About this file
This is a solicitation phase 1 forms document for the Pension Benefit Guaranty Corporation (PBGC) Fixed Income Investment Services contract. The document specifies mandatory and optional qualification forms that offerors must complete and submit as part of their Phase 1 proposals. At minimum, offerors must submit the Offeror Qualifications Form plus at least two (but no more than one per category) Product Qualifications Forms from four available categories: Core Fixed Income, Credit Fixed Income, Global Fixed Income, and Emerging Market Debt. A maximum of four product forms may be submitted, though only two products must qualify for proposal acceptance. All forms must be converted to PDF format and included in Volume 1 - Offeror Qualifications, with supporting materials submitted in a zipped folder titled Volume 1 Supporting Materials.
The Offeror Qualifications Form requires confirmation of SEC investment advisor registration for at least five years as of June 30, 2025 (or disclosure of exemption status), ERISA fiduciary compliance, minimum Assets Under Management of $500 billion, and positive net worth verified by an independent CPA or audited financial statements. Each Product Qualifications Form requires demonstration of: active management against specified benchmarks in separate account format; minimum $1 billion USD in the proposed product as of June 30, 2025 (fully discretionary assets only); no sub-advisor utilization; at least five years of live performance history as of June 30, 2025; GIPS-compliant performance presentations with verification; and average rolling 60-month Information Ratio calculations exceeding minimum thresholds varying by product type (0.60 for Core Fixed Income, 0.70 for Credit Fixed Income, 0.40 for Global Fixed Income, and 0.50 for Emerging Market Debt). The document provides detailed Information Ratio calculation methodology with specific examples demonstrating the required approach for products with varying performance histories.

The average, using the GIPS compliant performance information presented in the proposal, must exceed 0.60. *To enable the PBGC to assess mandatory requirements for items D and F, offerors shall complete Table 1 from Attachment 8 – Data Table Templates.
The methodology described below is required (failure to use it will disqualify this product from further consideration under Phase 1):
Calculate the monthly geometric** excess return, using the Bloomberg U.S. Aggregate Index, for each month of performance. Then, calculate the annualized 60-month excess return for each rolling 60-month period. Divide this by the annualized standard deviation*** of excess returns for each rolling 60-month period. Finally, calculate a simple average of these results. For example, if a product has 16 rolling 60-month periods since inception, provide the simple average of those 16 Information Ratios.
**Geometric Excess Return ((1+A/100)/(1+B/100))-1 A – Monthly Fund Return B – Monthly Index Return ***To annualize risk – must multiply by square root of 12 (for monthly)
Example 1 For For example, if a product that has an inception date of April 1, 2019, the first time period that would have 60 months of performance data would be April 1, 2019 through March 31, 2024. This is the first IR data point. The next time period would be May 1, 2019 through April 30, 2024 - this is the second IR data point. The third time period would be June 1, 2019 through May 31, 2024 - this is the third IR data point. And so on, until the last period, which would be July 1, 2020 through June 30, 2025 - the 16th IR data point. Calculate the average of those 16 IR data points. This is the number that must be greater than 0.60 as illustrated below:

For a product with more than ten years of performance history (for example, an inception date of April 1, 2010), the first time period that would be captured for the purpose of calculating a rolling IR would be the 60 months of performance data from July 1, 2015 through June 30, 2020. This is the first IR data point. The next time period would be August 1, 2015 through July 31, 2020 - this is the second IR data point. The third time period would be September 1, 2015 through August 31, 2020 - this is the third IR data point. And so on, until the last period, which would be July 1, 2020 through June 30, 2025 - the 61st IR data point. Calculate the average of those 61 IR data points. This is the number that must be greater than 0.50. The maximum number of IR data points to average is 61 for products with more than ten years of performance history.
