Questions & Answers
Solicitation # 1645BC-19-R-00008
Dorm Renovation Project
Question: Will there be a designated storage area at the facility for this project and if so, how far is it from where the work will be performed?
Answer: Yes, there will be a designated storage area at the facility for the dormitory furniture that is to be moved during the renovations. There will also be a material laydown area near the dormitory wing. A map of the facility has been included in the attachments portion of the solicitation to show both locations. It is estimated that the distance between the work area and the material laydown area is approximately 500 ft.
Question: The SOW states that the contractor will provide “new wood bathroom doors (hollow core) with kick plate, frame, and brushed nickel hardware. Door and frame will be painted to color of government’s choosing. The frame may be reused if undamaged.” Does it matter whether the doors are factory or field painted?
Answer: It doesn’t matter as long as the Government chooses the color.
Question: The SOW states “Corner wall mounted desks are to be removed and disposed of. Contractor will replace with a corner desk furniture piece approved by the government”. For clarification, does this mean that only one desk will be required in the rooms that currently have two desks?
Answer: That is correct. Only one desk will be placed in each of the rooms in a color that will match the refrigerator cabinets (some rooms have cherry wood and some have mahogany wood). The desks shall be of a furniture type that can be moved in and out of the room as needed, not attached to the wall.
Question: Are there shut-off valves for each of the dorm room sections?
Answer: Yes, Academy staff will be available to assist in providing access to each area.
Question: Will out of state asbestos abatement licenses be accepted for company and individuals to perform work on this project?
Answer: The State of West Virginia does not have a reciprocal agreement with other states for licensing, only training. The awardee will need to possess a WV license.
Question: Is there an incumbent contractor currently performing these services or is this a new requirement?
Answer: This is a new requirement.
Question: Is there any other information for this project other than what is posted on FBO? Plans and specs? Also can Attachments 1 – 4 be issued in color instead of black and white?
Answer: Color photos and a drawing of the typical layout of the dorm rooms have been attached to the solicitation.
Question: Our subs would like to know who the other bidding GCs are. Do you have a planholders list you can send us.
Answer: We do not know who the other bidding GCs are. The requirement is posted on www.fbo.gov and is set aside for any qualified HUBZone businesses to submit proposals. We will not know who submits proposals until after the announcement has closed, after which time we do not disclose that information to anyone outside those who have a need to know in order to evaluate them.
Question: Is this project HUBZone?
Answer: Yes. As stated on the first page of the SF1442, “this solicitation is a total HUBZone set aside”. The set-aside is also referenced by FAR Clause 52.219-3 “Notice of HUBZone Set-Aside or Sole Source Award” on page 19.
Question: Will progress payments be made? If so what terms?
Answer: The solicitation does not include a provision for progress payments.
Question: How many rooms have two vanities to be replaced?
Answer: All rooms will be converted to single vanities. The rooms designated in the SOW as needing cabinets currently have two vanities and will need to be converted to a single. The rooms designated as not requiring cabinets have already been converted to a single vanity.
Question: The solicitation states “HUBZone set-aside using NAICS Code 238310, Drywall Contractors”. Does the HUBZone only pertain to the drywall contractors per the mentioned code?
Answer: A single award will be made to the HUBZone whose proposal represents the best value to the Government as determined by the evaluation criteria described in Section M of the solicitation. It is possible that the HUBZone may propose to use subcontractors for a portion of the work to be performed. The NAICS code was selected in accordance with the Federal Acquisition Regulation Part 19.303 which states that the contracting officer shall select the NAICS code which best describes the principal purpose of the product or service being acquired. A procurement is usually classified according to the component which accounts for the greatest percentage of contract value.
Question: Page 10, Paragraph 5.0.1.1 dorm room remodeling says to replace any water damaged metal studs or plates. How many are to be included in our estimate? Will this be done at a unit cost per price?
Answer: The government cannot guarantee how many damaged studs will be found in each room. However, past renovation experience in the dormitory rooms show that 3-5 studs in each bathroom area can be expected to have some water damage on the bottom portion of the stud.
Question: Is the wall insulation to be replaced in all walls?
Answer: Yes. Per the SOW, section 5.0.1.1, all insulation will be replaced.
Question: Are the single bowl vanity tops to be installed in all rooms? Do they already exist in rooms with existing cabinetry?
Answer: Vanity tops will only be replaced in rooms designated as requiring new cabinetry.
Question: Are new mirrors required in the rooms with existing cabinetry? Are the tops and vanity bowls to be replaced at the existing vanities?
Answer: Mirrors will only be replaced in rooms requiring new cabinetry. Vanity tops and bowls will only be replaced in rooms requiring new cabinetry.
Question: Are all three of the exterior doors shown on the dorm room plans to be replaced?
Answer: Entrance and bathroom doors are to be replaced in each dorm room. There is 1 entrance door and 1 bathroom door in each room. No exterior hallway entrance doors will be replaced.
Question: Where is the glass that might get damaged and have to be replaced located at?
Answer: We are not sure what this question is referring to.
Question: Amendments appear to begin with Amendment #3. Is there an amendment #1 and #2?
Answer: Amendments 1 and 2 only added color photographs and a sample layout of the dormitory rooms to the attachments section. There are no SF30’s for amendments 1 and 2.
