About this file
This is Amendment #2 to a Request for Bid issued by the University of Wisconsin-Madison Purchasing Services for window and wall coverings and accessories, including drapery and upholstery fabric with optional installation services under Contract No. 19-5315. The amendment was issued on September 28, 2018, with a bid due date of October 3, 2018, at 2:00 PM CDT. The amendment addresses questions received from bidders and revises Lot 2 of the Itemized Bid List, specifically regarding roller shade hardware specifications and pricing requirements. Lot 2 encompasses window coverings for roller shades from six manufacturers: Draper (with XD hardware), Graber, Hunter Douglas, Lutron, Mecho Shade, and SWF Contract. Bidders are required to provide pricing based on tiered discount structures according to the number of windows (1-5, 6-20, and greater than 20), with separate columns for pricing with and without installation services. Bid prices and terms shall remain firm for sixty days from the bid opening date.
Key pricing and submission requirements include that bidders must submit electronic copies of manufacturer retail price lists on a flash drive with their bid response, and pricing must reflect net prices and established discounts for items and services on the contract. Amendment #2 clarifies that roller shade hardware specifications should include Draper XD hardware rather than the lesser-priced CL option. The University does not negotiate contract terms and conditions during the question and answer period; bidders must reference section 5.18 for information regarding exceptions to terms and conditions. Bidders certify compliance with competition and conflict-of-interest standards and confirm they are not debarred from federal contracting. All inquiries regarding the bid must be directed to Doreen Forslund at UW Purchasing Services in Madison, Wisconsin.

QUESTIONS AND ANSWERS FOR 19-5315
(WINDOW AND WALL COVERINGS AND ACCESSORIES, INCLUDING DRAPERY AND UPHOLSTERY
FABRIC AND OPTIONAL INSTALLATION SERVICES)
Q1: Do we need to include the manufacturer retail price lists on the flash drive or just identify the price list we use for the pricing?
A1: Yes, electronic copies of price lists are required. Please include them on the flash drive you submit with your bid response.
Q2: On the light filtering roller shades, the hardware was not specified. Would you like the Draper XD or the lesser priced CL?
A2: We would like pricing/bids to include the Draper XD hardware. Page 39 of 58 of the bid document for RFB #19-5315 is also revised to reflect this change.
Q3: Our company issues an updated price list yearly at the 1st of January of the new year. These prices remained unchanged for that calendar year. Price increases are generally based on higher cost from our mill, and shipping costs. Many patterns do not get increased and generally the increase is approximately 5%.
A3: The University does not negotiate contract terms and conditions during the Question and Answer period. Please review section 5.18 for information regarding exceptions to the University’s terms and conditions. Also see section 5.1.3. for more information on price changes.
Q4: No returns are accepted without a Return Authorization from our company. No returns can be authorized after 30 days from shipment. Acceptable returns will have a 35% restocking charge, plus freight; unless fault is ours. The following are NOT returnable: materials that have been cut, materials which are not part of regular inventory, orders that are under 10 yards, and any fabric that received special finishing.
A4: The University does not negotiate contract terms and conditions during the Question and Answer period. Please review section 5.18 for information regarding exceptions to the University’s terms and conditions.
Q5: Section 5.7: Meaning, prices will be as our current net price list even if your PO does not list the net price?
A5: Prices shall reflect the discounts and net prices established for the items/services on this contract. Please also see section 3.8, Method of Award.
Madison, Wisconsin 53715-1218 Q6: Is a Purchasing Card a University credit card?
A6: Yes, a purchasing card is equivalent to a University credit card. Those terms are interchangeable.
Q7: If a duplicate and any over shipments are our fault, we will issue a return authorization and no charges will be levied on the University.
A7: See A4 above.
Q8: We don’t bid on the fabrics, we supply them to the purchasers to buy based on selections made by UW or specified for UW by architect or design firm.
A8: See section 5.1. The University is asking all potential contractors to provide a firm discount from the contractor’s price list for the items/services listed on this contract. Please also see section 3.8, Method of Award.
