About this file
This is a Change Order Notice Amendment issued by the Illinois Tollway Authority (THA), a division of the Chief Procurement Office for General Services, modifying contract 19-0097R-A for Tollway Technical Assistance Services. The Technical Assistance (TA) program is a critical component of the Illinois Tollway's strategy to develop a diverse small business vendor pool, including Disadvantaged/Minority/Woman-owned and Veteran-owned businesses. The program provides assessment and guidance to participants from program entry through relationship closeout and supports complementary initiatives such as the Partnering for Growth (P4G) program. The incumbent vendor is Inner-City Underwriting Agency, Inc. The contract end date remains April 30, 2027, with no changes to the term.
The amendment decreases the contract value by $200,000, reducing the total estimated contract value from $14,061,833.33 to $13,861,833.33. The $200,000 reduction represents an adjustment of available unspent funds that will be transferred from contract 19-0097R-A (BidBuy PO #P-30804) to contract 19-0097B (BidBuy PO #P-30812), keeping the combined contracts within the not-to-exceed amount of $14,061,833.33. This change order was necessitated to reallocate resources while maintaining overall program continuity. The discontinuation or significant reduction of technical assistance services would adversely impact current program participants and the Tollway's diversity goals in both construction and professional services projects, while also limiting competition and efficiency in the construction marketplace.

| thedetails: The Illinois Tollway is seeking an amendment to its current Tollway Technical Assistance Services contract. The Vendor (Inner-City Underwriting Agency, Inc.) will provide the Technical Assistance program services which is a crucial part of the Tollway strategy to have a more diverse small business vendor pool including D/M/W and Veteran-owned businesses. Other Tollway programs such as the Partnering for Growth (P4G) program, also rely on the TA program for assessment and guidance, from program entry to relationship close-out. The resulting amendment to the current estimated contract with the awarded Vendor shall decrease by an estimated $200,000.00 which will give the total contract a estimated value of $13,861,833.33. A new RFP is currently in process for Tollway Technical Assistance Services. |
Without the Tollway Technical Assistance Services contract the Tollway would not be able to procure these services which would impact current program participants’ ability to develop their skills to participate in Tollway opportunities, consequently affecting the Tollway's goals to increase diversity in projects in construction as well as professional services projects. Additionally, developing these small businesses increases competition in the construction marketplace leading to efficient pricing. The discontinuation of these services will severely affect the future of small business participation on Tollway projects.
The Tollway is requesting a $200,000.00 contract decrease of contract 19-0097R-A BidBuy Po # P-30804 so the Tollway can transfer the funds over to contract 19-0097B BidBuy Po # P-30812. An adjustment of $200,000.00 from available unspent funds will be utilized while remaining under the not-to-exceed contract amount of $14,061,833.33. The contract end date will stay the same at 4/30/2027.
