1. LOCATION. All work is located at Building C500, in Naval Weapon Station Earle, Colts Neck, New Jersey.

2. SITE INSPECTION. The government strongly recommends that prior to submitting a proposal the contractor shall visit the site and become familiar with the existing field conditions, scope of the work, and all requirements for completing the contract scope. The contractor shall examine the site with respect to the work to be performed so as to ascertain all factors which would affect the cost of the work to the extent that such information is reasonably obtainable.
3. NOTE: ALL MEASUREMENTS GIVEN IN THIS DOCUMENT ARE APPROXIMATE AND ARE IN NO
WAY TO BE CONSTRUED BY THE CONTRACTOR AS ABSOLUTE. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR CONDUCTING A FIELD INVESTIGATION AND VERIFICATION OF
MEASUREMENTS. THE GOVERNMENT WILL ASSUME NO RESPONSIBILITY FOR THE
CONTRACTOR FAILING TO VERIFY FIELD CONDITIONS OR MEASUREMENTS GIVEN. ALL
DISCREPANCIES AT THE SITE FOUND BY THE CONTRACTOR SHALL BE BROUGHT TO THE
ATTENTION OF THE CONTRACTING OFFICER (KO) IN WRITING PRIOR TO COMMENCING WORK.
4. APPLICABLE REFERENCES. The current version of the following shall be incorporated into this scope of work by reference and must be adhered to in the execution of the work:
4.1. Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements .UFC 1-200-01 is the building code guide and contains references to other UFCs and Codes that are to be used for all sections in this contract.
4.2. International Building Code (IBC).
4.3. National Electric Code (NEC).
4.4. National Fire Protection Association (NFPA).
4.5. National Fuel Gas Code, ANSI Z223.1
4.6. Army Corps of Engineer Safety and Health Requirements Manual, EM-385-1-1.
4.7. Naval Facilities Engineering Command P307, Management of Weight Handling Equipment.

6. SCOPE OF WORK: The contractor shall provide all labor, material, equipment, accessories and supervision to perform the work required and specified herein for a complete and useable facility. All work shall be new unless otherwise stated. All work shall conform to the safety requirements set forth in the most recent version of the Army Corps of Engineering EM385-1-1 unless specified otherwise. Existing features to remain and new work shall be protected by the Contractor from damage due to construction activities. Any damage to existing features to remain and new work shall be repaired or replaced in-kind at the Contractor’s expense. All waste shall be disposed of in accordance with New Jersey Department of Environmental Protection’s regulations. Electrical work shall be completed by an electrician licensed in the state of New Jersey.
6.1. Remove existing indoor Swimming Pool Liner and replace with 28mil patter Liner. Drill and anchor coping back in place.
6.2. Replace all plastic returns, skimmer plates and place foam on walls as needed before Liner.
6.3. Put in a main drain and splice of center skimmer.
6.4. All work to be performed by skilled technicians having adequate experience with, and specific training in, the field of swimming pool systems. Additionally, to ensure the overall integrity of the installation, the installing crew shall be supervised by a crew leader having had no less than two (2) years’ experience in the swimming pool projects similar in size and scope to this project.
6.5. Provide and maintain appropriate and suitable environmental conditions for the completion of the work.
Clean and prepare existing concrete surface prior to installation of the Liner. Provide and maintain all necessary barricades, signs, lights, flares, and other security signs as required for protection. Provide means for storage and disposal of scrap material, coating debris, and other material near Pool area.
6.6. All work shall be performed in accordance with the manufacturer’s technical bulletins.
6.7. Immediately after installation, protect pool from damage, contamination, spatter, and spillage caused by work of other trades. This shall include covering of pool with protective materials when necessary and responsibility for prompt repair or corrective measures in the event of damage.
6.8. Ensure that all materials used are compatible with the swimming pool environment, and that these materials are supplied as a system. The new System shall be guaranteed for workmanship, materials, and performance for a period of ten (10) years with an optional extended warranty for 15-years.
7. OCCUPANCY OF PREMISES. Contractor shall work in and around buildings and facilities that will be occupied during performance of work under this contract. Contractor shall conduct their operations so as to cause the least possible interference with normal operations of the installation. The contractor shall conduct work activities so that ingress and egress to and from all buildings is maintained. No emergency exits shall be blocked by construction activities. Access to unoccupied buildings shall be coordinated with the Contracting Officer’s Representative a minimum of five working days in advance.
8. MATERIALS. All materials required for the work shall be new, free from all defects, of the best grade and quality, and entirely satisfactory for the purpose intended. All materials shall be furnished in ample quantities to prevent delay to the work. The contractor shall furnish and install all incidental hardware and material which is not specifically noted, but which is necessary to completely perform the work required by the contract. All equipment and materials installed shall be inspected and tested in full accordance with current industry standards and the manufactures directions/instructions.
9. SUBMITTALS REQUIRED. Submit all required submittals to the contracting officer (KO) or contracting officer’s authorized representative (COR or COAR):
9.1. Government submittal review period is 5 business days from time of receipt.
9.2. Submittals shall be transmitted with the ENG Form 4025-R.
9.3. Provide 3 hard copies and one electronic copy of each submittal.
9.4. Preconstruction submittals listed below shall be approved by the KO or COAR prior to commencing work:
9.4.1. Site Safety Plan in accordance with the US Army Corps of Engineers EM-385-1-1, Appendix A, Section 11.
9.4.2. Environmental Protection Plan. In lieu of the environmental plan: The Contractor shall comply withal applicable federal, state, and local laws and regulations, and standards listed in the technical specification sections. All environmental protection matters shall be coordinated with the Contracting Officer. Inspection of any of the facilities operated by the contractor may be accomplished by Environmental Division personnel or authorized officials on a no notice basis during normal working hours. In the event that a regulatory agency assesses a monetary fine against the Government for violations caused by the contractor’s negligence, the contractor shall reimburse the Government for that cost and other costs. The contractor shall also clean up any oil or hazardous substance spills that result from the contractor’s operations. The contractor shall comply with the instructions of the Navy Industrial Hygienist with respect to avoidance of conditions which create a nuisance or which may be hazardous to the health of military or civilian personnel. The contractor shall provide a list of all hazardous materials to be used on the station, and an SDS shall be provided for each material listed.
9.4.3. Quality Control Plan
9.4.3.1. Submit no later than 5 days after receipt of notice to proceed, the Contractor Quality Control (CQC) Plan proposed to implement the requirements of the Contract Clause titled "Inspection of Construction." The Government will consider an interim plan for the first 5 days of operation. Construction will be permitted to begin only after acceptance of the CQC Plan or acceptance of an interim plan applicable to the particular feature of work to be started. Work outside of the accepted interim plan will not be permitted to begin until acceptance of a CQC Plan or another interim plan containing the additional work.
9.4.3.1.1. Content of the CQC Plan
Include, as a minimum, the following to cover all construction operations, both onsite and offsite, including work by subcontractors, fabricators, suppliers, and purchasing agents:
a. The name, qualifications (in resume format), duties, responsibilities, and authorities of each person assigned a CQC function.
b. Procedures for tracking construction deficiencies from identification through acceptable corrective action. Establish verification procedures that identified deficiencies have been corrected.
c. Reporting procedures, including proposed reporting formats.
d. A list of the definable features of work.
e. Any special inspection requirements as required in accordance with ICC IBC
9.4.3.1.2. Acceptance of Plan: Acceptance of the Contractor's plan is required prior to the start of construction. Acceptance is conditional and will be predicated on satisfactory performance during the construction. The Government reserves the right to require the Contractor to make changes in his CQC Plan and operations including removal of personnel, as necessary, to obtain the quality specified.
9.5. Submittals shall include but not limited to:
a. Submit Product Data Sheets for all material, products and hardware to be installed.
b. Test reports
c. Warranty Certificates
d. Waste Summary report
e. Prepare a Project Schedule for approval, The schedule shall be a bar chart type.
9.6. TIME FOR COMPLETION. All work to be performed shall be completed within 30 calendar days after the date of receipt of “Award” authorization.
9.7. REGULAR WORKING HOURS. The Government's regular (normal) working hours are from 0700 to 1530 (7:00 a.m. to 3:30 p.m.) Mondays through Fridays except on (a) federal holidays and (b) other days specifically designated by the Contracting Officer. Federal holidays are New Year's Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. Work outside regular working hours requires Contracting Officer approval. Make requests for additional work hours 15 calendar days in advance of the proposed work period. See Paragraph 7 for additional work hour information.
9.8. GENERAL ADMINISTRATIVE REQUIREMENTS.
a. Pre-Construction Survey of Existing Conditions. Before the contractor can start work the contractor and the Government ET or the Project Engineer shall walk the site and record the existing site condition.
The Government ET or the Project Engineer and Contractor shall use their judgment when conducting the survey. Pictures should be taken to document existing condition.
b. Station Regulations. The Contractor and his employees shall become acquainted with and obey all Government regulations as posted, or as requested by the Contracting Officer.
c. Fire Protection. The Contractor and his employees shall know where fire alarms are located and how to activate them. The Contractor shall handle and store all combustible supplies, materials, waste and trash in a manner that prevents fire or hazards to persons, facilities, and materials; coordinate with NWS Earle Fire Department. Contractor employees operating critical equipment shall be trained to properly respond during a fire alarm or fire. Any equipment that produces an open flame and/or sparks requires a burn permit which is issued at the start of each day through the NWS Earle Fire Department.
d. Oversight and Supervision. This project requires a Project Superintendent, a Quality Control (QCM) Manager and a Site Safety & Health Officer (SSHO). The same individual may be the Project Superintendent/Quality Control (QCM) Manager/ and Site Safety & Health Officer. However, that individual shall meet the qualification requirements of each position. The Contractor shall have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, the Quality Control (QC) representative shall also have fluent English communication skills.
10. Passes and Badges.
10.1. The contractor will not be allowed to escort deliveries and workers into base. All contractors entering the ordnance area or the Pier will need a badge.
10.2. The Contractor shall obtain access to the installation by participating in the Defense Biometric Identification System (DBIDS), or by obtaining passes each day from the Base Pass and Identification Office. There is no cost for obtaining passes through the DBIDS. One-day passes, issued through the Base Pass and Identification Office, will be furnished without charge. The contractor shall submit all paperwork required by security for the employee access to the COR. The process to have a person cleared for access may take 10 business days.
10.3. DBIDS Program: DBIDS is a voluntary program in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to one year, or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. The Government performs background screening and credentialing.
Throughout the year the Contractor employee must continue to meet background screening standards.
Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. Under the DBIDS program, commercial vehicle inspection is required, including situations of Random Anti-Terrorism Measures (RAM) or in the case of an elevation of Force Protection Conditions (FPCON). Information on requirements to participate and enroll in DBIDS is available at http://dbids.dmdc.mil/ or by calling 1-800-372-7437. One-Day Passes: Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.
10.4. Identification of Contractor’s Employees
10.4.1. The Contractor shall provide to the Contracting Officer the name or names of the responsible supervisory person or persons authorized to act for the contractor.
10.4.2. The Contractor shall furnish sufficient personnel to perform all work specified within the contract.
10.4.3. Contractor employees shall conduct themselves in a proper, efficient, courteous and businesslike manner.
10.4.4. The Contractor shall remove from the site any individual who’s continued employment is deemed by the Contracting Officer to be contrary to the public interest or inconsistent with the best interests of National Security.
10.4.5. No employee or representative of the Contractor will be admitted to the site of work unless he furnishes satisfactory proof that he is a citizen of the United States.
11. Pre-Construction Conference
11.1. The Contractor shall attend a pre-construction conference to discuss various aspects of the project and specific security and safety regulations at Naval Weapons Station Earle. The pre-construction conference shall be attended by the Contractor’s project manager, quality control manager, site safety and health officer, and the site superintendent. Coordinate the pre-construction conference with the Government Construction Manager or Engineering Technician a minimum of five (5) business days in advance.
12. Utilities
12.1. All utility outages must be requested a minimum of fifteen (15) working days in advance. Coordinate utility outages with the Government Construction Manager.
12.2. Dig Permits are required for all utilities must be positively identified by an independent third-party utility locating service in addition to the New Jersey One Call and installation Public Works Department utility mark-outs.
12.3. To the maximum extent possible, all utility outages shall be scheduled for non-working hours or on weekends.
