About this file
This document comprises the Owner's Special Conditions for Capital Planning and Construction Project No. 102-1611, the Dell Medical Center at Austin, Texas Enabling Central Utility Plant and Infrastructure project, developed by The University of Texas at Austin (Owner) in conjunction with the University of Texas System. The special conditions establish supplementary requirements beyond the Uniform General Conditions for University of Texas System Building Construction Contracts and apply to all project delivery methods, including Construction Manager-at-Risk and Design-Build approaches. The project involves enabling infrastructure for a central utility plant to support the Dell Medical Center at Austin. Key administrative requirements include prevailing wage rate compliance for Travis County workers, with overtime compensation at 1.5 times the regular wage for hours exceeding 40 per week. The contractor must provide temporary field offices adequately staffed and furnished with conference areas capable of accommodating up to 15 persons, maintain substantial screened galvanized steel wire mesh fencing at least 6 feet high surrounding the site, construct and erect a project sign in an Owner-designated location, and provide all temporary utilities including water, power, lighting, and mechanical services. Construction activities are restricted to Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding recognized holidays, with specific delivery scheduling requirements during fall/spring and summer semesters to minimize disruption to ongoing campus operations. The contractor assumes full responsibility for workforce management, security, site access, and protection of work, including compliance with hazardous materials abatement requirements and asbestos-containing materials certifications.
The Owner's Special Conditions establish a zero-dollar Owner's Special Cash Allowance, with the contractor responsible for all costs related to temporary construction provisions except utility charges if Owner-provided. The contractor must incorporate anticipated weather days in the project schedule and may receive non-compensatory contract time extensions only when actual severe or extreme weather exceeds the 10-year average precipitation by more than 25% or causes actual delays to the Substantial Completion date. Critical completion deliverables include comprehensive as-built documents, underground and under-slab utility documentation in 3D AutoCAD and PDF formats using State Plane Texas Central coordinates (FIPS 4203, NAD83 horizontal, NAVD88 vertical, US Survey Feet), operations and maintenance manuals, commissioning documentation, and equipment warranties, all to be submitted within 30 days of Substantial Completion to the Planning, Design and Construction UT Box Document Folder. Construction noise is limited to 85 decibels at the perimeter fence, with enhanced restrictions near residence halls, academic buildings, and library facilities. The contractor is responsible for all project security, including identification badges for workers, prevention of false fire alarms (subject to a $1,500 penalty per preventable occurrence), mosquito abatement, and maintenance of campus accessibility in compliance with the Americans with Disabilities Act and Texas Accessibility Standards 2012.
