Solicitation Number 18-258-SOL-00003

This is a pre-solicitation notice only. The Health Resources and Services Administration (HRSA), Health Systems Bureau (HSB) is planning to issue a solicitation to procure services that are required by the National Hansen’s Disease Program (NHDP) for its Ambulatory Care Program. The legislative authority for the National Hansen’s Disease Programs (NHDP) is Public Law 99-117, Section 2. (a.), Section 320, and is guided by Department of Health and Human Services (DHHS) regulations. The Ambulatory Care Program was initiated in 1981 as a consequence of the closing of United States Public Health Service (U.S.P.H.S.) hospitals. Historically, persons with Hansen’s Disease (HD) were provided care by those facilities in the United States (U.S.). In order to continue the mandate of the legislative authority, a contracted care program was developed to provide these services in communities where the majority of people with HD live.

The solicitation will be issued as full and open competition. The period of performance will be for a 12 month base period and four 12 month option periods. The anticipated contract type will be a hybrid, firm fixed price and cost. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The Government anticipates that the solicitation will be issued by May 1, 2018.

The purpose of this contract is to procure HD diagnosis, screening of contacts, outpatient treatment, case management, and follow-up of persons diagnosed with HD.

The Government intends to issue 8 contracts for Ambulatory Care Clinics, in the states of Arizona, Arkansas, Georgia, Illinois, Massachusetts, Washington, and two clinics located in the State of California.

The North American Industrial Classification System (NAICS) code for this acquisition is 621999, and the size standard is $15,000,000.00.

All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov).

Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this notice.
