About this file
This is an Invitation for Bids (IFB) issued by the State of Utah Division of Purchasing and the State of Utah Division of Wildlife Resources for the Lower Beaver River Rock Hauling project (Solicitation #CN17071). The project requires a contractor to load, haul, and dump 115 side-dump truck loads (approximately 2,760 tons) of large rocks ranging from 1 to 4 feet in diameter from a rock loading site near Milford, Beaver County, to stockpile sites near SR-21. A mandatory site visit was scheduled for January 25th, 2017, and bids were due by February 1st, 2017. The contract period was from receipt of purchase order to completion of rock hauling by March 17th, 2017, with half the rock hauling to be completed by March 3rd, 2017.
The contract was awarded to Catalyst Construction LLC as the lowest responsive and responsible bidder. The successful bidder was required to provide excavator(s) with thumb attachments for loading and side-dump trucks capable of hauling approximately 24 tons per load. Additional requirements included compliance with Mine Safety and Health Administration (MSHA) certification, coordination with CS Mining (the property owner of the rock loading site), and careful adherence to safety and operational guidelines. The bidder was responsible for all equipment, mobilization, and infrastructure development necessary to complete the rock hauling project, with no government property to be furnished.

Description
Issuing Procurement Unit State of Utah Division of Purchasing
Conducting Procurement Unit State of Utah Division of Wildlife Resources mailto:codynelson@utah.gov
Rock must range in size from 1 foot to 4 feet in the largest diameter across. No rock larger than 4 feet in diameter or smaller than 1 foot in diameter should be loaded. Incidental smaller rock is acceptable. No more than 30% of all rock hauled shall be larger than 3 feet diameter. 65% of rock shall be 2’ – 3’ feet diameter and 15% 1’ – 2’ diameter. All loads shall be of mixed sizes of rock. The percentages are estimates. Approximately the above listed percentages of mixed rock are needed.
The Rock Loading Site is located within property controlled by CS Mining, LLC (CS Mining). The Rock Loading Site is a fairly well-developed area with good access. The area ground is flat and clear. The rock, ranging in size from 1 foot to 4 feet, will have to be extracted from rock piles that also have some dirt and smaller and larger rock. The piles of rock are from over-burden that has been blasted, removed, and piled so CS Mining can extract the ore. Bidders will need to visit the Rock Loading Site during a site tour to determine the amount of time, difficulty and work necessary to access the rock, gather rock, and load trucks.
The successful Bidder is responsible for operating within the CS Mining area according to stipulations by CS Mining. The work must be performed in an orderly and functional manner. Coordination with CS Mining will be required to ensure all rock loading and hauling activities (time and date of work, number of loads per day, etc.) do not conflict with operations of CS Mining. Mine Safety and Health Administration (MSHA) certification will be required for working at the Rock Loading Site. MSHA training takes three days and would be the responsibility of the successful Bidder. All equipment used on the property controlled by CS Mining must meet MSHA requirements. Details on working within CS Mining property will be worked out with the successful Bidder.
The Stockpile Sites are located just off of SR-21 and are primarily located in dirt areas with rabbitbrush and sagebrush. The Stockpile Sites may require additional work to make them suitable for dump truck access (e.g., hauling in some dirt to build a road base for dump trucks to effectively and safely get in and out of the Stockpile Site). If it rains or snows, the Stockpile Sites may become too muddy to enter with dump trucks. Work would have to be delayed until the ground dries out.
The successful Bidder shall use care and obey all traffic laws when exiting and entering the highway to ensure safety.
“TRUCKS ENTERING HIGHWAY” signs must be posted on SR-21 near the turnoff to Stockpile Sites in order to alert other motorists of dump trucks entering and exiting the highway. At each location, two signs would be placed about 0.25 miles from the area where trucks would be entering and exiting (i.e., one sign for each direction of traffic in each location).
UDWR personnel will monitor the number of loads and size of loaded dump trucks. Dump truck loads are expected to be full loads. The successful Bidder must maintain an accurate record per day of the amount of rock hauled from the BLM rock pit and report the amount to UDWR employees when asked and when work has been completed.
CONTRACTOR FURNISHED EQUIPMENT:
Equipment and Personnel
The work will require the following equipment:
One (1) or more – Excavator(s) with a thumb attachment to load rock into dump trucks. The excavator bid should be for a CAT 320C or comparable machine.
One (1) or more - Side-dump truck(s) capable of hauling approximately 24 tons per load of large rock that is 1 foot to 4 feet in diameter or comparable machine(s).
All equipment needed for mobilization and demobilization.
Additional equipment may also be needed to develop adequate infrastructure for rock loading, hauling, and dumping work at the Rock Loading Site and Stockpile Sites.
If equipment breaks down, the successful Bidder should make every reasonable effort to repair the equipment and restore it to operating condition as quickly as possible. The UDWR is not liable or responsible for any equipment breakdowns or damage.
The work can be completed with any combination of personnel and equipment, so long as all stipulations contained within this bid are met.
No Government property shall be furnished on this project.
This contract will result in one purchase order contract award to the lowest cost responsive and responsible bidder.
Length of the Contract
Work can begin after P.O. is received. Half of rock hauling and dumping needs to be complete no later than March 3rd, 2017 and must continue consistently, as is reasonable, until all rock has been hauled to dump site. Work must be completed before March 17th 2017.
Issuing Procurement Unit, Conducting Procurement Unit, and Solicitation Number
The State of Utah Division of Purchasing is the issuing procurement unit and State of Utah Division of Wildlife Resources is the conducting procurement unit for this IFB (referred to as “the State”). The reference number for this IFB is Solicitation CN17071. This solicitation number must be referred to on all bids, correspondence, and documentation submitted to the State relating to this IFB.
Additional Information:
Mandatory Site Visits:
Per Utah Procurement Rule R22-7-201 Pre-Proposal Conferences and Site Visits. Mandatory site visits must be attended in person by an authorized representative of the person or vendor submitting a proposal. You must attend the site visit in order for your bid to be considered. Failure to attend the site visit shall result in the disqualification of any offeror that does not have an authorized representative attend the entire duration of the mandatory site visit. An attendance log will be maintained including the name of each attendee, the entity the attendee is representing, and the attendee’s contact information, minutes of the site visit, and copies of any documents distributed by the conducting procurement unit to the attendees and shall be published as an addendum to the solicitation. Any verbal modifications made to any of the solicitation documents during the mandatory site visit shall be reduced to writing and will be published as an addendum to the solicitation.
A mandatory site tour of the Rock Loading Site and Stockpile Sites with the UDWR supervisor will be given to interested Bidders on January 25th, 2017. Meet at the CS Mining Offices in Milford, UT at 10:00 am.
Travel northwest on SR-21 12.5 miles from Minersville, UT, turn left onto SR-129, take an immediate right and travel about
0.25 miles to reach the CS Mining Offices (Map 4). Please bring hard hat, high visibility vest, steel toe boots, and safety glasses to wear when touring the Rock Loading Site (CS Mining can provide some of these items, but likely not enough for all potential Bidders). This will be the only site tour. Contact Nic Braithwaite at (435) 592-4488 to confirm site tour date, time, and meeting location. Bidders may visit and inspect the Stockpile Sites on their own at any time. However, the Rock Loading Site is not on property open to the public, so the site tour may be the only opportunity to tour the Rock Loading Site.
The site tour will allow Bidders, by their own investigations, to determine the existing conditions that may affect the work to be done to meet the specifications described herein. Bidders assume all responsibility for their deductions and conclusions as to the difficulties, amount of time, labor, materials and equipment needed and other necessities in performing the work and meeting the specifications described herein.
