About this file

This document contains questions and answers regarding a Request for Proposal (RFP) for operation of the Dayton Job Corps Center. The RFP is seeking an operator to provide academic, career technical, and career success skills training, as well as related support services, for 272 students at the center located in Dayton, Ohio. The operator will be responsible for student enrollment goals of 300 arrivals annually, with 50 additional arrivals supported by operators of the Cincinnati and Cleveland Job Corps Centers. Career technical training programs offered include facilities maintenance, computer technician, culinary arts, medical assistant, and carpentry, among others. The Department of Labor Employment and Training Administration issued the RFP, and the incumbent operator will have an opportunity to conduct a facility survey during transition to identify needed repairs that will be funded through the contract.

Questions & Answers

Soliciation Section (when cited by contractor) Question(s) Answer(s)

J-1 Attachment and Factor 4. Business Management ProposalThe NTE CLINS in the J-1 attachment are pre-filled. Factor 4. BMP states offerors shall not propose pricing for the NTE CLINS. Another Contracting Office determined that values in the NTE CLINS were an offer. Please confirm the pre-filled J-1 is not
considered an offer and the NTE CLIN values should remain, as currently listed in the J-1.The Government will determine the value of the NTE CLINs. The value of these CLINs are not evaluated, and any values for the NTE CLINs proposed by the offer will not be considered.

Factor 4. Business Management Proposal. 4) Professional Staff Compensation Plan Will the government accept clearly labeled and separate supplemental Microsoft Excel files that provide salary and fringe benefits information used to support the BMP/Professional Staff Compensation Plan? The Government will accept a supplemental file to provide salary and fringe benefit information.

Factor 4. Business Management Proposal.Statement of Financial Capability (ETA 8554) and statement from a lending institution, as requirements for the proposal. Job Corps contracts are now Firm-Fixed Price (FFP). FAR 32.403 discusses the Applicability of Advance payments. Will the government allow Advance Payment for Non-commerical items as referenced in FAR 32.403, in light of the following:

-- FAR 32.403 (b) Contracts solely in the management and operation of Government-owned plants?

-- FAR 32.403 (e) Contracts entered into financially weak contractors whose technical ability is considered essential to the agency?

-- FAR 32.403 (f) (2) Loans with reasonable interest rates or finance charges are not available to the contractor?

-- FAR 32.403 (g) Contracts with small business concerns, under which circumstances that make advance payments appropriate?

-- FAR 32.403 (h) Contracts under which exceptional circumstances make advance payments the most advantageous contract financing method for both the Government and contractor? Advanced payment is not allowed.

Factor 4. Business Management Proposal.Statement of Financial Capability (ETA 8554) In other Job Corps solicitations' requests for clarification on FAR 32.403-- and in anticipation of a response to the previous question-- each government response states, "The offeror may propose advanced payment in their proposal, which may then be considered in the Government's evaluation of the offeror's proposal." Please provide transparency into the government's evaluation of the advanced payment request, the criterion that will be used to evaluate such requests, how offerors may/may not be deemed eligible, and a process for implementation, if granted. Advanced payment is not allowed.

Factor 4 Business Management Proposal, a. Business Management Data, Item 4 on Page 79 “Offerors shall also submit supporting information/data, such as recognized national and regional compensation surveys and studies of professional, public, and private organizations, used in establishing the total compensation structure.” Please provide clarification regarding surveys that are considered “recognized.” Recognized surveys include those published by the Bureua of Laborstatics and similar Government and private entities.

G.5 - Pg. 23 Section G.5 of the RFP includes a table for Calculation of Student Per Day Amount. This information is necessary during the period of performance, but neither the proposal instructions nor Attachment J-1 require submission of this table/information. Will the government revise the J-1 so this table is included in the proposal submission and subsequently become part of the contract award? Please clarify. No. The Student Per Day Calculation Chart will be filled out at time of award and does not need to be included in the offeror’s proposal.

Factor 4 Business Management Proposal / Page(s)78-79 1. a) Business Management Data, 7) Offeror shall provide proof that it is able to obtain a license to operate in the State in which the center is located within 30 days of contract award. a. Is it mandatory to provide Ohio state business registration as a proof in the RFP response in order to prove that the offeror is able to obtain a license to operate in the State of Ohio?

If not,

b. Can the offeror provide a copy of their current business license in the home state that they are licensed in and a signed narrative stating the steps/process to obtain license in Ohio as a proof? And once the offeror wins the contract they could then register in Ohio and obtain license within 30 days? Please clarify.

Any proof demonstrating that the offer has or is able to obtain a license to operate in the State of Ohio will be accepted. Offerors that do not already have such a license would have to obtain one within 30 days of contract award.

Staff Resources, Subfactors 3A, 3B, and 3C The solicitation limits Staff Resources Subfactors 3A, 3B, and 3C to 6 pages. The number of pages are not enough to include Subfactor 3A (Organizational Chart and multiple J-4 pages), Subfactor 3B (Staff Schedules), and 3C (Corporate Oversight & Capacity). Please confirm the number of pages and/or the items included in the page count of the Staff Resources proposal. In accordance with Section L.6 H. Proposal Format, "Please note that the page limitation for the staff resources section excludes the organizational chart, schedules and the submission of attachment J-4." The 6 page limitation applies to any narrative or other documents beyond the organization chart, schedules, and attachement J-4.

Section B.1 and C.2.B. Please confirm the OA Annual Arrivals in light of the OBS configuration inconsistency. The annual arrival goals are described at neapmap.com. The total annual goal for the Dayton Job Corps Center OA is 300. The Dayton Job Corps Center will also receive annually 50 arrivals from the Cincinnati Job Corps Center OA, 50 arrivals from the Cleveland Job Corps Center OA.

Misc. Are the Carpentry and Plastering a part of the Building Construction Technology Trade? The trades offered at the Dayton center were recently revised. The current trades offered include:

Patient Care Technician ------------------- 30 Facilities Maintenance ----------------------24 Computer Technician Network ------------30 Culinary Arts ------------------------------30 Clinical Medical Assistant ----------------- 30 Medical Administrative Assistant ---------- 30 Nurse Assistant/Home Health Aide --------30 Carpentry Trainee, Pre-Apprentice * ------20 Cement Masonry, Pre Apprentice* --------20 Advanced Career Training (ACT) ---------- 2 Total Slots:----- 246

Attachment J-9 Will DOL ensure all ACs and heating units are functioning properly upon the contract award? Yes.

Attachment J-9 Will DOL have the heating/cooling ducts cleaned prior to the contract award? The Government expects the facility to be fully operational. However, the successful operator will have the opportunity to conduct a walk-through of the facility during transition. It is during this time that the operator should identify deficiencies and submit requests for funding to make repairs. Nessary repairs will then be funded through service orders under the CRA CLIN.

Attachment J-9 How will DOL support the repairs/replacement of ACs when the freon refrigerant is no longer available due to federal regulations? The Government expects all available equipment to be operational. However, the successful operator will have the opportunity to conduct a walk-through of the facility during transition. It is during this time that the operator should identify deficiencies and submit requests for funding to make repairs. Nessary repairs will then be funded through service orders under the CRA CLIN.

Attachment J-9 The facility survey indicates several repairs needed on the buildings. Have the identified deficiencies been repaired? The Government expects the facility to be fully operational. However, the successful operator will have the opportunity to conduct a walk-through of the facility during transition. It is during this time that the operator should identify deficiencies and submit requests for funding to make or complete repairs. Nessary repairs will then be funded through service orders under the CRA CLIN.

Pilot/Test Projects ls the center currently participating in any National or Regional Office pilot projects or other test projects that would extend into the new contract? If yes, please explain. The Dayton center is not participating in any regional or national pilot projects at this time.

Section B.1 and C.2.B. There are several different references to the number of male/female and residential/nonresidential students accounting for the contracted OBS of 272 total students. For example, page 3 sites “Planned OBS total of 272 students consisting of 172 residential male students, 100 residential female students, 0 nonresidential males, and 0 nonresidential females; and the table on page 11 includes 162 residential male students, 95 residential female students, 10 nonresidential male students and 5 nonresidential female students. Please clarify the student composition for the contracted student capacity of 272 students. The center design for the Dayton Job Corps center is 272 students. The design consists of:

Residential Males ---------------- 162 Nonresidential Males ------------ 10 Residential Females -------------- 95 Nonresidential Females ---------- 5 Total: ---------- 272

Section C.2.C. Please confirm that Dayton JCC only has 2 ACT slots. Yes, the center offers 2 ACT slots.

Section F.5 Per page 18, the annual enrollee goal is 300. Please confirm if this is accurate, and if so: 1. Will the Dayton JCC have another OA provider(s) to ensure there is an adequate number of applicants to maintain 100% OBS.

*If so, and the Dayton JCC operator is reliant on another contractor to meet and maintain 100% OBS, will there be any consideration for billing the full price if they are not at 100% OBS due to a lack of applicants from the other contractor? *If the Dayton JCC operator needs to exceed the 300 arrivals because the other contract has not provided an adequate number of applicants to maintain 100% OBS during the period of performance, will they be granted a contract modification to change the goals and increase funding to allow for additional OA staffing?

The annual arrival goals are described at neapmap.com. The total annual arrival goal for the Dayton center is 300. The Dayton Job Corps Center will also receive annually 50 arrivals from the Cincinnati Job Corps Center OA, 50 arrivals from the Cleveland Job Corps Center OA. (for a total of 400).

Section C.2.C. Please confirm the CTT slot allocation in the Solicitation for each CTT Program is accurate.
