The County reserves the right to make determinations of confidentiality. If the County does not agree with the information designated under one of the disclosure exceptions, it may either reject the bid or discuss its interpretation of the allowable exceptions with your firm. If agreement can be reached, the bid will be considered. If not, the County will remove your bid from consideration for award and return it to your firm. 11. WITHDRAWAL OF BID
Bids may be withdrawn only in total and only by a written request to Walworth County Purchasing prior to the time and date scheduled for bid opening.
12. BID ACCEPTANCE / REJECTION
Walworth County reserves the right to accept or reject any or all bids, in whole or in part, received in response to solicitations, to waive or permit cure of minor irregularities, and to request clarification from any or all qualified vendors.
13. METHOD OF AWARD
Award will be made to the lowest responsible, responsive bidder conforming to specifications, terms, and conditions, or to the most advantageous bid submitted to the County on a quality versus price basis.
Among other things, warranty, time of delivery, purpose for which required, competency of bidder, the ability to render satisfactory service and past performance will be considered in determining responsibility.
The Walworth County Purchasing Department will be the sole judge of the quality and suitability of the equipment, materials and/or services offered in its determination of the successful bidder.
The contract shall be deemed as having been awarded when formal recommendation of award has been approved by the appropriate County Committee having the authority to make such approval.
Award will be made based on a life cycle cost over a three year period to the lowest, responsible, responsive bidder complying with the specifications. Vendors are to quote a firm price for the 2017 purchases, as well as a not to exceed percentage of increase for 2018 and 2019 purchases, including all components included on the pricing document. It is important to note the percentage quoted is not to exceed, however, it is not to be assumed you will automatically get the full percentage quoted. You must provide sufficient documentation supporting the actual percentage of increase required for 2018 and 2019 purchases. The not to exceed percentage of increase will be used to evaluate the life cycle cost (see formula included herein).
The vendor with the lowest total cost on the three-year total will also receive the award for 2018 and 2019 purchases unless significant changes are made to the model/chassis quoted or there are issues with prior year’s model purchased. The County reserves the right to void the agreement in subsequent years if significant changes are made to the model/chassis bid.
http://folio.legis.state.wi.us/cgi-bin/om_isapi.dll?clientID=83141&infobase=stats.nfo&j1=19.36&jump=19.36&softpage=Browse_Frame_Pg http://folio.legis.state.wi.us/cgi-bin/om_isapi.dll?clientID=83141&infobase=stats.nfo&j1=19.36&jump=19.36&softpage=Browse_Frame_Pg
Following is an example of how the life cycle cost formula will be applied:
2017 bid price - $10,000; Maximum percentage of increase quoted by the vendor for 2018 and 2019 is 3%. 3 Units will be purchased in 2017; 3 units will be purchased in 2018 and 3 units will be purchased in 2019. The life cycle cost formula for award would be:
Patrol Trucks: Single Axle Life Cycle Example 2017 10,000 x 3 = 30,000 2018 10,000 x 103% = 10,300 x 3 = 30,900 2019 10,900 x 103% = 10,609 x 3 = 31,827
Total 3 year cost 30,000 + 13,900 + 31,827 = 92,727 This amount would then be used for comparison purposes to determine the lowest cost bidder; however, award will be made to the lowest COMPLYING bidder.
Note: The cost to obtain warranty authorization, vehicle diagnostics and internet access will be included in the life cycle cost for award evaluation purposes, however, option pricing will not.
