1 Q Was there a draft RFP or a Market Survey published for this effort?

A No.

2 Q Would the Government provide the current incumbent contract(s) information (performing company and contract number) for reference?

A There is not an incumbent.

3 Q Would the Government provide the anticipated labor categories and potential LOE desired per each of the COCOM sites based on previous performance?

A No such estimates are available.

4 Q

Is there a requirement for the Prime contractor to have facilities in the specified geographical areas where the COCOMS are present or can the Prime bidder leverage subcontractor facilities (with appropriate FCL)?

A The Prime contractor cannot leverage subcontractor facilities. The prime contractor must possess their own Top Secret FCL

5 Q

Please provide some information on the ‘magnitude’ of the work in terms of estimated LOE or dollar value in order for bidders to properly assess matching Past Performance contracts.

A Magnitude of work dollar value ranges from $500K to $4M to support projected efforts.

Will the government consider changing the Top Secret Facility clearance required below, to allow 8(a) firms to have this clearance AT THE TIME OF

AWARD?

A No. The prime contractor must have TS FCL as part of the bid submission process.

7 Q

We have the following question for Pass/Fail # 3: Geography by COCOM (Response Time)- Respondents must be have facilities located within 2 hours of

US CENTCOM, US SOUTHCOM or the Defense Intelligence Agency in order to be on-site within 2-hours to respond to a major or catastrophic event to support on-site communications and coordination for resolution. Do you require these facilities prior to contract award or can we establish them post contract award?

A The government requires these facilities prior to or at contract award.

Past Performance (Section L.3.5) - Is it acceptable to have some past performances by a teaming partner in combination with ours or shall it for the prime vendor only?

A

See Section L.3.5: Past performance references can be for the offeror, predecessor companies, key personnel who have relevant experience and/or subcontractors/teaming partners that will perform major or critical aspects of the requirement when such information is relevant to the acquisition.

9 Q Task Orders (Section C.4) - Is the vendor required to submit a response to all the task orders, or is it acceptable to submit a response for a select few?

A

Section C.4 provides a listing of the IDIQ Task Areas. Refer to Section L.3.4 for proposal instructions related to the Task Areas. Section H.8 addresses task order ordering procedures that will be utilized under an awarded IDIQ contract. It will be at the discretion of offerors receiving an IDIQ award to propose on

Requests for Task Order Proposals.

10 Q Technical and Business Proposal Instructions (Section L.3) - Are graphics and tables part of the listed page counts for each section?

A Yes.

11 Q

Organizational and Personnel Qualifications (Section L.3.2.B) - Is appropriate to assume that description of resources is limited to providing overall company skillset or is the vendor required to providing key resumes?

A Resumes are not required.

Past Performance (Section L.3.5) - Recent is described as within the last three years. Can we obtain clarity on whether the past performance be started or ended within the past three years?

A Recent is defined as within the last three years.

13 Q

Past Performance (Section L.3.5) - When submitting the Past Performance Questionnaire (PPQ) from vendor’s reference, unlike the submission of the RFP by vendor, is it acceptable if that communication between the reference and COR is not encrypted with digital signature?

A

From RFP: The reference should complete the questionnaire and submit information directly back to the Government via email ronald.robinson@psc.hhs.gov by the close date of this solicitation.

ANSWER: This communication does not require encryption.

14 Q Technical and Business Proposal Instructions (Section L.3) - Is there a file size limit for the submission of the RFP?

A 10 MB

15 Q Technical and Business Proposal Instructions (Section L.3) - Is there file format type requirement for the submission? (i.e. PDF, MS Word, etc.)

A Except for J3 - Labor Rate Table which shall be submitted in Excel format provided, no other file format type is required.

Technical and Business Proposal Instructions (Section L.3) – Pass/Fail #2 - If vendor has Secret facility clearance, would the government issue a DD254 for the Top Secret Facility?

A No. Prime must possess Top Secret Facility Clearance.

Technical and Business Proposal Instructions (Section L.3) – Pass/Fail #2 - If the prime vendor has a Secret facility clearance and one or more of its teaming partners have a Top Secret facility, will this be considered a Pass or Fail?

A Fail, Prime contractor must have Top Secret facility clearance.

Technical and Business Proposal Instructions (Section L.3) – Pass/Fail #2 - Will the government provide physical addresses for the US

CENTCOM, US SOUTHCOM, and Defense Intelligence Agency? We have multiple offices and would like to ensure we are cross referencing the two hours distance appropriately.

Section C.7.1 states that the security requirement will be up to and including Top Secret. Will you allow for a Subcontractor to the Prime to have the required Top Secret Clearance instead of the Prime? We respectfully request that you consider this option to allow for greater 8(a) participation.

A No, Prime Contractor must have Top Secret Facility clearance.

20 Q

The RFP mentions SCI-level work will be required, but the draft DD-254, Block 10.e.2 has “non-SCI” marked. Will the DD-254 be updated upon award to support SCI requirements?

A DD254 will be updated upon award.

21 Q

Is there a reason for these 3 locations to be specifically called out when the other states access within 2 hours of any major DoD COCOM’s which have

CONUS and OCONUS locations?

Please refer to selection of Headquater locations provided. These locations were selected based on the projected DoD and IC communciations and personnel support requiremets for this contract.

22 Q Can you identify surge locations?

A

Primary sites include USCENTCOM, USSOUTHCOM and DIA HQs Surge locations may include Hawaii, San Diego CA and Washington

Metro area and EUCOM/AFRICOM HQs.

23 Q Can I confirm that the operational site is SPAWAR specific?

A Operational sites are not SPAWAR Specific

24 Q On the pricing sheet, there are 46 positions listed, half of which are off site, can you identify the off site locations?

A

Primary sites include USCENTCOM, USSOUTHCOM, DIA Headquarters. Other sites may include Hawaii, San Diego CA, Washington Metro area and

EUCOM/AFRICOM HQ.

25 Q Is there a preferred cost build up that we should use?

A See RFP L.3.6.

26 Q Do we need build ups from the sub(s) under a separate cover?

A See RFP L.3.6.
