December 10, 2020

Mr. Geoffery Rothenay Facility Management Specialist Naval Air Station Corpus Christi, TX 78418

RE: Limited Lead Based Paint Inspection Buildings 15, 20, 1218 Naval Air Station Corpus Christi, TX 78418 Envirotest Project Number: 16458

Dear Mr. Rothenay:

Enclosed is the report for the lead paint inspection performed at the Naval Air Station in Corpus Christi, TX. The inspection was performed on December 2, 2020 by Mr. Wayne Pflughaupt of Envirotest, LLC.

SCOPE OF WORK

The scope of this project was to identify lead-containing paint films associated with the above-referenced buildings on the property. Twenty-seven (27) samples of suspect lead-containing paint were collected.

The State of Texas defines lead-based paint as having ≥ 1.0 mg/cm as measured by XRF or laboratory analysis, or ≥ 5,000 parts per million (ppm) lead, ≥ 0.5% lead by weight, or ≥ 5000 mg/kg, as measured by laboratory analysis.

Laboratory results of the sampled paint film shows that samples of the following paint films exceeded general industry standards for lead-based paint:

1) Building 20 – white paint on east exterior door frame

2) Building 20 – gray paint on southeast interior door frame

3) Building 1218 – all samples

CORPUS CHRISTI OFFICE: 5233 IH 37 Suite A-3 • Corpus Christi, Texas 78408 • Voice 361.887.9400 • Fax 361.887.9401 • www.envirotestllc.com

Suspect Films Tested

Paint film sampling was conducted in accordance with commonly accepted commercial and professional standard practices for similar assignments. The intent of the project was to identify painted surfaces that contained elevated levels of lead. Visually discernable painted surface coatings specifically specified by the client were sampled for lead content.

Sampled Materials Data

The tables below contain the homogenous paint descriptions, locations, and a summary of the analytical results.

The complete laboratory analytical results for paint film samples are listed in a separate laboratory document following the text of this report.

Analytical Methods

Paint film analyses were performed at SanAir Technologies Laboratories Inc. laboratory in Powhatan, VA. SanAir is an American Industrial Hygiene Association participant laboratory (#162952), and a National Institute of Standards and Technology NVLAP-accredited laboratory (#200870). Analyses were performed via the EPA Method SW-846/M3050B/7000B, using flame atomic absorption spectrophotometry.

RECOMMENDATIONS

The Occupational Safety and Health Administration (OSHA) Construction Industry Standard for Lead 29 CFR 1926.62, the OSHA Respiratory Protection Standard 29 CFR 1910.134, and the OSHA Hazardous Communication Program 29 CFR 1910.1200 standards apply to workers exposed to any amount of lead. Envirotest recommends compliance with these regulations during any scheduled work activity that will disturb the paint film coatings. It would be advisable for workers disturbing this paint material to have proper training according to state and federal regulations. According to OSHA regulations, employers are also required to provide proper respiratory protection to all workers exposed to lead-containing dust. This exposure level is unique to the material disturbed and the methods used during the removal process.

LIMITATIONS

This sampling report does not guarantee that additional lead-containing paint is not present. The analytical results pertain to only the samples analyzed and may not reflect the actual composition of all paint film coatings associated with the structure. Areas such as, but not limited to, interior of ductwork, interior of mechanical or other equipment, interior of piping flanges/valves, interior of electrical components, behind non-movable finish materials, were specifically excluded and not investigated for the presence of paint films. Envirotest, LLC assumes no responsibility for any subsequent use or interpretations of these analytical results. This report must not be used to claim product endorsement by NVLAP or any other state or federal government agency.
