About this file
This is a comprehensive bid document for the Town of Jamestown, Rhode Island's Water Meters and Advanced Metering Infrastructure (AMI) System Installation Project. The project involves furnishing approximately 1,600 water meters ranging from 5/8-inch to 2-inch, complete with encoder registers and radio frequency (RF) modules, and installing a fixed or cellular network AMI system. Sealed proposals are due by 11 a.m. on Thursday, June 19, 2025, with a non-mandatory pre-proposal meeting scheduled for 10:00 a.m. on Thursday, May 22, 2025, at the Jamestown Town Hall. The project will replace the town's existing water meter reading system, which was installed in 2000 and uses CE Handheld technology with Neptune T-10 E-Coder meters. The contract term appears to cover initial installation and up to 15 years of operations and maintenance support.
The bid allows for multiple proposal submissions, with the town open to both fixed and cellular network solutions, as well as integrated and non-integrated meter types. Proposers must submit two separate packages: a Price Proposal and a Technical Proposal, each requiring original signed documents, hard copies, and electronic versions. The town will evaluate proposals based on best value, considering both technical and price proposals, with a focus on flexibility, system compatibility, and operational capabilities. The project includes comprehensive requirements for meter specifications, network infrastructure, data collection, customer web portal, billing integration, and ongoing support services. Bidders must provide detailed technical documentation, propagation studies, reference systems, and demonstrate the ability to meet the town's specific technological and operational needs.
