About this file
This is a Request for Proposals (RFP) issued by The University of Texas at Austin for the selection of a Construction Manager-at-Risk (CMAR) firm for the Dell Medical Center at Austin, Texas Enabling Central Utility Plant and Infrastructure project (Project No. 102-1611). The project involves the development of a Central Utility Plant and associated utility infrastructure on approximately 5-8 acres at the Dell Campus for Advanced Research, including electrical power infrastructure with microgrid capabilities, thermal energy systems, emergency and standby power systems, domestic and sanitary utility piping, and utility distribution systems comprising underground tunnels, duct banks, and piping. The facility will encompass approximately 255,000 gross square feet across three stories with a subgrade lower level, designed to support 19,000 tons of chilled water capacity, 82,500 MBH heating capacity, and 40MW of normal power generation. The RFP submittal deadline is Friday, June 26, 2026 at 11:59 PM, with a public opening scheduled for Monday, June 29, 2026 at 1:00 PM. A pre-submittal conference will be held virtually on Thursday, June 4, 2026 at 10:00 AM, and the question deadline is Tuesday, June 9, 2026 at 12:00 PM. The project is schedule-driven with a design start in April 2026, CMAR onboarding in July 2026, long-lead equipment procurement beginning September 2026, construction start in September 2026, and substantial completion targeted for May 2028 through May 1, 2029. No site tour will be conducted.
The Owner has established a Construction Cost Limitation of $400,000,000, which includes pre-construction phase fees, general conditions costs, cost of work, construction phase fees, and contingencies. The CMAR must submit a Not-to-Exceed Pre-Construction Phase Fee and a Construction Phase Fee percentage based on the anticipated cost limitation. Proposals must be submitted electronically through the Bonfire portal in nine separate packages including the proposal, safety criteria, execution of offer, subcontracting plan, general questionnaire, financials, addenda acknowledgement, surety bond, and pricing. The evaluation criteria include construction safety risk management (5 points), CMAR team qualifications (10 points), past performance on representative projects (15 points), budget establishment and cost control (15 points), schedule management capability (15 points), quality management and construction methodologies (15 points), problem identification and resolution (10 points), warranty and service support (5 points), and pricing (10 points). A subcontracting plan is required due to the project's expected value exceeding $100,000 and the University's policy promoting opportunities for Veteran Heroes United in Business (VetHUBs). The project prioritizes cost certainty in a dynamic market environment, high-quality systems with minimal deficiencies at turnover, and strong on-site leadership for schedule and cost control. Multiple awards may be made at the Owner's discretion to assign discrete scopes of work to different CMAR firms.
