The Department of Health and Human Services (HHS), Program Support Center (PSC) is issuing this solicitation for the purpose of entering into a competitive 8(a), multiple award IDIQ contract. PSC will conduct this acquisition using Part 12 (Acquisition of Commercial Items) under the Federal Acquisition
Regulation. This IDIQ will support the Space and Naval Warfare Systems Center (SSC) Pacific.
The Offeror is required to submit written technical, past performance and business (price) volumes to Government officials. Awards will be made to the responsible offeror whose offer conform to the solicitation and are the most advantageous to the Government, price and other factors considered.
This solicitation does not commit the Government to pay any costs for the preparation and submission of your proposal. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed requirement.
SOLICITATION TECHNICAL INQUIRIES AND QUESTIONS
All questions regarding the solicitation, of a contractual nature or technical nature, must be submitted in writing no later than 5:00pm Eastern Time, May 15, 2018. Submission shall be via email to ronald.robinson@psc.hhs.gov. See Section L of the solicitation for inquiry and submission instructions.

SECTION B - Supplies or Services/Prices
B.1 BRIEF DESCRIPTION OF SERVICES
The contractor is required to provide engineering, Cyber Security, network operations (NetOps), information technology services (ITS), and other technical services in support of enterprise networks, communication systems, sensors, applications and information systems which are currently operational, under development, and/or requiring upgrades.
B.2 TYPE OF CONTRACT
The contract type awarded is an Indefinite-Delivery Indefinite-Quantity (IDIQ).
B.3 TYPE OF ORDERS (IDIQ)
Task or delivery orders issued under this IDIQ contract shall be: firm fixed-priced orders, time and material orders, or labor hour orders.
B.4 MINIMUM AND MAXIMUM QUANTITIES (IDIQ)
During the contract period, the Government shall place orders totaling a minimum of $2500. This reflects the contract minimum for the entire period of performance, including any options . The contract maximum for the entire period of performance, including any options, shall be for the placement of orders totaling a maximum of $100,000,000.
B.5 CONTRACT LINE ITEM PRICING (IDIQ)
The price for each task order will be based on the negotiated unit prices from the Attachment J3 – Labor
Rate Table, and estimated level of effort, or firm fixed price amount, to be determined at the time of task order award.
The Contractor will be reimbursed in accordance with pricing section of each task order for satisfactory performance of the work.
Task orders whose period of performance extends beyond the base contract period of five years and the option period of five years, the Contractor shall use the rates in Option Year 4 (OY4) as adjusted by the
Employment Cost Index from the Bureau of Labor Statistics. Rates are listed on the right hand side of the page under “Latest Numbers” on http://www.bls .gov/ncs/ect.
The rates specified above are ceiling rates for the prime contractor and all subcontractors and consultants, and shall not be exceeded.

Time and Material/Labor Hour Orders The Contractor shall not exceed the maximum, fully loaded hourly rates (inclusive of wages, indirect costs such as fringe, overhead, general and administrative expenses, any other indirect costs for labor, and profit) for each category lis ted in Attachment J.3.
Material (Non-Labor) Indirect Cost Rates - Pursuant to the General Provis ions of this contract pursuant to FAR 52.212-4; Alt. I, the following fixed indirect rate to be applied against Materials is established:

Firm Fixed Price Orders Firm Fixed Price orders shall comply with the labor rate maximums for each category lis ted in Attachment J.3. A payment schedule for Firm Fixed Price orders will be negotiated for individual task orders.
SECTION C - Description/Specifications
C.1 PURPOSE
The contractor is required to provide engineering, Cyber Security, network operations (NetOps), information technology services (ITS), and other technical services in support of enterprise networks, devices, communication systems, sensors, applications and information systems which are currently operational, under development, and/or requiring upgrades. The networks and systems described and referred to in this Performance Work Statement (PWS) are classified and unclassified networks (e.g.
LANS, WANS, Virtual Local area network (VLANs), and specialized afloat, ashore and airborne networks enabling net-centric operations including comprehensive Command, Control, Communications, and Computers (C4I) in Department of Defense (DoD), joint, allied or coalition operations. Develop and validate Concept or Operations (CONOPS), Tactics Techniques and
Procedures (TTP), establish operational performance metrics, perform Analys is of Alternatives (AoA), protocols , security posture, and architectures on networks which operate both within the overall United
States exclusive military/government domain with extension into the public realm, and leverages commercial networks and information assets. More importantly, networks provide the gateway to achieving information dominance in the cyberspace domain, and for Net-centric operations achieving warfighter superiority. The Contractor shall ensure adequate resources are dedicated to satisfy the requirements of work assignments.
C.2 BACKGROUND
DoD Services and Agencies has a continuing requirement for Command, Control, Communications, Computer and Intelligence Surveillance Reconnaissance (C4ISR) systems engineering support related to the core competencies of technology and architecture development, network analys is, modeling, and s imulation, network convergence, network timing, cyber security / network security, certification and governance, network, ITS and information system applications, network management and monitoring, network and computer operations, defense messaging and production and manufacturing processes.

DoD Services and Agencies also require engineers to support network interfaces and interconnections with Radio Frequency (RF) communication systems both tactical and beyond line of sight, and connectivity with RF terminals , sensors , and end-user applications and data storage/processing centers.
DoD Services and Agencies plan, establish and manage enterprise networks and information systems for Programs of Record (PoR) and projects in support of Department of Defense (DoD) requirements, as well as associated composite programs. This begins at the concept formulation stages and extends through experimentation, technical and operational demonstrations and assessments, system validation, ins tallation and operational support. It includes performing systems engineering, Joint Capability Technology Demonstrations (JCTDs) and/or Military Utility Assessments (MUAs),project analysis, hardware and software design, system design and integration, test and evaluation, technical management, and secure data protection throughout the scope of the program or project. In addition, systems engineering practices include reliability, maintainability, supportability and affordability analysis and implementation.
DoD Services and Agencies engage in activities from bas ic research of Science and Technology (S&T) through Research and Development (R&D), to production, integration, deployment and operational support producing superior and scalable architectures and systems . Acting as the Technical Authority
(TA) for networks, DoD Services and Agencies provide technical leadership, technical expertise and consultation to the acquisition and Research Development Test & Evaluation (RDT&E) communities, military offices, commands and operational forces. In addition, applying Capability Maturity Model Integration (CMMI), Project Management Guide (PMG), and industry best practices, these process improvement approaches position programs and projects with the essential elements to continue improvement and optimization, identify organizational processes’ s trengths and weaknesses, increase performance and generate the highest quality solutions and products.

C.3 OBJECTIVE
The objective of this contract is to procure support services via the use of task orders issued under the basic contract that will cover activities defined above. The contractor is required to maintain an up-to-date awareness of DoD, Navy, Marine, and Army policies, procedures, regulations and laws pertaining to the IT field and keep current with emerging technologies. The details of the required support for each area will be provided in the associated task order.
C.4 TASK AREAS
These tasks will be defined in more detail at the task order level as the specific requirements are developed. A broad description of the types of tasks that may be ordered under this contract follows:
C.4.1 Systems Engineering for Networks and Communications
Systems engineering comprises the full scope of work from solution analysis , technology development, engineering and manufacturing development, production and deployment, operations and support across the complete end-to-end system and across the complete life cycle, in s upport of projects and programs for ships, submarines , aircraft, unmanned systems , tactical mobile communications, common operating picture (COP) systems and shore facilities.
C.4.1.1 Architecture Research and Des ign
A detailed architecture design establishes the initial building blocks and framework for a project demonstration or a system deployment, and mus t address all interfaces and interactions internal and external to the system. The contractor shall provide Department of Defense Architecture Framework (DoDAF) vers ion 2.x systems and subsystem definition support. This is to include the development of DoDAF meta-Model (DM2) viewpoints and key processes. The contractor shall map data in accordance with the twelve (12) DoDAF Metamodel Data Groups, and support the eight (8) DoDAF V2.x viewpoints and their associated 49 models.

C.4.1.2 Modeling and Simulation (M&S)
The intent of this section is to provide engineering and development services for conducting analysis of Joint and Naval C4ISR architectures and capabilities utilizing Modeling and Simulation.
Types of Models Utilized
The contractor shall provide engineering and development support of rigorous technical assessments utilizing a variety of different tools in order to analyze the full s pectrum of enterprise C4ISR architecture. This specifically includes , but is not limited to, the following types of models and tools :
a) Enterprise Network Performance Assessment Models
b) Sys tem and Network-level Cyber Attack and Defense Models
c) RF Propagation and Antennae Modeling
d) Satellite Communications (SATCOM) Modeling
e) Mathematic Algorithm Modeling
f) Mission (Force-on-Force) Modeling
g) Process Modeling
h) Decis ion Analysis Modeling
Providing of engineering services to develop or enhance simulation tools will be required if the requisite capabilities do not exis t in a readily available commercial or government simulation tool.
Modeling and Simulation will occur on multiple security levels up to and including TS/SCI.
C.4.2 Engineering and Manufacturing Development
The objective of Engineering and Manufacturing Development is to develop the detailed product baseline, verify it meets the system functional requirements, transform the preliminary design into a producible design, assess risk levels for the system, and prepare for production or deployment.
C.4.3 Developmental Testing
The contractor shall perform and/or participate in testing of hardware and/or software developed by contractor or government developers in government des ignated facilities , test ranges, planned exercises or field tests.
The contractor shall support test director in monitoring, measuring, recording and reporting events incorporated in planned testing, including Test Readiness Reviews (TRRs). The contractor shall participate in Developmental Test & Evaluation (DT&E), and document test results of enterprise-wide systems , information systems , network components, equipment, and subsystems with interfacing C4ISR systems aboard ships, submarines, aircraft, unmanned systems and shore facilities. The contractor shall analyze and identify causes of problems and failures and report corrective actions or measures. The contractor shall support Operational Assessments (OAs).
C.4.3.1 Test and Evaluation Support

The contractor shall investigate, design, code, implement and test enhancements to system support hardware/software. Test support shall include development, quality assurance, production, and postproduction testing of hardware/software to determine operational readiness, compliance to requirements, security posture, and effectiveness. The contractor may operate and maintain the test and evaluation facilities. The contractor shall perform systems validation (hardware/software) testing, repair, and modification and checkout prior to integration to ensure quality and operational availability to meet system security and readiness objectives. The contractor shall generate test systems , test procedures, test plans and test reports. The contractor shall develop System Operation and Verification Test (SOVT) packages and perform the SOVT to ensure satisfactory system operation, availability and readiness.
C.4.4 Production and Deployment
The objective of Production and Deployment is to validate the product design and to deliver the quantity of systems required for full operating capability, including all enabling system elements and supporting material and services. Deliver the final product baseline as validated during operational tes ting, and supports deployment and transition of capability to all end users, the warfighters, and supporting organizations. The maintenance approach, training, and technical manuals, should be integrated with Production and Development along with specific test and evaluation and logistics and sustainment activities.
C.4.5 Production
The contractor shall support Low-Rate Initial Production (LRIP), Full-Rate Production (FRP), Full-Rate Deployment (FRD) preparation and planning. The LRIP, FRP/D production requirements include EMP-hardening; TEMPEST-certification; and/or environmental testing (dust, heat, shock, vibration, humidity, etc.); and electromagnetic or s imilar physical parameters.
C.4.6 Operational Testing and Evaluation
The contractor shall support Operational Test and Evaluation (OT&E) and Follow-on OT&E (FOT&E) and all other types of testing mandated to achieve full deployment or fielding. Provide operational range planning liaison and execution support to include clearances, facilities, safety and technology training support. Planning as required for technology deployment and redeployment.
The contractor shall support evaluation of effectiveness, suitability and/or survivability.
C.4.7 Training
The contractor shall prepare training curricula, student and instructor guides, and related training materials for both the organizational level and maintenance level. All course materials required for ins truction for each course shall be developed and validated by the contractor. Delivery format for the developed training material may be in any format to include CBT, IETM or electronic format as specified in the task order. The contractor shall develop and conduct job skills-type training for systems/equipment following systems/equipment installations. The contractor shall conduct training

courses in classroom and operational environments. The contractor shall conduct system operational training.
C.4.8 Production Documentation and Reviews
C.4.8.1 Configuration Support
The contractor shall complete and finalize all documentation required for system production and deployment, include schematics, architectures, interface drawings, and configuration management data.
The contractor shall develop, implement and maintain configuration management, including configuration audit plans covering hardware and software in an integrated approach. The contractor shall verify and maintain complete and accurate configuration identification of each Configuration Item (CI) or Computer Software Configuration Item (CSCI) and government-approved established
Functional, Allocated, and Product baselines for equipment or systems .
C.4.8.2 Baseline Documents and Databases
The contractor shall draft and update baseline documents related to systems engineering which include system concepts, system configurations, specifications , reports , accreditation documents, line drawings, Standard Operating Procedures (SOPs), architecture drawings, equipment lis ts and Bill of Materials (BoMs), manufacturing processes or procedures, test and inspection plans or procedures, surveys, quality assurance provisions, inspection and test equipment requirements, packaging lis ts, software documentation, technical manuals, training manuals, maintenance and supply documentation. The contractor shall input or update similar information in established databases for retention, tracking or maintenance of critical information and configurations.
C.4.8.3 Configuration Status Accounting
The contractor shall provide configuration status accounting, which shall delineate the status of changes from the baseline, the status of proposed changes, and the status of implementation of approved changes. The contractor may use the government-approved Automated Data Processing
(ADP) system(s) for configuration status accounting. Configuration accounting may be achieved through utilization of CMPro database.
C.4.8.4 Technical Publication Support
The contractor shall develop and validate equipment/manufacturer technical manuals, and technical manual supplements to support operations. Delivery format for the publications developed may include Computer Based Training (CBT) and Interactive Electronic Technical Manuals (IETMs) or other electronic formats as specified in the task order.

C.4.8.5 Reviews
The contractor shall support technical, programmatic, production and/or sustainment planning meetings or reviews.
C.4.9 Shore Installation Support
The contractor shall support s ite vis its, assist in technology demonstration venue selection, develop s ite in-briefs and out-briefs, develop site survey checklis ts, generate installation schedules and identify potential risks.
The contractor shall prepare installation plans, Fleet Readiness Certification Board (FRCB) submissions, Base Electronic System Engineering Plans (BESEPs), Shipboard Alteration (SHIPALT) packages, and plans supporting certifications or approvals incidental to the system ins tallation. The contractor shall be able to evaluate operational impact due to planned installations and advise on best course of action to minimize dis ruptions.
The contractor shall provide input to, review and modify Installation Design Plans (IDPs) as required for FRCB submission. IDP shall include as block diagram, rack elevations, HVAC and power calculation, cabling and connector information, BoM, cable running sheets, final as-built drawings and all other required installation documentation.
The contractor shall generate, identify and verify material lis ts or BoMs, deliver required equipment and incidental materials necessary to complete the site installation, system integration or upgrade.
The contractor shall perform ins tallation and integration of components or equipment, subsystems , systems , and networks in facilities, ships, submarines, aircraft or unmanned platforms . The contractor shall perform tes ting and troubleshooting to determine whether the installation has met s tated objectives, and perform any corrections or modifications required to achieve full functionality and ins tallation requirements.
The contractor shall support in the planning and execution of System Operational Verification Tests (SOVTs) as the final check-out demonstrating a successful, functional installation.
C.4.10 Operations and Support
The objective of Operations and Support is to execute a support program meeting operational support performance requirements and sustains the system in the mos t cost-effective manner over its total life cycle.
C.4.10.1 Operational Support to Platforms or Facilities
The contractor shall participate in the maintenance and support of platforms or facilities to ensure continued operations , including following logistics support plans to ensure parts and repair functions will beet required system availability requirements.

The contractor shall perform Communications Security (COMSEC) field and operability support, system configuration testing support, troubleshooting at the component to device level, software loading and updating, system monitoring and failure analysis, and recommendations for improved reliability.
The contractor shall provide system administration to address network and computer security updates and overall system security compliance.
C.4.11 Command, Control, Communications , and Computers (C4I), and Intelligence (C4ISR)
The contractor shall provide system modernization support through technical inputs and participation in system modernization planning.
The contractor may utilize Enterprise Change Request (ECR), Enterprise Change Notice (ECN), Engineering Change Proposal (ECP), Request for Change (RFC), Request for Deviation (RFD), or Request for Waiver (RFW) as a process and control mechanism to implement upgrades and improvements to operational systems , and support the efforts necessary to complete these processes.
The contractor shall provide analysis and problem resolution study results supporting the improvement of specified networks, communication or information systems . The contractor shall provide inputs to system integration and interoperability requirements for new or enhanced COTS/GOTS products. The contractor shall provide reports showing the impacts of changes to baseline hardware and software.
C.4.12 Program and Project Management Support
The contractor shall provide technical and programmatic input and participate in the development of the Integrated Defense Acquisition, Technology and Logistics Life Cycle Management Framework for
DoD, Joint and Coalition communications and networked systems .
The contractor shall participate in technical working group, technical interchange and integrated product team (IPT) planning meetings, preparing briefs and keeping meeting minutes and meeting artifacts. The contractor shall work with, and advise on process improvement.
The contractor shall attend meetings to include: Monthly Contract Status meetings, and provide project s tatus to include funding and manpower burn rates, issues or problems and all progress achieved s ince the previous meeting. The contractor shall also attend technical meetings, conferences, and reviews.
Support shall include participation and review of technical packages, and providing reports.
The contractor shall provide the technical/management personnel and expertise in support of its tasking to accomplish program planning and control, adminis trative program support, financial management, documentation management control, and facilities and logistics support. The contractor shall conduct Project Management Reviews (PMRs) quarterly, if needed, to discuss task order status and to establish a forum for the interchange of technical information

C.4.13 Enterprise Network Systems Maintenance
The contractor shall provide network system maintenance and adminis tration support. Including software and hardware maintenance, system integration and systems interface support of the systems .
The contractor shall provide analys is and adminis tration support to projects requiring access to IT data, including design, development, and maintenance of tables; creation and maintenance of data dictionaries; and creation of bridges to populate new tables; file transfer and reformatting, troubleshooting, error investigation and correction, and production of specialized internal reports.
The contractor shall perform network system maintenance and quality assurance through validation and the integrity of access capability for operational and management query and reporting.
C.4.14 Enterprise Network Operations Support
The contractor shall provide operations support for the networks of systems or projects outside the scope of the Navy/Marine Corps Internet (NMCI).
The contractor shall support the operation and troubleshooting of exis ting and deployed network systems . The contractor shall monitor internal and external network parameters and be able to work with multiple technologies across DoD network systems .
The contractor shall perform network database management support; perform network monitoring and s tatistical analysis; network control; and test equipment operation support.
The contractor shall provide upgrade development and implementation support for Gigabit-capable Passive Optical Networks (GPON) including implementation for data, voice, and video.
The contractor shall support virtualized network operations.
The contractor shall provide network contingency support; technical inputs; participate in network contingency planning; and provide execution support.
C.4.15 Enterprise Network Timing Support
The contractor shall provide enterprise network timing support for all network systems utilizing current and future timing technologies.
Enterprise Network timing systems shall utilize a Selective Availability/Anti Spoofing Module (SAASM) - Global Pos itioning System (GPS) based timing reference to be integrated into the specified
Network(s ). The intent is to provide a redundant Stratum Level 1 based distributed timing architecture across the network for client side equipment requiring frequency based clock reference and RFC 1305 Network Timing Protocol (NTP) vers ion 4.0 for network-based time of day delivery.

C.4.16 Computer Operations Support
The contractor shall provide computer operations and maintenance for computer systems ranging from laptops to servers with operating systems used by DoD, including maintaining logs and records of jobs processed.
The contractor shall monitor systems for equipment failures, errors in performance, and security issues.
The contractor shall support virtualized computer operations.
The contractor shall reload systems after power outages and maintenance, perform backups, and restore files . The contractor shall install new software; software patches; security updates; and hardware based on project, program, or security requirements.
C.4.17 Cyber Security Operations and Support Services
The scope of these requirements includes capabilities, knowledge, and expertise in the full range of technologies, intelligence, training and exercises, and business areas needed to support USCYBERCOM’s operational mission. These disciplines will include C4, Intelligence, and cyber Mission support areas, and elements of the DODIN and Joint Information Environment (JIE) in support of the United States Cyber
Command mission. The contractor shall provide a wide variety of security services and functions required to assure the operational, physical, and information security posture for Department of
Defense (DOD) Services and Agencies (S/A). The Contractor will provide services and solutions to provide confidentiality, integrity availability, and non-repudiation for Security services for a broad range of customers by providing business continuity planning and security expertise in the operation and maintenance of the ITA infrastructure.
C.4.18 Information Technology Services (ITS)
The contractor shall provide C4I Information Technology Services (ITS): support services and system modernization support through technical inputs and participation in system modernization planning.
The contractor shall provide Information Technology Services (ITS): network administration, engineering, and system maintenance (class ified and unclassified); Help Desk assistance; hardware and software installation and troubleshooting; web mas ter support; and configuration management support.

C.6 DELIVERABLES
Data Deliverables will be identified at the task order level but may include such documents as the following:
C.6.1 Monthly Status Report
Submit a monthly report summarizing all s ignificant events occurring during the reporting period and shall identify significant accomplishments and progress made during the affected reporting period.
Also, identify significant challenges, risks, or is sues encountered that impact the successful delivery

schedule of required services. Identify schedule for and status of all deliverables. If the efforts are not on schedule, indicate the reason for the delay and provide a revised completion /delivery date. Identify at a summary level the total amount received, actual burn rate and Es timate At Completion (EAC).
This does not waive the requirement for formal Limitation of Funds/Cost notifications, when warranted. Identify labor hours planned for each employee, the actual cumulative total to date, CAC and training status. Identify by Employee Code, labor category, and fully burdened labor rate. This requirement applies to the Prime and any sub- contractors supporting this effort.
C.7 SECURITY REQUIREMENTS
C.7.1 Security
The security requirement for this tasking will be up to and including Top Secret and Sensitive
Compartmented Information. Specific security requirements for individual task orders will be included at the order level once the requirements is defined.
C.7.2 Network Access
Contractors, including sub-contractors, may require access to classified networks to perform and complete the work authorized under this contract. Access may include connectivity to Secret and SCI level networks (i.e. SIPRnet, JWICS, NSAnet, etc.), and may include assess to web-sites, data bases, email or other applications deemed necessary. Network access is only required at government facilities .
C.7.3 Communication Security Material System
Communication Security Material System (CMS) access may be required for task orders on this contract.
C.7.4 Operations Security
OPSEC is a five s tep analytical process (identify critical information; analyze the threat; analyze vulnerabilities; assess risk; develop countermeasures) that is used as a means to identify, control, and protect unclassified and unclassified sensitive information associated with U.S. national security related programs and activities. All personnel working under this task will at some time handle, produce or process Critical Information or CPI, and therefore all Contractor personnel mus t practice OPSEC. All work is to be performed in accordance with DoD OPSEC requirements, and in accordance with the OPSEC attachment to the DD254.

C.7.5 Cyber Security Work Force
Certifications are required for contractor personnel under this task order: Contractor shall act as IA
Technician (IAT) Level II.
a) The Contractor shall ensure personnel supporting this contract who are performing IA functions that are designated as IA Workforce positions IAW DoD 8570.01-M shall be trained and certified in accordance with DFARS Clause 252.239-7001 Information Assurance Contractor Training and Certification. The contractor shall follow SECNAVINST 5239.3A of 20 Dec 2004 & DoD 8500.2 of 6 Feb 2003 when performing IA tasks orders. The Contractor shall meet applicable information assurance certification requirements, including (1) DoD‐approved IA workforce certifications appropriate for each specified category and level and (2) appropriate operating system certification for information assurance technical positions as required by DoD 8570.01‐M.
b) The contractor shall provide documentation supporting the information assurance certification s tatus of personnel performing information assurance functions, reporting current IA certification s tatus and compliance using CDRL Contractor Roster, DI‐MGMT‐81596 in the format prescribed by the COR.
c) Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.
C.7.6 Handling or Access to Classified Information
Contractor shall comply with FAR 52.204-2, Security Requirements : The work to be performed under this contract as delineated in the DD Form 254 (Attachment J2) involves access to and handling of classified material up to and including “Top Secret”.
Offerors mus t have an exis ting, approved TOP SECRET facility clearance granted by the Defense Security Service (see Attachment J2 – DD254).

SECTION E - Inspection and Acceptance
E.1 INSPECTION AND ACCEPTANCE (IDIQ)
Pursuant to FAR clause 52.212-4, all work described in individual orders under this IDIQ contract is subject to final inspection and acceptance by an authorized representative of the Government. The authorized representative of the Government is the Government's COR, who is responsible for inspection and acceptance of all the services to be provided under individual orders.
SECTION F - Deliveries or Performance
F.1 PERIOD OF PERFORMANCE (IDIQ)
(a) The resulting contract award period of performance will be for a s ingle five (5) year ordering period.
(b) The period of performance for individual task orders can extend beyond the expiration date of the IDIQ. In accordance with 52.216-22, Indefinite Quantity, options on task orders may be exercised after the expiration date of the IDIQ. The Contractor shall not be required to make any deliveries under this contract after the completion of the order, including options, which should not extend 60 months following the expiration of the IDIQ ordering period.
(c) Periods of performance for task order under this IDIQ will be established at time of task order award
F.2 PLACE OF PERFORMANCE (IDIQ)
Work will be performed at locations specified in individual task orders.
F.3 DELIVERABLES AND DELIVERY SCHEDULE (IDIQ)
The contractor shall submit all required deliverables in accordance with the schedule established in each individual task order. Deliverables submitted under each individual task order shall reference and cite the contract number and the specific task order number.
F.4 OBSERVANCE OF LEGAL HOLIDAYS AND DAYS OF GOVERNMENT CLOSURE
– ONSITE CONTRACTOR EMPLOYEES
(a)(1) The performance of this contract requires contractor employees of the prime contractor or any subcontractor, affiliate, partner, joint venture, or team member with which the contractor is associated, including consultants engaged by any of these entities, to have access to, phys ical entry into, and to the

extent authorized, mobility within, a Federal facility.
(2) HHS may close and or deny contractor access to a Federal facility for a portion of a business day or longer due to any one of the following events:
(i) Federal public holidays for federal employees in accordance with 5 U.S.C. 6103.
(ii) Fires , floods, earthquakes, unusually severe weather to include snow s torms , tornadoes and hurricanes.
(iii) Occupational safety or health hazards.
(iv) Any other reason.
(3) In such events, the contractor employees may be denied access to a Federal facility, in part or in whole, to perform work required by the contract. Contractor personnel already present at a Federal facility during such events may be required to leave the facility.
(b) In all ins tances where contractor employees are denied access or required to vacate a Federal facility, in part or in whole, the contractor shall be responsible to ensure contractor personnel working under the contract comply. If the circumstances permit, the contracting officer will provide direction to the contractor, which could include continuing on-site performance during the Federal facility closure period. In the absence of such direction, the contractor shall exercise sound judgment to minimize unnecessary contract costs and performance impacts by, for example, performing required work off-s ite if possible or reassigning personnel to other activities if appropriate.
(c) The contractor shall be respons ible for monitoring when the Federal facility becomes accessible and shall resume contract performance as required by the contract.
(d) For the period that Federal facilities were not accessible to contractor employees, the contracting officer may—
(1) Adjust the contract performance or delivery schedule for a period equivalent to the period the
Federal facility was not accessible;
(2) Forego the work;
(3) Reschedule the work by mutual agreement of the parties; or
(4) Consider properly documented requests for equitable adjustment, claim, or any other remedy pursuant to the terms and conditions of the contract.
SECTION G - Contract Adminis tration Data
G.1 PROVISIONS APPLICABLE TO MATERIAL COSTS (IDIQ)
(a) For Time and Materials type task orders, unless otherwise expressly provided elsewhere in the contract or in any modification thereto, the cost of the following items or activities shall be unallowable as material costs:
(1) Acquisition by purchase or lease, of any interest in real property.
(2) Special rearrangement or alteration of facilities;
(3) Purchase or lease or rental of any item of general purpose; office furniture or office equipment
(including data tapes);
(4) Travel to foreign countries; and

(5) Food and beverage costs unless part of per diem expenses paid in accordance with the Federal Travel Regulations.
(b) Any equipment having a unit acquisition cost in excess of $1,000.00, of which the Contractor wishes to be reimbursed as a material cost, shall not be acquired by the Contractor without the specific advance written approval of the Contracting Officer.
(c) At the Task Order level, materials may only be charged to the order if specifically identified and authorized by the CO and approved by the COR. Materials mus t be allocable, allowable and reasonable and consistent with the Federal Acquisition Regulation (FAR) Part 31 and FAR 52.212-4, Alt I, Allowable Cost and Payment. Direct materials as used in this clause are those materials which enter directly into the end product or which are used or consumed directly in connection with the furnishing of the end product. Some materials may be deemed Government Property and subject to the applicable FAR provisions pertaining to Government Property. Material Handling/General and Adminis trative expenses may only be added or applied to materials. Profit on materials is unallowable.

G.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR) AUTHORITY
(a) Performance of work under this contract must be subject to the technical direction of the Contracting
Officer's Representative identified above, or a representative des ignated in writing. The term "technical direction" includes, without limitation, direction to the contractor that directs or redirects the labor effort, shifts the work between work areas or locations, fills in details and otherwise serves to ensure that tasks outlined in the work s tatement are accomplished satisfactorily.
(b) Technical direction must be within the scope of the specification(s)/work s tatement. The Contracting Officer's Representative does not have authority to issue technical direction that:
(1) Constitutes a change of assignment or additional work outside the specification(s)/statement of work;
