About this file
This is a Request for Statement of Qualifications (RSOQ) issued by the City of Glendale, Arizona Procurement Division to establish a pre-qualified contractors list for housing rehabilitation and demolition construction services. The City seeks to create multiple specialized contractor categories including owner-occupied home rehabilitation, exterior program projects, roof replacement, replacement home construction, and demolition projects. Services will be provided on an ongoing basis to eligible low-to-moderate income owner-occupied households within Glendale city limits. The initial response deadline was August 19, 2021 at 2:00 PM local time, with submissions required via email to Procurement@glendaleaz.com. Following the initial deadline, the City will accept contractor applications on a continuous basis, with the selection committee reviewing and determining short-listed firms within 20 business days of each submittal. Mandatory walk-throughs will be required for specific projects before contractors can submit quotations. Contractors approved for the pre-qualified list will be eligible to submit quotes for one year from their initial approval date, with the option to renew through up to four subsequent one-year renewal terms. The City reserves the right to limit contractor invitations when two or more projects are concurrently awarded to the same contractor.
Contractor applications will be evaluated on a 100-point scoring system, with a minimum of 75 points required for pre-qualified list inclusion. Scoring criteria include general information and compliance (10 points), experience and qualifications including three professional references (50 points), and personnel qualifications and pertinent experience (40 points). All projects are funded through U.S. Department of Housing and Urban Development grants, including Community Development Block Grants (CDBG), HOME Investment Partnership Program (HOME), and other federal funding sources. Prior to contract award, contractors must be licensed with the Arizona Registrar of Contractors, registered with the Federal System for Award Management (sam.gov), maintain active Dun & Bradstreet D-U-N-S registration, provide proof of liability and workers' compensation insurance, and obtain vendor registration with the City's Financial Services Department. The City will award contracts to the lowest qualified bidder and reserves the right to exclude contractors with past performance issues, pending complaints, or federal debarment status. Award selections will occur within five City working days of the Request for Quotations due date.
