About this file

This is a Request for Qualifications (RFQ) issued by the City of Norfolk, Virginia, to prequalify general contractors for residential rehabilitation services under two programs: Renovate Norfolk and Strengthening Neighborhoods. The solicitation seeks to establish a pool of qualified contractors to provide interior and exterior rehabilitation services to single-family and multifamily residential properties over a period of up to four years. Qualified contractors will compete for individual projects as they arise, with no guarantee of work awards. Applications are due by 2:00 p.m. Eastern Time on August 1, 2026. There is no pre-application conference scheduled. The RFQ was issued on August 4, 2025. Selected contractors will receive Requests for Quotes for specific projects, each containing property addresses, specifications, and construction drawings.

Pricing will be evaluated based on the City's cost estimates, with only quotes falling within 10 percent of the estimate accepted; if no bids meet this threshold, the City may revise its estimate and request best and final offers. The Renovate Norfolk program, funded through HUD Community Development Block Grants, targets income-eligible homeowners with typical award amounts around $25,000 (not to exceed $50,000), with an estimated 12 to 16 homes completed annually. The Strengthening Neighborhoods program, also grant-funded, focuses on exterior improvements in specific neighborhoods with similar award ranges and completion rates. Contractors must maintain current Virginia Class A or B Contractor Licenses, HUD-EPA Lead Supervisor certifications, and required insurance coverage. For projects involving lead-based paint mitigation, contractors must hold Virginia Lead Abatement licenses or subcontract with licensed providers. Applicants must submit five project references from the past three years, proof of Lead Supervisor certification or course enrollment confirmation, current contractor and lead abatement licenses (if applicable), and contact information for quote requests. Work completion must occur without delays or schedule staggering for multiple awarded projects, with payment issued in up to three installments with five percent retainage until final project completion.

SECTION I – SCOPE OF SERVICES

*THIS IS A RE-ISSUANCE OF REQUESTS FOR QUALIFICATIONS 7698-0-2019/KJO, 7698-R-2019/KJO, 7698-R1-2019/KJO, 7698-R2-2019/KJO, 7698-R3-2019/KJO, 7698-R4-2019/KJO, 7698-R5-2019/KJO, AND 7698-R6-2019/KJO

TO EXPAND THE LIST OF PRE-QUALIFIED CONTRACTORS.

CONTRACTORS ALREADY PREQUALIFIED UNDER EITHER OF THOSE REQUESTS FOR QUALIFICATIONS

DO NOT NEED TO REAPPLY*

The intent of this Request for Qualification is to pre-qualify general contractors to provide rehabilitation services, both interior and exterior, to residential properties ranging from single-family homes to multi-family units. Qualified contractors will be part of a selected pool of contractors, who will be provided an opportunity to compete for each project for a period of up to four years.

Background There are two rehabilitation programs associated with this Request for Qualifications. A brief description of each is provided below.

RENOVATE NORFOLK

Renovate Norfolk is a grant program funded through the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG Program). This program is designed to assist income-eligible homeowners that meet HUD’s household income limits and other eligibility criteria. Recipient award amounts are dependent on availability of funding and severity of home repair needs. Typical awards are around $25,000 but are not to exceed $50,000. It is estimated that approximately 12 to 16 homes will be completed under this program each year.

STRENGTHENING NEIGHBORHOODS

The Strengthening Neighborhoods Program provides grant funding to income eligible homeowners to make exterior improvements to their homes. This program currently focuses on the Ingleside, Monticello Village and Oakdale Farms neighborhoods. Recipient award amounts are dependent on availability of funding and severity of home repair needs. Typical awards are around $25,000 but are not to exceed $50,000. It is estimated that approximately 12 to 16 homes will be completed under this program each year.

Work Assignment Process

Contractors deemed to be qualified under this Request for Qualifications will be placed on the City of Norfolk’s (the “City”) prequalified contractors list. There is no guarantee of work as a result of being placed on the City's prequalified contractors list.

Prequalified contractors will receive Requests for Quotes (“RFQ”) once the City completes the specifications and drawings for the work to be completed; each RFQ will include property addresses, specifications and construction drawings, and other specifics relating to properties to be rehabbed.

The template of the Request for Quotes document, the general conditions and terms and conditions with which the Applicants will be required to comply with for each awarded project, is attached to this solicitation as Attachment H.

The City will only accept quotes that are within 10% of the City’s estimate. If no bids fall within 10% of the City’s estimate, the City’s estimate may be revised and best and final offers will be requested. Best and final offers must still fall within 10% of the City’s revised estimate to be accepted. The City will share the quotes that comply with the above requirement, and the prequalification documents received from those Contractors, with the property owner. The property owner will choose a prequalified Contractor for the work based on the qualification documents submitted by the Applicants to the City and the Contractors’ quotes for the services.

Due to HUD requirements, homes with moderate to significant rehabilitation needs in the Renovate Norfolk program may trigger a requirement that contractors hold DPOR-issued Lead Abatement Contractor, Lead Abatement Supervisor, and Lead Abatement Worker licenses for certain portions of the scope of work that involve lead-based paint. To comply with the HUD requirement, Contractors may either hold these DPOR license designations or may subcontract that portion of the work to a qualified contractor. Subcontractors must be identified at the time of bidding. Contractors that do not hold or subcontract the DPOR licenses will not be eligible for award of these projects.

A Contractor who is awarded a project will be required to provide and execute all required documentation including providing proof of insurance coverages specified in this solicitation and the execution of an agreement with the property owner (the template of the Agreement is attached to this solicitation as Attachment I). If a Contractor is awarded multiple projects, the work will not be delayed and the completion times will not be staggered – all work must be completed within the timeframes specified for each project. Contractors may be suspended from bidding during the period of time in which there is an outstanding contract violation, including, but not limited to, a violation resulting from not completing work on time, except for extraordinary circumstances beyond the Contractor’s control.

Once all required documents are obtained and executed, the property owner will issue a Notice to Proceed to the Contractor (the template of the Notice to Proceed is attached to this solicitation as Attachment J).

The City will pay the Contractor for the work performed upon the property owner’s authorization of payment in up to three installments per project on the basis of work performed by the Contractor and approved by the City. Five percent (5%) of each progress payment will be retained by the City until final completion and acceptance of the project. The Contractor will have the sole responsibility, care and custody for all materials and work upon which payments have been made until final completion of the project.

All changes to the scope, which may be necessary due to unforeseen conditions, and which may be proposed by the Contractor, require a written change order approved in writing in advance by the City.

No additional work may be initiated until the change order is fully approved. Any work done prior to approval of change order will be considered performed at no cost to the City or to the property owner.

Change orders will be paid after the work associated with the change order is completed. Five percent (5%) of each change order will be retained by the City until final completion and acceptance of the project.

Throughout the term of this prequalification, the prequalified Contractors shall maintain their Virginia Contractor License, the HUD-EPA Lead Supervisor certification and the insurance coverages indicated in Attachment I to this solicitation. In addition, for the Contractor to be eligible for projects that include lead abatement, it shall also maintain the Virginia Lead Abatement Contractor’s, Lead Abatement Supervisor, or Lead Abatement Worker License or have a licensed subcontractor available.

The use of federal funds is strictly prohibited for any contractor/subcontractor listed in the federal Excluded Parties List (debarred list). No work resulting from this solicitation will be awarded to contractors and/or their subcontractors who are listed on the Excluded Parties List.

If a storm, flood, or fire should damage or destroy the home prior to the commencement of rehabilitation work, all insurance proceeds shall be expended to rebuild the house prior to any funds being spent by the City, and that City will have the option to cancel the Agreement between the property owner and the Contractor if such structural damage should render the structure unsafe for human occupancy. If a storm, flood, or fire should damage or destroy the home after the commencement of rehabilitation work, the Contractor will be paid for any work performed and approved.

Scope of Services:

1. All work shall be completed in a safe and workmanlike manner.

2. Contractors shall always enforce strict discipline and good order among their employees and shall not employ any unfit person or anyone not skilled for the assigned task.

3. Contractors are responsible for the management and oversight of the work of their employees and subcontractors at all times.

4. Contractors shall provide professional labor, equipment, and materials adequate to perform the work in accordance with the drawings and specifications issued by the City for each eligible residential structure while ensuring that all applicable housing standards and federal, state, and local codes are met;

5. Contractors shall comply with all local, state and federal laws, regulations, and guidelines to include compliance with HUD Community Development Block Grant laws and regulations (if applicable), and in accordance with the requirements, terms and conditions of the Request for Quotes;

6. Contractors shall provide documentation and tracking of construction progress;

7. Selected Contractor shall meet with property owners to review the scope of work to be performed, including establishing a work schedule acceptable to property owners and the City.

It is anticipated that multifamily and single-family homes eligible for rehabilitation will require an array of repairs up to and including major repairs. The scope of work for each repaired structure will vary but may include the following:

a. Coordination with property owner; utility disconnection and deactivation;

b. Obtaining all necessary state and local permits and approvals prior to the commencement of the work on each structure;

c. Demolition of damaged interior and exterior materials; foundation leveling, repair, and/or elevation; and structural damage repair;

d. Building envelope repair, including roof repair or replacement and attendant damage; door and window replacement; and siding/veneer repair or replacement;

j. Wind mitigation and retrofitting measures;

k. Special needs accessibility requirements;

l. Any remediation identified by the City’s Department of Planning, Neighborhood Services Division Neighborhood Quality and/or Department of Health;

m. Exterior site items including utility services, laterals, trenching, coordination of meters;

n. Debris removal in accordance with all federal, state, and local requirements, including mitigation and disposal of potential asbestos containing materials;

o. Project close-outs including obtaining certificate(s) of occupancy from all applicable state and local authorities;

q. A minimum one-year warranty on all equipment installed and work performed by the Contractor and its subcontractors.
