About this file

This is an addendum to an Invitation for Bid issued by the North Carolina Department of Public Safety, Division of Emergency Management (NCEM), extending critical deadlines for the Beaufort County Generators project (IFB 19-IFB-2301278854-BJL). The scope encompasses the purchase, design, engineering, and installation of one 150 kW diesel generator with a 400-amp automatic transfer switch, concrete pad construction, fuel storage system with secondary containment, and all associated labor, materials, permits, and inspections at a critical facility located at 38 North Boyd Road in Pinetown, North Carolina. A mandatory pre-bid site visit was held on August 26, 2026, at 10:30 a.m. ET. The original vendor question submission deadline of September 2, 2026, has been extended, with state responses now scheduled for posting on September 15, 2026. The bid opening date has been revised to September 21, 2026, at 2:00 p.m. ET, and bids must be submitted electronically through the Sourcing Tool via Microsoft Teams. The initial contract term is twelve months from the effective date with an optional six-month renewal at the state's discretion. Vendors must establish and submit a detailed project timeline in calendar days from Notice to Proceed to substantial completion for evaluation purposes.

Pricing shall be firm fixed-price and turnkey, inclusive of all equipment, labor, materials, transportation, overhead, and profit. Vendors must be registered with the North Carolina Secretary of State and hold general contractor licensing with "Unlimited Building" or "Unclassified" designation, and must designate a North Carolina-licensed general contractor as construction manager. Warranty requirements include the manufacturer's standard warranty with a minimum twelve-month coverage period and a third-party ten-year structural warranty. Liability insurance is required. The project is funded through the Federal Emergency Management Agency's Hazard Mitigation Grant Program pursuant to a federal disaster declaration. Monthly progress reports are required by the tenth of each month, along with weekly informal updates, permitted drawings, inspection reports, GPS waypoints, and photographic documentation of the site before, during, and after construction.
