Soliciation Section (when cited by contractor) Question(s) Answer(s)
N/A The base period of performance starts on June 1, 2020 – this would then be a 2-month transition period if the contract turnover to us starts on August 1, 2020. Should it have read July 1, 2020, for a one month transition in July 2020? As stated in the solicitation in F.3, phase in will be June 1, 2020 – July 31, 2020. The base period which includes two months of transition and 24 months of operations, as shown under B.2 of the solicitation will be June 1, 2020- July 31, 2022.
Staff Resources, Subfactors 3A, 3B, and 3C The solicitation limits Staff Resources Subfactors 3A, 3B, and 3C to 6 pages. The number of pages are not enough to include Subfactor 3A (Organizational Chart and multiple J-4 pages), Subfactor 3B (Staff Schedules), and 3C (Corporate Oversight & Capacity). Please confirm the number of pages and/or the items included in the page count of the Staff Resources proposal. Section L.6, Instructions for Proposal Submission states: Please note that the page limitation for the staff resources section excludes the organizational chart, staff schedules and attachment J.4. Therefore, the six page limitation impacts only 3C Corporate Oversight and Capacity.
| Pricing Schedule and Business Management | ||
| Proposal, J-1 Attachment | The Base Period in the B.2. Pricing Schedule states June 1, 2020 through July 31, 2022, which equate to 26 months; however, the respective J-1 Attachment and CLINs shows 24 months. Please confirm the number of months in the BaseYear period. | As stated in the solicitation in F.3, phase in will be June 1, 2020 – July 31, 2020. The base period which includes two months of transition and 24 months of operations, as shown under B.2 of the solicitation will be June 1, 2020- July 31, 2022. |
Transition Period and Period of Performance. Please confirm the specific Transition Month and Base Year Periods. As stated in the solicitation in F.3, phase in will be June 1, 2020 – July 31, 2020. The base period which includes two months of transition and 24 months of operations, as shown under B.2 of the solicitation will be June 1, 2020- July 31, 2022.
| Business Management Proposal, J-1 | ||
| Attachment | CLIN XX08 has "CTS" listed. Please confirm CLIN XX08 should read "CTST" instead. | Yes, CLIN XX08 should be CTST. The spreadsheet will be updated to reflect this and attached to this amendment. |
| (Section 4. Business Management Proposal) | |
| lists Statement of Financial Capability (ETA 8554) and statement from a lending institution, as requirements for the proposal. | Job Corps contracts are now Firm-Fixed Price (FFP). FAR 32.403 discusses the Applicability of Advance payments. Will the government allow Advance Payment for Non-commerical items as referenced in FAR 32.403, in light of the following: |
-- FAR 32.403 (b) Contracts solely in the management and operation of Government-owned plants?
-- FAR 32.403 (e) Contracts entered into financially weak contractors whose technical ability is considered essential to the agency?
-- FAR 32.403 (f) (2) Loans with reasonable interest rates or finance charges are not available to the contractor?
-- FAR 32.403 (g) Contracts with small business concerns, under which circumstances that make advance payments appropriate?
-- FAR 32.403 (h) Contracts under which exceptional circumstances make advance payments the most advantageous contract financing method for both the Government and contractor? The offeror may propose advanced payments in their proposal, which may then be considered in the Government's evaluation of the offeror's proposal.
Page 23 - G.5 Section G.5 of the RFP includes a Calculation of Student Per Day Amount table. This information is necessary during the period of performance, but neither the proposal instructions nor Attachment J-1 require submission of this table/information. Will the government revise the J-1 so this table is included in the proposal submission and subsequently become part of the contract award? This is not a required submission and will be completed by the Government at the time of award.
Page 73 - H. Proposal Format Please confirm that there is no file size limitation on the electronic proposal submission. There is no size limitation on the email.
Page 73 - H. Proposal Format Please confirm there is no required font style such as Times New Roman. The RFP only lists a required font size of 12. There is no requirement for a specific font style, such as "Times New Roman". However, in accordance with the RFP, the proposal must be readable.
Page 73 - H. Proposal Format Please clarify if the Technical, Staff Resources and Past Performance sections should be combined into one electronic file, or 3 separate electronic files. Please submit a separate document/file for each section of the proposal - Technical Approach, Past Performance, Staff Resources and Business Management Proposal. With the exception that computations should be submitted in a separate excel file.
Page 73 - H. Proposal Format Please confirm if all 4 sections of the proposal and the separate J-1 Excel file may be submitted in one email to the procurement email address. Can the email address handle that large of a submission or should the submission be broken up into at least two emails? All 4 sections of the proposal, to include any excel files may be submitted in one email and is preferred. However, an offeror may submit it in more than one email, at each Offeror's discretion.
Page 75 - J. Organization of Proposals. The RFP states: “Offerors must tab each specific section, subsection”. This language applied to hard copy proposals in the past. Please confirm that offerors may disregard the language on tabbing various sections since only electronic files are to be submitted. If not, please clarify how offerors are to “tab” an electronic file. Please submit a separate document/file for each section of the proposal - Technical Approach, Past Performance, Staff Resources and Business Management Proposal. With the exception that computations should be submitted in a separate excel file.
Page 75 - J. Organization of Proposals In reference to “tabbed” sections, please confirm if using “Heading Levels” for factors and subfactors that appear in the table of contents will satisfy this requirement. Otherwise, please clarify how offerors should “tab” electronic files. By submitting separate documents/files for each section, offerors meet the "tabbed" requirement.
Page 76 - Factor 2 – Past Performance Please clarify if new offerors (not a joint venture) may use the individual Job Corps experience of corporate staff to demonstrate a record of effective past performance. If so, how are offerors to provide a reference for the projects (centers) of the individual corporate staff members identified? In most cases, these individual corporate staff members worked for other Job Corps operators who may be competitors on the current procurement. It would not be feasible to send that potential competitor a questionnaire to fill out. Please advise. DOL will not evaluate an individual's experience to demonstrate a record of effective past performance. However, Offerors without a record of relevant past performance shall not be evaluated favorably or unfavorably for this Factor 2. The offeror will receive a Neutral rating.
Page 77 - Factor 2 – Past Performance The RFP states that “offerors may identify…projects performed by subcontractors that will perform major aspects” to demonstrate past performance. Please clarify if offerors are required to have the subcontractors submit questionnaires on any of their projects identified in the proposal. Yes. Offerors may submit past performance questionaires for major and critical subcontracts.
Page 77 - Factor 2 – Past Performance Although offerors may send questionnaires to companies they list in their past performance, those companies may not return the questionnaires on time or at all. Please clarify how projects used to demonstrate past performance will be evaluated if a questionnaire submitted is not received by the CO on time. Questionaires received after the date and time set for receipt of offers will not be considered. However, Offerors without a record of relevant past performance shall not be evaluated favorably or unfavorably for this Factor 2. The offeror will receive a Neutral rating.
Page 81 - Subfactor 4-d Small Business Sub-Contracting Plan At the top of page 81 the RFP acknowledges that a small business subcontracting plan is not required for small business offerors, but still requests “a listing of subcontracts that are anticipated.” Please clarify if this list is to include all anticipated subcontracts or just those anticipated to be small businesses. Also, please clarify if/how the list requested will be evaluated. The subcontract list is requested, but not evaluated. The subcontracts list should include at a minimum a list of the functions, tasks, and positions that are proposed with their anticipated dollar value.

OJC
Soliciation Section (when cited by contractor) Question(s) Answer(s)
N/A The Request for Proposals lists Technical Question Subfactor 1E-Outreach and Admissions (OA). However, there are not questions for CTS. Should CTS be addressed? As of January 1, 2020, all CTS services for graduates and former enrollees will be center-based and will need to be addressed as part of Subfactor 1B – Counseling Placement and Support: the counseling, placement, and support activities, focusing on the degree to which those activities will achieve high levels of placement of graduates into unsubsidized employment or into education programs leading to a recognized postsecondary credential upon completion of the program and in achieving initial and long-term employment of Job Corps participants.
N/A The utility document shows expenses for August 2017 through July 2018. Could the incumbent operator provide more current utility expenses for the period of November 2018 – October 2019? Attached is a summary of utility costs for the Montgomery Job Corps Center for 2017, 2018 and 2019.
N/A The minimum arrivals of 490 on page 19 of appears to be too high based on an OBS of 254 in that a 3.7% WTR is used instead of the customary 3.0%, is this the number expected? Arrival goals were determined by using a formula (On-Board Strength [OBS] x average Weekly Termination Rate [WTR] x 52 [weeks per year], along with other center-specific considerations.
N/A Can the current cost (year 2019) for utilities be provided? Attached is a summary of utility costs for the Montgomery Job Corps Center for 2017, 2018 and 2019.
N/A As the Phase-In/Phase-Out is a pass/fail, to ensure information is included in the plan, please provide an explanation of exactly what you are looking for with “staff requirements”. The requirement in the RFP states: Phase-In and Phase-Out plans shall include the period of time required for each action, staff requirements, and major steps to be accomplished during these periods. Staff requirements should include responsibilities for staff assigned to each action identified during the Phase-In and Phase-Out plans.
N/A Please validate that all air conditioners and heating units are functioning properly. The Facility Survey report provided to offerors described the condition of the center's HVAC systems during the time of the survey in April 2019. The center's HVAC inventory and instrastructure are aging and therefore experiencing some failures. Seasonal comprehensive preventive maintenance is essential.
N/A Due to the high humidity in Alabama, has the air ducts been maintained properly? Will AC units be serviceable if freon is no longer available after January? Some AC units have been replaced since the last facility survey was conducted in April 2019; and others that are aging will need to be replaced at some point. The government does not have a summary of units that will or will not be serviceable if freon is no longer available.
N/A Please provide loss runs for the last three years for worker compensation, general liability and auto liability to include dates, paid and reserve amounts, and a brief description of accident. No specific data available.
Attachment J-12 Please clarify that the bill for Montgomery Water & Sewer includes sewer as well as water. The description for the bill says water bill. The water and sewage usage and costs are included in one bill to the center each month. They are not separate bills, even though the description for the bill states water bill.
Page 13 - C.2-C The trade “OTP in Advanced Manufacturing” with an ETAR code of INADM-100-18 appears in the RFP but not in the current CTT-10 or center website. Is this a new trade that offerors should respond to? If so, please provide the current OTP provider. This will be a new Career Technical Training Program Offering. There is no current OTP provider.
Page 13 - C.2-C Please confirm that the Maintenance-Light Repair 24-slot program listed in the RFP is correct. There is a 20-slot “Auto Tech” trade listed on the CTT-10.
