Statement of Work for ICP Laboratory Casework and Fume Hoods

PART 1

General Information

This Statement of Work (SOW) is a firm fixed price services requirement to provide all equipment, delivery, and installation for laboratory casework (counters, cabinets, sink, etc.) and fume hoods. The Government shall not exercise any supervision or control over the contract service providers performing the services or equipment herein. Such contract service and/or equipment providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

The contractor shall provide all personnel, equipment, tools, materials, and services necessary to perform the requirements of the project as defined in this SOW except as specified in Part 3 as Government-furnished property and services. The contractor shall perform to the standards in this contract.

1.0 Background Information

The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is responsible for enforcing health standards promulgated under the authority of Section 103 (a) of the Federal Mine Safety and Health Act of 1977. A national network of MSHA inspectors collects health samples at approximately 12,000 mines located in the United States and its territories to monitor miners' exposures to hazardous contaminants.

Welding fume and metal dust samples are among those collected and must be digested in acid as part of the preparation procedure for trace metals analysis. Even though the digestion process is performed inside a fume hood, the fumes still permeate to some extent through the laboratory work area. Over time the exposure to the fumes has caused the casework and fume hoods in the laboratory to deteriorate.

1.1 Objectives

The Pittsburgh Health and Safety Technology Center (PSHTC) of the Mine Safety and Health Administration is seeking to purchase laboratory casework (including bench tops, cabinets, and a sink) and two fume hoods for use in a chemistry laboratory. The purpose of the laboratory is for acid digestion of trace-metal samples for analysis by Induction- Coupled Plasma —Atomic Emission Spectroscopy (ICP-AES or just ICP.) Therefore the casework and fume hoods must be acid resistant. The system must be new; no used or refurbished equipment, demonstration models, or prototypes are acceptable. The Contractor will perform the installation of the casework and two fume hoods in the laboratory. The removal of the old casework and two fume hoods will also be required.

It is highly recommended that potential contractors visit the work site prior to the bidding process to obtain measurements and other information regarding the physical layout of the laboratory and type of casework desired.

The purchase price shall include a standard commercial warranty. The Contractor shall provide a copy of their standard warranty outlining its coverages.

1.2 Scope

The scope of this procurement action shall cover all actions pertinent to the acquisition of laboratory casework and fume hoods for the PSHTC - ICP laboratory to analyze mine dust samples for elemental contaminants, quartz content, and elemental carbon content.

The casework and fume hoods must be acid resistant, so that artifacts are not introduced into prepared samples and standards.

The contractor will be responsible for the removal of the old casework and fume hoods.

Disposal of material will be required.

The contractor shall supply and install cabinets, bench tops, and fume hoods according to the layout of the laboratory illustrated in Technical Exhibit 1 and corresponding descriptions listed in this section of the SOW. Installation is to include all mechanical hook-ups (plumbing and electrical) for the casework and hoods. Floor cabinets are labeled 1 thru 6 and the fume hoods are labeled Fume Hood 1 and Fume Hood 2. Not included in the illustration are three wall cabinets listed in the description below as 7 (two needed) and 8. All floor cabinets are "Standing Height", 353/a" high x 22" deep with back panels included. All bench tops (except for the corner unit — 4) are 30" deep x 1"thick.

This leaves a utilities chase behind each cabinet. Bench tops specified below are based on existing casework where each cabinet has individual bench top. New casework can incorporate larger, seamless bench tops where applicable.
