RFP 1630J3-20-R-0002 Gulfport Questions for Clarification (OCM)
Solicitation Section (when cited by contractor) Question(s) Answer(s)
WIOA, Solicitation, Small Business Status
WIOA states "High Performing Centers" are Job Corps centers that rank among the top 20 percent for the most recent preceding program year, and with respect to each of the primary indicators of performance. Is the incumbent large- business operator eligible to bid on the Gulfport JCC solicitation?
Based on data from Program Year 2018, WIOA High Performing Centers for the current program year are Ottumwa Job Corps Center, Schenck Job Corps Center, Loring Job Corps Center, Alaska Job Corps Center, Tongue Point Job Corps Center, and Miami Job Corps Center. Accordingly, the Gulfport Job Corps Center is not among the high performing centers and as such the incumbent operator would not be eligible for award unless it is a small business.
Staff Resources, Sub factors 3A, 3B, and 3C
The solicitation limits Staff Resources Sub factors 3A, 3B, and 3C to 6 pages. The number of pages are not enough to include Sub factor 3A (Organizational Chart and multiple J-4 pages), Sub factor 3B (Staff Schedules), and 3C (Corporate Oversight & Capacity). Please confirm the number of pages and/or the items included in the page count of the Staff Resources proposal.
Section L.6, Instructions for Proposal Submission states: Please note that the page limitation for the staff resources section excludes the organizational chart and scheduled provided in accordance with Section J of this RFP." Therefore, the six page limitation impacts only to 3C Corporate Oversight and Capacity.
Pricing Schedule and Business Management
Proposal, J-1 Attachment
The Base Period in the B.2. Pricing Schedule states June 1, 2020 through May 31, 2022, which equate to 24 months;
however, the respective J-1 Attachment and CLINs shows 23 months. Please confirm the number of months in the Base Year period.
The base period in B.2 is correct. For this requirement at the Gulfport Job Corps Center, the base period of performance for Center Operations, Outreach and Admissions (OA), and Career Transition Services (CTS) the period of performance was shortened by one month from 24 months to 23 months. This was done so that the Option years would not start on July 1 which is the beginning of the program year for funding purposes. As shown on the schedule B and the J-1 attachment, Phase-In is 1 month and Center Operations, OA, and CTS services is 23 months.
Transition Period and Period of Performance. Please confirm the specific Transition Month and Base Year Period. As stated in the solicitation in F.3, phase in will be June 1, 2020 – June 30, 2020. The base period which includes transition as shown under B.2 of the solicitation will be June 1, 2020 - May 31, 2022.
Business Management Proposal, J-1 Attachment
CLIN XX08 has "CTS" listed. Please confirm CLIN XX08 should read "CTST" instead. Yes, CLIN XX08 should be CTST. The spreadsheet will be updated to reflect this and attached to this amendment.
(Section 4. Business Management Proposal) lists Statement of Financial Capability
(ETA 8554) and statement from a lending institution, as requirements for the proposal.
Job Corps contracts are now Firm-Fixed Price (FFP). FAR 32.403 discusses the Applicability of Advance payments. Will the government allow Advance Payment for Non-commercial items as referenced in FAR 32.403, in light of the following:
-- FAR 32.403 (b) Contracts solely in the management and operation of Government-owned plants?
-- FAR 32.403 (e) Contracts entered into financially weak contractors whose technical ability is considered essential to the agency?
-- FAR 32.403 (f) (2) Loans with reasonable interest rates or finance charges are not available to the contractor?
-- FAR 32.403 (g) Contracts with small business concerns, under which circumstances that make advance payments appropriate?
-- FAR 32.403 (h) Contracts under which exceptional circumstances make advance payments the most advantageous contract financing method for both the Government and contractor?
The offeror may propose advanced payments in their proposal, which may then be considered in the Government's evaluation of the offeror's proposal.
N/A Please provide the actual cost of the utilities, not just the usage. Please refer to Attachment J-23 Utility costs trend PY14-PY18.
RFP 1630J3-20-R-0002 Gulfport Questions for Clarification (OCM)
pg. 71
Instructions for the submission of the Staff Resources proposals indicates 6 Pages for Sub factors 3A-3C; 2 Pages for Sub factor 3D – Phase-In; and 2 Pages for Subfactor 3D – Phase-Out.
With respect to this section: Is there any flexibility in the in the number of pages allowable for the phase in plan given the importance of a detailed plan?
Does the 6-page limit for 3A-3C include the narrative accompanying the staff schedules and organizational chart? (We understand the organizational chart, staff schedules, and J4 are excluded from page limit)
Do the schedules count in the page count?
Do the appendices count in the page count?
As stated in the solicitation under L.6, the page limitation for phase-in is 2 pages.
Any narrative submitted to support staff schedules and the organizational chart counts in the 6 pages.
Staff Schedules themselves are excluded from the page limitation.
Although it is not clear what appendices would be needed, if submitted, they are included in the page count.
page 12 C.2.B Based on the site visit and analysis of the facility survey, it appears the center could potentially increase the onboard strength (OBS). Does the government intend to increase the planned OBS during this 5-year contract period? Please explain.
This information is not available at this time.
page 22 G.5
Section G.5 of the RFP includes a table for Calculation of Student Per Day Amount.
This information is necessary during the period of performance, but neither the proposal instructions nor Attachment J-1 require submission of this table/information. Will the government revise the J-1 so this table is included in the proposal submission and subsequently become part of the contract award? Please clarify.
This is not a required submission and will be completed by the Government at the time of award.
page 73 J. Organization of Proposals
The RFP states: “Offerors must tab each specific section, subsection”. Does the government mean “Factor and Sub factor”? If so, please describe exactly how an electronic file is tabbed.
Please submit a separate document/file for each section of the proposal - Technical Approach, Past Performance, Staff Resources and Business Management Proposal. With the exception that computations should be submitted in a separate excel file.
