About this file
This is an Addendum No. 1 issued August 15, 2025, by the Michigan Department of Technology, Management & Budget (DTMB) and Michigan Department of Corrections (MDOC) for the Escanaba State Office Building Rooftop Unit Replacement project (DTMB File No. 171/24438.JBB). The project involves replacement of rooftop mechanical units at the state office building located at 305 Ludington Street in Escanaba, Michigan. The bid date remains Wednesday, August 27, 2025, with no changes to the original bidding schedule. The contract duration has been extended to 240 calendar days. All bidders must provide proof of State Project Registration from the Department of Labor and Economic Opportunity. The contractor must provide three weeks' advance notification for any electrical or HVAC system shutdowns, and the awarded contractor must have electrical utility representation at the pre-construction meeting. A mandatory pre-bid meeting was held, with an attendance sign-in sheet attached to the addendum.
A limited asbestos and lead survey was conducted on May 21, 2025, by TriMedia Environmental & Engineering Services, Inc., with results included in the addendum. The survey analyzed 24 samples (32 sample layers) from suspect asbestos-containing materials and lead-based paint in areas scheduled for renovation. Laboratory analysis by EMSL Analytical, Inc. using EPA Method 600/R-93/116 and polarized light microscopy determined that asbestos was not detected at regulated levels in any sampled materials and no suspect lead-based paint was identified in areas to be disturbed. The addendum clarifies that air balance testing does not need to be completed within seven days as previously listed, and requires that all new and existing roof piping be painted safety yellow in accordance with exterior painting specifications.

Re: Summary Report – Limited Asbestos and Lead Survey at the State Office Building in Escanaba, Michigan TriMedia Project Number 2025-1810
Dear Mr. Meyette:
TriMedia Environmental & Engineering Services, Inc. (TriMedia) has prepared this correspondence to summarize the results of the limited hazardous materials sampling at the Escanaba State Office Building located at 305 Ludington Street Escanaba, Michigan. The intent of this information and data is to assist OHM Advisors in identifying hazardous materials related to proposed renovation activities at the site, with scope limited to the renovation areas. This correspondence also includes a summary of analytical laboratory results.
TriMedia was on-site on May 21, 2025 to conduct sampling to identify the presence of asbestos-containing materials (ACM) and lead-containing paint within the areas of the identified building where renovations will occur as provided in the drawings dated April 30th, 2025. Renovations are planned to occur to the mechanical system on the roof of the building which is powered by the electrical system in the first-floor mechanical room. The assessment is intended to identify building contaminants that, if mismanaged during renovation activities, could pose an environmental or health and safety concern.
ASBESTOS SURVEY
TriMedia collected a total of 24 samples (consisting of 32 sample layers) of suspect asbestos-containing materials to be submitted for laboratory analysis. Each suspect asbestos-containing material sampled was containerized in a laboratory-supplied sealable bag; labeled with a material description, sample location, and a unique sample number; and, shipped under chain of custody to EMSL Analytical, Inc., (EMSL) in Indianapolis, Indiana for analysis under EPA Method 600/R-93/116 utilizing polarized light microscopy techniques.
ASBESTOS RESULTS
Asbestos was not detected at regulated levels in the materials sampled.
Complete analytical laboratory results have been enclosed for your records. Sampled materials, locations, and analytical results have been summarized in Table 1: Materials Sampled and Found to Not Contain Asbestos.
Mr. Louis Meyette, PE, Senior Project Manager
LEAD CONTAINING PAINT SURVEY
No suspect lead-based paint was identified by TriMedia that will be disturbed as outlined in the renovation plans.
SUMMARY OF FINDINGS AND RECOMMENDATIONS
Asbestos or lead based paint was not found in the materials sampled that will be disturbed as part of planned roof top mechanical system upgrades.
TriMedia made every reasonable attempt to access all areas of the planned renovations. However, as with all inspections, there exists the potential for discovering additional suspect materials not addressed by this report during renovation/demolition activities. In the event suspect materials are identified during on-site activities, they must be sampled before being disturbed.
It is hoped this Summary Report meets your needs and expectations. Should you have any questions regarding this correspondence, or the project in general, please do not hesitate to contact the undersigned at (906) 228-5125 or via email at tsorensen@trimediaee.com. On behalf of the professional staff at TriMedia, thank you for the opportunity to be of service to OHM Advisors.
Sincerely, TriMedia Environmental & Engineering Services, LLC

EMSL maintains liability limited to cost of analysis . Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
