About this file

This is a Project Statement from the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration for roof replacement and repairs at the Chippewa Correctional Facility (URF). The project requires professional architectural and engineering services for design and construction administration to replace roofs on the West Admin Building and West Food Service Building. Proposals are due May 10, 2018 at 2:00 pm EST, with a mandatory walk-through inspection scheduled for April 26, 2018 at 10:00 AM local time at the facility's Admin Building front desk. The project scope includes replacing aged roofs with standing seam metal roofing, addressing leaking valleys, replacing sheathing, adding attic bracing, installing roof gutters and downspouts, and protecting roof penetrations. The buildings must remain operational throughout construction as they are within the secure perimeter.

The available budget for design and construction is approximately $600,000. The project includes a $500 permitting allowance as a Phase 500 reimbursement. The McDonald Roofing survey indicates the existing metal roofs are 23 years old with a 105-year life expectancy. The Admin Building sections total approximately 164 squares (16,400 sf) with replacement costs of $298,000 and restoration costs of $99,200. The Food Service Building is 123 squares (12,300 sf) with replacement costs of $221,400 and restoration costs of $73,800. An alternate EPDM roof system is specified with costs of $198,000 for Admin and $147,600 for Food Service. The design schedule should enable construction in Fall 2018 if possible, but no later than bidding for 2019 construction.

This building is known as the Food Service Building. The roof system is a pre finished metal standing seam roof. The roof system and its related components appear to be in fair condition at this time. The main concern to this roof system is that the pre finished surface is starting to wear and application of a restoration coating or the alternate specification should be considered in the near future.

The alternate roof system is a flute filler insulation with a fully adhered EPDM system. The budgeted cost for this roof system is $147,600.00. The R value is 25.71

The cost and specification for replacing the existing roof with same system, alternate system and restoring the metal roof surface are to be used for budgeting purposes only. The cost listed and specifications are subject to change in the future.
