1.1
Would the State consider awarding one (1) Master Blanket Order (Blanket P.O.) {Contract} for each Make/Model that meets the specifications? This question is a particularly important one because there are different products manufactured by each different manufacturer which would only be represented in their Manufacturer’s Attachments and Options?. The NJDOT has expressed strong interest in the Tiger Wildcat side-mounted, over-guiderail mower. This single arched boom is considerably easier to operate than twin boom mowers and can do the work of both a boom mower and a side flail. This versatility results in unprecedented cost savings by providing unparalleled flexibility by being able to do the work of two completely different mower systems. In the current scenario, if Tiger were not the successful bidder, the State would have no other means within this contract to purchase this item, though it would, if the State chose to award to every manufacturer who met specifications.
No. Please see Section 1.1 of the Bid Solicitation {RFP}.
79
18
3.1.2
Would the State be willing to delete item 3.1.2 in the interest of significantly enhancing the vendor pool to include both Alamo and Tiger and Tigers appointed dealers? Please be advised that both the Alamo and Tiger brands referenced have contractual O.E.M. agreements with John Deere which would preclude their participation in the sale of Tractors only. Absent any of the irrespective mowing components being mounted prior to delivery, neither of those manufacturers would be able to respond directly to your bid solicitation. In the O.E.M. direct scenario, the local tractor dealers are compensated by John Deere for the delivery and warranty support. This O.E.M. direct model has proven to be a highly competitive and cost effective municipal purchasing solution in the past and one that has a precedent for use in the state of New Jersey in the past
No. The specification will not be modified.
24, 25, and 26
3.4.2
Does the State intend to require an engineered, full-length, modular tractor-mounted sub-frame system with dual integrated axle braces in the interest of protecting the drive components from mower impacts? This section make no reference to the structural mounting requirements. For example, Tiger Mowers utilizes a full-length, steel plate structural sub-frame which attaches to the tractor components at a number of locations along the length of the tractor. The Tiger modular sub-frame unitizes the drive components and distributes stress across the entire tractor drive frame and axle mountings. Many less expensive mounting techniques utilize only the drivetrain components themselves (engine, transmission and rear end) as the direct mounting surfaces. This results in unequal stress forces and shock loads being borne by the drivetrain for which it was not originally engineered. These forces can lead to premature failure.
Please refer to question 6.
24, 25, and 26
3.4.2
Will the State require all of each manufacturers different components offered to be interchangeable? The use of a modular sub-frame insures the interchange-ability all manufacturers mowing components, including side flail and rotary mowers, all boom mounted flail and rotary mowers and wildcat arched boom (over guardrail) mowers.
No. The Bid Solicitation {RFP} does not require interchangeability.
24, 25, and 26
3.4.2
Will the state specify some minimum standard for the construction of the mower housings? The specification makes no specific demands for such critical minimums as the psi of the steel mower shrouds (bonnets). Shroud failure due to excessive wear is a major consideration for the DOT. It is a common problem that the shrouds abrade to the point where rocks and stones go right through the shroud. Replacement of the shroud occurs at great expense to the State. Considerable disparity exists between the grade of steel and the gauges of steel used in the construction of the various manufacturers mower. Tiger uses 80,000 yield 10ga. for the shrouds, ½ thick mower head drive side plates and 3/8 thick carrier side plates.
