This is a Performance Work Statement (PWS) for a Blanket Purchase Agreement (BPA) for long-term lodging services to support the 17th Special Operations Squadron (17th SOS) flight training students at Will Rogers Air National Guard Base in Oklahoma City.
The Oklahoma National Guard seeks to award multiple BPAs to hotel facility owner/operators for lodging services from the award date through December 31, 2031. This is a local small business set-aside; third-party travel brokers and logistics management companies acting as pass-through entities are prohibited. Eligible properties must be located within a 10-minute drive of downtown Oklahoma City and within specific zip codes (73102, 73103, 73104, 73105, 73106, 73111, 73114, 73116, 73118, 73120). Pricing is firm-fixed on a per-room basis for single and double occupancy, charged nightly, with vendors required to offer rates as low as or lower than their most favored customers. Any price changes require 30 days' notice to the Contracting Officer with supporting documentation. Individual BPA calls are limited to $350,000 maximum. Vendors must maintain active registrations in the System for Award Management (SAM) and submit electronic invoices through Wide Area Workflow (WAWF) for payment processing via electronic fund transfer.
Required specifications include full kitchens in all rooms, private bathrooms, climate control, minimum weekly housekeeping with free laundry facilities, Wi-Fi internet access, and ADA compliance. Rooms must provide quiet environments suitable for pilot crew rest, located in low-traffic areas. Security requirements include deadbolts, safety chains, peepholes, well-lit public areas, and documented fire/emergency plans. On-site parking is mandatory; covered parking is preferred. Vendors must comply with AT/OPSEC requirements, protecting military members' personal information and prohibiting public posting of occupancy details.
