Past Performance Questionnaire attached.
24. L.10.4 Subcontracting Plan, page #59, The Solicitation contains a requirement for subcontractor commitment letters. Item #7 of the subcontractor commitment letters states, “For each subcontract over $700,000, the support should provide a listing by source, item, quantity, price, type of subcontract, degree of competition, and bases for establishing source and reasonableness of price, as well as the result of review and evaluation of subcontract proposals when required.”
Our interpretation is that if we have a 1st tier subcontractor with an estimated value over $700,000, and if they have lower tiered subcontractors, our 1st tier subcontractor would then have to provide, in their commitment letter, the supporting documentation identified above for each of their lower tiered subcontractors (if any). Could the Government please confirm that this is correct?
This is incorrect. Letters of commitment are required from ALL subcontractors proposed, regardless of tier. A letter of commitment from a subcontractor at any tier does not need to address Item (7) from Section L.10.4 of the solicitation if the subcontract will not exceed $700K. Letters of commitment for lower tier subcontracts should be included with the documentation submitted by the first tier subcontractor.
25. Amendment 3, Questions 12 & 13, page #5, 6, the answer to Question 12 states that Monthly
Reports will be added to Section F.3. Similarly, the answer to Question 13 states that Section F.3 is revised to add Subtask 3.3. When does the Government anticipate issuing an updated version of the Solicitation that captures these changes?
A revised solicitation is attached to this amendment.
26. Amendment 3, Question 8, page #4, the answer provided to Question 8 states that the size limit for submittal emails is “25KB.” Could the Government please confirm that it meant “25MB,” meaning 25 megabytes?
The correct response is 25MB, the previous response was incorrect.
27. Reference: L.9 TECHNICAL PROPOSAL INSTRUCTIONS, Solicitation page 56 of 67.
Question: May offerors include an acronym list, either as front matter with the Table of Contents or as an appendix, and have it not be counted in the page count for the technical proposal?
Yes, this is acceptable; however offerors are not to utilize the technical appendix to include information which should be included in the page count of the technical volume.
