About this file
This request for proposal solicits offers to operate the Keystone and Red Rock Job Corps Centers located in Pennsylvania. The selected contractor will be responsible for outreach and admissions, career technical skills training across 16 offered trades, and career transition services. Annual arrivals of 200 students are required for each center's combined recruitment area spanning several western Pennsylvania counties. The initial base period of performance is one year with four optional one-year extensions. Pricing terms include fixed-price CLINs without requiring approval for travel reimbursement. The Department of Labor seeks a single contractor to manage both centers while reporting outcomes separately for each location. Clarification was provided on career technical training programs, staffing ratios, and responsibility for vacant housing and other facilities.

C.2 & Attachment J-25
Various Question and answers provided relate to the 4% vacancy calculation. It is still unclear as to whether the 2110s will be used for this purpose. Please clarify.
The 2110s would not be an effective means for this calculation as staff vacancies identified are only captured as a snapshot in time at month end. If several staff separate on the 29th of the month and therefore appear as vacancies on month end on the 2110s, this would not accurately capture the average vacancy rate for the month. Conversely if several vacancies existed for the majority of the month until there were hires made on the last day of the month, this would again not accurately depict the average vacancy level throughout the month. Please consider an equitable calculation for both the government and operator, for the purpose of monitoring adherence to clause C.2.H of the RFP.
The 2110S is intended to be used to monitor vacancy rates.
The Government is revieweing the 2110S report again to make sure that it captures the type of information that is required to adequately and correctly monitor vacancy rate.
Thank you for this feedback.
B.1
The RFP indicates the planned OBS for Keystone JCC is 431, which is 40 students less than the PY Cumulative Onboard Strength report of 471. Is the RFP correct? Similarly, Red Rock JCC shows 244 on the PY Cumulative Onboard Strength report, yet the RFP states 264. Is the RFP accurate?
The RFP contains the correct OBS numbers.
C.2.A
Please confirm the recruiting area for this contract. The NEAP map does not include PARZ03 (Southern Alleghenies, South Central, Lancaster County, Berks County, and Lehigh Valley) as is indicated in the RFP. C
Some of the information provided in the RFP does not match the information listed on the CTT-10 report, and/or the Job Corps website. For example, at Keystone JCC the facility maintenance, office, carpentry and electrical trades are listed on the CTT-10 report and center website, but not in the RFP.
At Red Rock JCC plumbing and hotel and lodging are both on the CTT-10 report and center website, but not in the RFP.
There are also slot discrepancies (e.g., Keystone: plumbing:
48 slots in the RFP vs 24 on the CTT-10 report; material: 60 vs 30 and CAN: 60 vs 90; and Red Rock collision repair: 24 slots in the RFP and 48 on the CTT-10 report; carpentry: 40 vs 20; electrical: 48 vs 24. Finally, there are a couple of trades listed in the RFP that are not on the CTT-10 report (e.g., Keystone: certified medical assistant and Red Rock facility maintenance). Please explain the differences between the RFP and the CTT-10 report and center website.
The CTT listings provided in the RFP are correct. See Section C.2.
F.5
F.5 Annual Arrivals - Is the number of annual arrivals reasonable for the recruitment area listed in the RFP and NEAP map? Based on Executive Information System data, in the last 12 months the counties in this area arrived a total of 442 combined at Keystone, Red Rock, and Pittsburg JCC.
The correct arrival goals are stated in the RFP. Please see Section F.5.

Will the government consider increasing the page limitation on the Technical portion of the proposal? We request it be increased to provide a quality proposal that addresses the complexity of operating the two centers, almost 45 miles apart. Additionally, the unique features of each center coupled with the large number of career technical training offerings (16) listed in the RFP will require additional pages to fully describe our operational approach.
The page limitation for the Technical Approach factor, has been increased from 40 to 55 pages. See Amendment 0002.

B.2
Could the tables on pages 4-7 please revise the quantities to reflect the number of months in the period? I believe Option Periods 1, 2, and 3 should have quantities of 12.
Could the government please provide the NTE Amounts for CRA, Equipment, and CTST for the course of the contract?
The quantity for Option Periods 1 through 3 is 12. B.2 Pricing Schedule will be updated; see Amendment 0002.
C.2 We believe the number Combined Female Students should be 231 instead of 237. Is this correct?
Correct. This was a typographical error. The Combined Female Student total is 231. All other calculations in the table under C.2.B are correct.
J

C.2.C
C.2.C. Page 12. The RFP has changed the current CTT offerings at the two sites, will there be a transition period to allow students to graduate from their current training program or will students be expected to be relocated during the contract transition period?
Students currently enrolled in CTT Programs that will no longer be offered at the current campus will be afforded the opportunity to transfer to the other campus. Students currently enrolled in CTT Offerings that are not continuing will be afforded the opportunity to complete the trade at the current center or transfer to another center during the transition period. Each student will be met with individually by the incumbent operator so that they aware of these options well befroe the end of the current contract.
C.2.C C.2.C. Page 12. In that the RFP has changed the current CTT offerings at the two sites, will the trade changes be funded through the new contract or through additional funds?
The CTT changes will be funded separate from the awarded contract. Contractors should assume that the CTT changes will be implemented prior to assuming operations.
The RFP and subsequent site visit presentation indicate that the intent is to operate the two sites as one contract. Will the contractor be able to move students from one site to another during the student’s attendance at Job Corps?
The PRH does not provide a provision for multiple centers being offered under one contract and therefore the PRH requirement for transfering students remains.
