About this file

This document is a reference guide detailing common bidding mistakes for Palm Beach County, Florida's WRNWWTF Electrical and Wet Weather Improvements project. The guide outlines the required bid submissions and documentation necessary for responsive bids, including signed and notarized bid forms, bid bonds, SBE/MWBE schedules, certificates of business location, subcontractor lists, trench safety documentation, and various federal compliance affidavits for federally funded projects. Bidders must verify compliance with state exclusion lists, provide current Florida contractor licensing information, acknowledge any addenda, ensure mathematical accuracy in pricing schedules, and submit bid security equal to 5% of the bid price. The document also specifies local preference requirements, including submission of a valid business tax receipt with matching name and address information, and establishes deadlines for written clarifications and OEBO waivers of ten and seven calendar days, respectively, prior to bid opening.

The Office of Equal Business Opportunity (OEBO) imposes mandatory participation goals requiring a minimum of 10% SBE participation plus 3.0% for African American and Hispanic American-owned firms. Bidders must complete OEBO Schedules 1 and 2 for all contractors, subcontractors, and suppliers, with subcontractors required to maintain Palm Beach County SBE certification at time of bid opening. The document identifies the most frequent bidding errors, including mathematical errors in bid schedules, unbalanced bid items, mismatched totals between bid forms and price schedules, non-conforming bond submissions, incomplete or unsigned OEBO documentation, unmet SBE/MWBE participation goals, use of incorrect forms, and subcontractor certification deficiencies regarding both OEBO status and work type alignment.
