About this file

This is a specifications document for the Harris County Juvenile Probation Department (HCJPD) requesting proposals from qualified vendors to provide residential services for youth in the juvenile justice system. The contract period runs for one year beginning approximately March 31, 2026 through March 30, 2027. A pre-submittal conference is scheduled for January 27, 2026 at 11:00 a.m. CST via phone conference (dial-in: +1 281-985-1862, Conference ID: 956 305 839#), with attendance strongly encouraged but not mandatory. Vendors must submit questions in writing through the Bonfire platform at https://harriscountytx.bonfirehub.com/ by the deadline specified in the Events Schedule. The services encompass residential trauma-informed care for youth with developmental disabilities, substance abuse issues, gender-specific needs, sex trafficking victimization, and other specialized treatment requirements. Services include family therapy, credit recovery, job training, extracurricular activities, skill-building groups, and therapeutic interventions designed to facilitate behavioral change and prevent deeper involvement in the criminal justice system. Facilities must be licensed by the Texas Department of Family and Protective Services or equivalent state regulatory authority, with priority given to providers offering culturally responsive services to diverse populations.

Compensation is based on per diem rates for different levels of residential care, including costs for dietary services, facilities, routine daily services, administration, transportation, and therapy. Additional services beyond the identified service level—such as non-routine medical, dental, and extraordinary transportation—may constitute up to 25 percent of the awarded contract annually and require prior authorization. The offeror is responsible for procuring medical care on at least an on-call basis and must seek reimbursement through Medicaid or private insurance before billing HCJPD, except for injuries sustained while in the provider's custody. Offerors are held accountable for achieving state-required outcomes across nine domains, with expectations that 70 percent of youth show improvement in at least 50 percent of established goals, 75 percent achieve 180-day non-recidivism, and 70 percent achieve one-year non-recidivism. Providers must submit monthly progress reports and maintain secure internet access to HCJPD's web-based reporting system. Additional requirements include criminal history checks, compliance with Prison Rape Elimination Act (PREA) standards, provision of unimpeded access to a 24-hour abuse hotline (1-877-STOP-ANE), and annual contract monitoring. Out-of-state offerors must fund a facility visit by Harris County Purchasing Department and HCJPD staff representatives at the provider's expense prior to award consideration.
