About this file
This document is a set of Questions and Answers related to a Request for Information (RFI) for forms management software solutions. The RFI is being issued by the U.S. General Services Administration (GSA), Office of Administrative Services, to gather information on providers of digital dynamic forms creation and management tools. The key requirements include the ability to create, revise, print, save, sign, and incorporate forms into electronic workflows.
The document addresses questions on the scope of the creation requirement, whether the software needs to create new forms or just modify existing ones, and confirms that the technical response should reference "4.0 Requirements" rather than "3.0." It also provides guidance on page count exclusions, font size, and acceptable encryption standards. The government currently uses Adobe AEM Forms Designer and Acrobat DC Reader Extensions, and is open to more efficient licensing models and a fully web-based solution. The goal is to find an all-in-one tool that improves on the current dynamic forms capabilities while maintaining Section 508 compliance.

1. Section 3.1 states, " Provide a digital dynamic forms creation and management tool that creates and revises digital and physical fillable forms with the ability to be printed, saved, signed, and incorporated into the program office’s electronic workflows".
a. Our question is around the creation aspect. When the solicitation mentions "creation" here does GSA mean creating a form populated with user information on the already published/established form from OMB or other; or does GSA mean for the software to create actual OMB or other forms itself? Another way to ask is whether or not GSA is looking for software to modify already approved and published forms?
Both. 80% revisions and 20% new forms, give or take.
2. Please confirm that under Technical Responses, that “3.0 Requirements” should be “4.0 Requirements”.
Confirmed that Technical Responses refers to “4.0 Requirements”
3. Can the comments and questions on the PWS be excluded from page count?
No
4. Can the cover letter and table of contents be excluded from page count?
Yes
5. If information is in a table or a graphic, can the font size be size 9? Should the solution still use SSL even though it has been deprecated and is TLS an appropriate alternative?
Size 9 would be acceptable. If TLS is industry standard it would be an appropriate alternative.
6. Can the government identify the current software tool(s) being used?
AEM Forms Designer. The designer is the form construction tool. There is also a server tool called Adobe Acrobat DC reader extensions. The server tool fully enables forms so folks will not have to purchase software to fill out the forms.
7. Is the government requiring seat-based licensing or the contractor free to propose the most efficient software licensing solution? For example, the ideal solution could be based on a different factor such as server instances rather than number of users.
Historically the licensing has been based on a number of forms with unlimited users.
However, the government would be open to a different solution that is more effective.
8. Is the government envisioning a fully web-based tool or a mix of desktop and web-based tools?
The government would be open to the most effective solution of either.
9. What tool(s) are being used by the government to make PDF forms accessible? Please provide advantages or disadvantages with current tooling and any feature gaps.
See answer to #6. An all-in-one solution would be desirable. We currently have to utilize two tools for a complete package. Dynamic forms would be a feature we could look to improve upon, provided such a solution would be Section 508 compliant.
10. There are a couple of references in the RFI to existing software. Can you share details on the architecture of the existing platform?
See answer to #6. Adobe Acrobat Pro is also utilized to ensure Section 508 compliance.
