Attachment 1 to Amendment 1, 17-100-SOL-00012: Questions and Answers

Question 1: I would like to request a 30 day extension for the deadline date for response to Solicitation Number 17-100-SOL-0012.

Answer: A 30 day extension is not possible.

Question 2: Since “International Medical Surgical Response Teams” is referenced in the Statement of Work, will this contract require international shipping? If so, can you provide a list of countries/locations supplier may be required to ship to?

Answer: So far there has not been any overseas shipping on the existing task orders. The overseas shipping is included in the Statement of Work in case a need arises on an emergency bases. Therefore we do not have a list of overseas countries.

Question 3: Will ASPR agree to a one week extension of the bid deadline to 4/10/2017?

Answer: A week extension is granted. The new closing date is 4/10/2017 at 08:00 AM.

Question 4: If an unrestricted Supplier is submitting a proposal, is a small business subcontracting plan required? If so, can Supplier submit a corporate, non-individualized plan with our response that does not include percentage goals under the resulting ASPR contract?

Answer: Yes a small business plan is required for large businesses (unrestricted). The small business plan attached to the solicitation (Attachment 3) needs to be filled out and returned with the proposal. This is the required form that must be used. A small business plan is not required for small businesses. However, if a large business has a Corporate Small Business Plan that was approved by a Federal Agency, that existing approved plan may be submitted with the proposal instead of Attachment 3.

Question 5: On Attachment 3, Small Business Subcontracting Plan, the document states this format is 1) to submit proposal individual plans, and 2) not intended to replace any existing Corp/Commercial Plan. If Supplier is submitting a Corporate Plan, do we need to complete Attachment 3 or should we submit our plan in a different format?

Answer: See answer to question 4.

Question 6: Attachment 3, page 2 of 11 states that “For this procurement, HHS expects all proposed subcontracting plans to contain at a minimum the aforementioned percentages.” If Supplier is allowed to submit an overall corporate plan instead of an individualized small business subcontracting plan, are the percentages identified on page 2 not applicable to those Suppliers submitting a corporate plan?

Answer: If an approved Corporate Small Business Plan is submitted, then the percentages identified on page 2 will not be applicable.
