About this file

This is a Measurement and Payment section from a construction contract issued by Hillsborough County Solid Waste Management Department for the Northwest Transfer Station Community Collection Center project, prepared by Geosyntec Consultants. The document outlines the methods for measuring and paying for thirteen distinct bid items required for the project, including mobilization/demobilization, as-built surveys, demolition, grading, subgrade stabilization, crushed concrete base, concrete installation, steel I-beams, metal canopy, laminated rubber dock bumpers, construction quality control, jersey barriers, and erosion and sediment control measures. Measurement and payment will be conducted using a combination of unit price and lump sum payment methods, with the contractor responsible for providing all necessary equipment, labor, materials, permits, and quality control testing for full completion of work.

Payment terms are structured according to specific measurement criteria for each bid item: unit price items such as demolition, grading, and concrete base are measured by square yardage or cubic yardage of actual work completed; lump sum items including mobilization/demobilization, metal canopy, dock bumpers, jersey barriers, and erosion control are paid upon completion of specified work phases. Mobilization and demobilization payments are incremental, with no payment issued until required submittals are approved, and the total cost cannot exceed 10 percent of the bid price. The contractor must submit all documentation and measurement computations to support applications for payment, which the engineer will verify; if insufficient data is provided, the engineer will notify the contractor of deficiencies before further review. The contract structure does not allow additional payment for over-excavation, rework, wastage, field modifications, or corrective work resulting from contractor installation errors.
