File Summary

This document is Amendment #1 to Request for Bid (RFB) #19-5315 issued by the University of Wisconsin-Madison Purchasing Services for Window and Wall Coverings and Accessories, including Drapery and Upholstery Fabric and Optional Installation Services. The amendment was issued on September 24, 2018, to address bidder questions and revise the bid due date and Lot 5 specifications. The original bid was issued September 12, 2018, with an initial due date of October 3, 2018, at 2:00 PM CDT. Lot 5 concerns decorative interior window films from 3M Fasara product lines, which have been reorganized into five categories: Gradation, Frost/Matte, Fabric/Washi, Dot/Prism, and Stripe/Border. The contract, if awarded, will run for a five-year term and is intended for general everyday business at the University and other listed entities rather than a single project. Bidders must submit a complete package including the signed Request for Bid Form, Bidder Response Sheet, specifications and descriptive brochures, Itemized Bid List, Vendor Information Sheet, Client Reference List, and Dealer Information where applicable.

Pricing is to be provided as percentage discounts off manufacturer list prices, with bidders determining appropriate discount amounts based on anticipated order quantities, which vary from small to orders potentially exceeding 5,000 square feet. Bidders must supply cutting charges, installation rates, removal rates for existing window films, delivery timeframes, and confirmation of availability of non-listed related items from manufacturer catalogs at specified discounts. Bid prices and terms are firm for sixty days from the bid opening date. The document includes standard certifications regarding non-collusion, conflict of interest, and federal debarment status. Contact for questions is Doreen Forslund at UW Purchasing Services via email or phone at 608/262-1333.

QUESTIONS AND ANSWERS FOR 19-5315

(WINDOW AND WALL COVERINGS AND ACCESSORIES, INCLUDING DRAPERY AND UPHOLSTERY

FABRIC AND OPTIONAL INSTALLATION SERVICES)

Q1: On page 49 of 58 for Lot 5 the first manufacturer is 3M Fasara. 3M Fasara is a line of interior decorative window films. There are approximately 100 different individual interior window films in the Fasara Decorative Film Line by 3M Corp. Do you want pricing for each of these films or is there a handful that you are using currently that you are most interested in?

A1: We have opted to break this lot (Lot 5) into five (5) categories on the Itemized Bid List (Attachment C). The five categories will be: Gradation, Frost/Matte, Fabric/Washi, Dot/Prism, and Stripe/Border. See revised PAGE 49 of Attachment C for the new Itemized Bid List for Lot 5.

Q2: How do we come up with all the discount numbers? Are you ordering more than 5,000 square foot on each purchase order? That would equal 10 rolls of film 5 feet wide x 100 feet long.

A2: How you determine your discount amounts is up to you to decide. Each project that UW- Madison has will have a different quantity for the order. Some orders will be small and some will possibly be larger than 5,000 square feet. See bid document, Section 5.1, for more information about Firm Discount pricing.

Q3: Is contract #19-5315 for one project or general everyday business at the University of Wisconsin and the other entities listed?

A3: This RFB (#19-5315) is for general everyday business at the University and other entities listed. Awarded contractors will be issued a contract that will run for a 5-year term. See section 3.3, Term of Contract, for more information.

Q4: Can you please confirm the due date of this?

A4: The due date is Wednesday, October 3, 2018 at 2:00PM CDT. Page 6 of this bid document has been replaced with the corrected due date listed.
