About this file

This document contains questions and answers regarding a solicitation for the operation of the Benjamin L. Hooks Job Corps Center located in Memphis, Tennessee. The solicitation seeks a contractor to provide residential job training services to at least 287 students annually, as well as outreach and admissions services and career transition services for graduates and former students. Clarification was provided that the price adjustment mechanism and career transition services requirements apply only to students of the Benjamin L. Hooks center, and that annual arrival goals included students for other related centers solely for recruitment purposes. Utility cost data and standard operating procedures for the on-site childcare center were also addressed.

RFP 1630J5-20-R-0004 Benjamin L. Hooks JCC Questions for Clarification (OCM)

Solicitation Section (when cited by contractor) Question(s) Answer(s)

Staff Resources, Subfactors 3A, 3B, and 3C

The solicitation limits Staff Resources Subfactors 3A, 3B, and 3C to 6 pages. The number of pages are not enough to include Subfactor 3A (Organizational Chart and multiple J-4 pages), Subfactor 3B (Staff Schedules), and 3C (Corporate Oversight & Capacity). Please confirm the number of pages and/or the items included in the page count of the Staff Resources proposal.

Section L.6, Instructions for Proposal Submission states: Please note that the page limitation for the staff resources section excludes the organizational chart and scheduled provided in accordance with Section J of this RFP." Therefore, the six page limitation impacts only to 3C Corporate Oversight and Capacity.

Business Management Proposal, J-1 Attachment

CLIN XX08 reads "Career Transition Services" listed. Please confirm CLIN XX08 should read "Career Technical Skills Training" instead.

Yes, CLIN XX08 should be CTST. The spreadsheet will be updated to reflect this and attached to this amendment.

(Section 4. Business Management Proposal) lists Statement of Financial Capability (ETA

8554) and statement from a lending institution, as requirements for the proposal

Job Corps contracts are now Firm-Fixed Price (FFP). FAR 32.403 discusses the Applicability of Advance payments. Will the government allow Advance Payment for Non-commercial items as referenced in FAR 32.403, in light of the following:

-- FAR 32.403 (b) Contracts solely in the management and operation of Government-owned plants?

-- FAR 32.403 (e) Contracts entered into financially weak contractors whose technical ability is considered essential to the agency?

-- FAR 32.403 (f) (2) Loans with reasonable interest rates or finance charges are not available to the contractor?

-- FAR 32.403 (g) Contracts with small business concerns, under which circumstances that make advance payments appropriate?

-- FAR 32.403 (h) Contracts under which exceptional circumstances make advance payments the most advantageous contract financing method for both the Government and contractor?

The offeror may propose advanced payments in their proposal, which may then be considered in the Government's evaluation of the offeror's proposal.

The RFP requests pages be consecutively numbered within each section. Please confirm you would like one (1) PDF file attached to the email submission for each section – Technical Approach, Past Performance, Staff Resources, and Business Management Proposal.

Please submit a separate document/file for each section of the proposal - Technical Approach, Past Performance, Staff Resources and Business Management Proposal. With the exception that computations should be submitted in a separate excel file.

The RFP requests a transmittal letter. Traditionally this letter is placed in front of the Technical Approach and does not count against page limitations. Please clarify/confirm.

One transmittal letter is sufficient and does not count towards page limitations.

Page 76 “Offerors must tab each specific section, subsection.” Since this is a digital submission, please confirm the request that we “tab each section” is not applicable. The offeror shall submit one file per section.

N/A In order to assure receipt of submission, please advise of any file size limitations. There is no size limitation on the email.

Page 23 G.5

Section G.5 of the RFP includes a Calculation of Student Per Day Amount table. This information is necessary during the period of performance, but neither the proposal instructions nor Attachment J-1 require submission of this table/information. Will the government revise the J-1 so this table is included in the proposal submission and subsequently become part of the contract award?

This is not a required submission and will be completed by the Government at the time of award.

Page 74 H. Proposal Format Please confirm that there is no file size limitation on the electronic proposal submission. There is no size limitation on the email.

Page 74 H. Proposal Format Please confirm there is no required font style such as Times New Roman. The RFP only lists a required font size of 12.

There is no requirement for a specific font style, such as "Times New Roman". However, in accordance with the RFP, the proposal must be readable.

RFP 1630J5-20-R-0004 Benjamin L. Hooks JCC Questions for Clarification (OCM)

Page 74 H. Proposal Format Please clarify if the Technical, Staff Resources and Past Performance sections should be combined into one electronic file, or 3 separate electronic files.

Please submit a separate document/file for each section of the proposal - Technical Approach, Past Performance, Staff Resources and Business Management Proposal. With the exception that computations should be submitted in a separate excel file.

Page 74 H. Proposal Format

Please confirm if all 4 sections of the proposal and the separate J-1 Excel file may be submitted in one email to the procurement email address. Can the email address handle that large of a submission or should the submission be broken up into at least two emails?

All 4 sections of the proposal, to include any excel files may be submitted in one email and is preferred. However, an offeror may submit it in more than one email, at each Offeror's discretion.

Page 76 J. Organization of Proposals.

The RFP states: “Offerors must tab each specific section, subsection.” This language applied to hard copy proposals in the past. Please confirm that offerors may disregard the language on tabbing various sections since only electronic files are to be submitted.

If not, please clarify how offerors are to “tab” an electronic file.

Please submit a separate document/file for each section of the proposal - Technical Approach, Past Performance, Staff Resources and Business Management Proposal. With the exception that computations should be submitted in a separate excel file.

Page 76 J. Organization of Proposals

In reference to “tabbed” sections, please confirm if using “Heading Levels” for factors and subfactors that appear in the table of contents will satisfy this requirement.

Otherwise, please clarify how offerors should “tab” electronic files.

By submitting separate documents/files for each section, offerors meet the "tabbed" requirement.

Page 78 Factor 2 – Past Performance

Please clarify if new offerors (not a joint venture) may use the individual Job Corps experience and projects of corporate staff to demonstrate a record of effective past performance. If so, how are offerors to provide a reference for the projects (centers) of the individual corporate staff members identified? In many cases, these individual corporate staff members worked for other Job Corps operators who may be competitors on the current procurement. It would not be feasible to send that potential competitor a questionnaire to complete. Please advise.

DOL will not evaluate an individual's experience to demonstrate a record of effective past performance. However, Offerors without a record of relevant past performance shall not be evaluated favorably or unfavorably for this Factor 2. The offeror will receive a Neutral rating.

Page 78 Factor 2 – Past Performance

The RFP states that “offerors may identify… projects performed by subcontractors that will perform major aspects” to demonstrate past performance. Please clarify if offerors are required to have the subcontractors submit questionnaires on any of their projects identified in the proposal if the subcontractor’s projects are not in PPIRs.

Yes. Offerors may submit past performance questionnaires for major and critical subcontracts.

Page 78 Factor 2 – Past Performance

Although offerors may send questionnaires to companies they list in their past performance, those companies may not return the questionnaires on time or at all.

Please clarify how projects used to demonstrate past performance will be evaluated if a questionnaire submitted is not received by the CO on time.

Questionnaires received after the date and time set for receipt of offers will not be considered.

However, Offerors without a record of relevant past performance shall not be evaluated favorably or unfavorably for this Factor 2. The offeror will receive a Neutral rating.

Page 77-78 Factor 2 - Past Performance

The RFP states projects identified “should be similar in size, scope, and complexity.”

Please clarify if projects must be deemed relevant in all three criteria to demonstrate a record of effectiveness, or at least one of the three.

All three critiera must be met in order for a project to be deemed relevant.

Page 82 Subfactor 4-d Small Business Sub-Contracting

Plan

At the top of page 82 the RFP acknowledges that a small business subcontracting plan is not required for small business offerors, but still requests “a listing of subcontracts that are anticipated.” Please clarify if this list is to include all anticipated subcontracts or just those anticipated to be small businesses. Also, please clarify if/how the list requested will be evaluated.

The subcontract list is requested, but not evaluated. The subcontracts list should include at a minimum a list of the functions, tasks, and positions that are proposed with their anticipated dollar value.

Hooks will have no control over Jacobs Creek, Muhlenberg, or Great Onyx other than the submission of a sufficient number of folders for them to maintain 100% OBS, but there needs to be clarification as to how their OBS will impact the B. The price adjustment for less than 100% OBS applies to the BL Hook center OBS only.

C.2-F On-Center Child Care

Please clarify if the children of BL Hooks students have priority enrollment in the child-care center.
