into a single service feeding a 400-amp ATS with a new panel. The project is not located in a floodplain, no flood certificate is required, and utility marking will be the responsibility of the winning contractor. The addendum must be returned by September 16, 2026, which is also the bid opening date and time of 2:00 p.m. ET.
The addendum confirms that the project is funded through the Federal Emergency Management Agency's Hazard Mitigation Grant Program and establishes that pricing shall be firm fixed-price and turnkey, inclusive of all equipment, labor, materials, transportation, overhead, and profit. The transfer switch can be located inside the building near the distribution panel, and the single-phase service to the smaller building will remain in place. Additional requirements include a maximum of 20-second cutover time for service transfer, manufacturer's standard warranty with a minimum twelve-month coverage period, and a third-party ten-year structural warranty. The contract administrator is Janet Brown, Procurement Specialist, at Janet.brown45@ncdps.gov.

BFE = 6.2 Ft. This area is a X-Zone location, no risk of flooding
2. Will there be a flood certificate required for this project?
NO
3. Are there underground utility drawings available, and can you provide those drawings?
It will be the responsibility of the winning contractor to have all utilities marked prior to construction
4. Is the owner open to the option of another location for the generator?
At this time no, unless a pending issue is found that needs to relocate generator
5. It looks like you have 2 power entry point’s from the Utility Power Provider with 2 Step Down Power Distribution Transformer’s and two metering devices.
Yet, I only see a request in the SOW for 1 ATS Switch. Should we make plans to use
There is one power point entry to the building and one distribution box in the pump house. Only 1 ATS is needed
2 ATS switches; one for each breaker panel?

This is based on the contractor’s time to acquire the generator and propose construction start date on site
11.
Can we have confirmation of the exact installation location of the generator?
Nearer to either of the structures or exactly in the middle of between the two structures?
The location should be near the main building, at the prime power site from shore power

Transfer switch can be located inside the building near the distribution panel
13. Will the contractor need to confirm the flood plan for the area or acquire a flood certification?
No
14. Please verify the Voltage required, the documents say to provide 480v 3 phase generator and the panels onsite are 208v 3 phase and 120v single phase.
Verified that 480 3 phase required, or a 150KW generator
15. We assume that the services for both buildings are to be reworked into a single service to feed the 400 amp ATS with a new panel to feed both existing panels.
Please verify this is the intent.
