Question
1. General 17 The RFP requirement immediately following C.7: Protection of
Individual Privacy (Privacy Act) is C.9: Quality Assurance Surveillance
Plan (QASP).
Are offerors correct in presuming that C.8 is considered “reserved."?
This is an error in the solicitation, C.8 is the last reference in Section
C; C.8 should be the Quality Assurance Surveillance Plan (QASP).
2. L.9 Technical Proposal
Instructions
56 The RFP requires the Technical Proposal to be 70 double-spaced pages with 1-inch margin, using no less than 12-point font.
This offeror requests that DHHS exempt graphics, tables and charts from the current spacing and font requirements and allow text in graphics, tables and charts to be single-spaced and at 10-point font.
The information in this section remains the same, if an offeror chooses to use graphics, table, and charts please be sure that the information is legible.
3. L.7 Inquiries/Submission 56 May offerors submit proposals in PDF format for all volumes?
Yes, offerors should submit proposals in PDF for all volumes.
4. C.2 Subtask 1.10 9 For the Supervisory Case Coordinator requirement, please identify any and all acceptable licenses available through applicable state regulatory agencies, i.e. licensed social worker, licensed professional counselor, licensed graduate social worker, licensed chemical dependency counselor, licensed child care administrator / child placing agency administrator, etc.

Question
MSW Clinical Licensed Social Worker – Master in psychology, counseling, or behavioral science where clinical training is required.
Licensure and supervisory experience is REQUIRED.
5. C.2 Subtask 1.10 9 This offeror recommends that DHHS revise the Supervisory Case
Coordinator requirements in the RFP as follows:
If MSW or equivalent educational background, five years of demonstrated child welfare, case management, social service, and/or mental health professional experience, with at least two years of supervisory experience
If BSW or equivalent educational background, eight years of demonstrated child welfare, social service, case management and/or mental health professional experience, with at least two years of supervisory experience .
Experience working with immigrant, refugee, and underserved populations is preferred.
The requirement for Supervisory Case Coordinators to hold a license at time of proposal is going to be a challenge for all offerors. If the
Government is unable to change the requirements to the qualifications as described above, would the Government please consider revising the timing of the licensure requirement? Instead, the requirement would be that proposed Supervisory Case Coordinators are simply license eligible at time of proposal and the offeror is required to ensure that its personnel can attain licensure within 6 months of EDOC.
Section C.2 Subtask 1.10 is revised to allow for the Supervisory
Case Coordination to be license eligible at time of award, offeror is required to ensure that personnel attains license within six months.
6. C.2 Subtask 1.10 9-10 Offeror recommends that DHHS add an additional background alternative as follows: “Case Coordinators shall have a bachelor’s level degree in an otherwise unrelated field of study and at least 7 years of demonstrated child welfare experience.”

Please refer back to the SOW C.2 Subtask 1.10.
7. C.2 Subtask 1.11 10 Sub-task 1.11 states that the finger print/criminal background check will be paid at the contractor’s expense. In order for the Government to receive accurate pricing from all offerors, what is the Government’s estimate of the expense to the contractor?
Offeror should determine and provide the best estimate based on the location and information provided in the solicitation.
8. L.7 Inquiries/Submission 56 Proposals are to be submitted by email. Are there any specific file size limits that offerors need to be aware of for submission of proposals by email?
The size limit is 25KB.
9. L.9 Technical Proposal
Instructions
57 Under “Technical Appendices:” the RFP states “The technical appendices shall only include transcripts, resumes, HHS Section 508
Evaluation Template and letters of commitment.” As this is the only instance of the word “transcripts”, please delete “transcripts” from this sentence.
The word will not be deleted, if this applies then it would be part of the offeror technical appendices, if the offeror is not utilizing transcripts then this will not apply.
10. H.1 Key Personnel 37 In Section H.1 Key Personnel are noted as TBD. On page 9 (Section, Subtask 1.8) Key personnel are noted as PM, Case Coordination
