RFP Section Question Answer

L.6 - Instructions to Offerors

[P]age 60 shows hard copies and electronic versions of

Parts 1-4. On page 61 in the first paragraph, it states

Parts 1 and 2 shall be submitted electronically in PDF format and Part 3 shall be submitted using excel 2007 or more recent versions and to be sure it does not exceed

12 megabytes as well as all files may be sent in a zip format to reduce the size of the documents. This indicates the proposal should be emailed and there are only 3 parts to the proposal, not 4.

[W]ith the graph on page 60, it appears the electronic version is to be a CD and with hard copies requested for all 4 parts, requiring this document to be mailed, however, I understand the paragraph on the next page

(page 61) to only include 3 parts and all parts to be sent via email electronically. Then on page 67 under the BMP, there is a section that is supposed to be put on a flash drive, again indicating the submission is to be mailed.

Submission requirements are hard copy and flash drive.

There are 4 parts to this proposal. Please disregard all other instructions that are contradictory to this and we will be issuing a formal amendment to make these instruction clearer.

See Amendment 0001.

L.6 - Instructions to Offerors

Electronic files on page 58 references Part 2, Past

Performance on electronic submission, while page 60 references Part 3, Past Performance on hard copy and electronic submissions. Please clarify what part number is Past Performance section.

Past Performance is Part 3.

This amendment should make those instructions clearer.

See Amendment 0001.

RFP # 1630J2-17-R-00004

Virginia/West Virginia OA/CTS

Requests for Clarification

RFCs - 1630J2-17-R-00004

Virginia/West Virginia

L.6 - Instructions to Offerors

Both the Relevant Experience (Part 2.1.D on page 65) and the Past Experience (Part 3.B.2 on page 66) sections request the same information as “problems encountered and corrective actions taken.”

Each of these sections have page limitations and page

61, under A. Proposal Section Content, it also references that “Cross-referencing within and across proposal volumes shall not be permitted.”

If the problems encountered and corrective actions taken are required in both Relevant Experience and Past

Performance; DOL does not want cross-referencing within and across proposal volumes; and with specific page limitations, which section should contain this information?

"Cross referencing" means directing the reader to a separate proposal section for the information requested.

The information may be restated in multiple sections.

Each volume is written on a stand-alone basis, and DOL personnel must be able to evaluate each volume independent of the others.

G.3, C - Invoice Requirements

The 6-Month Survey measurement was replaced in PY16 with Graduate and Former Enrollee Placement Rate in

Quarter 2 and in the CTS system as the Quarter 2 Survey.

Will the Final Inspection (hold back) be changed to the

Quarter 2 Survey, and will it include both graduates and former enrollees since they are both in the measurement and on the survey?

The Solicitation is clear on it's face.

L.6 - Staff Development & Incentives

(1.2.e, pg 64)

This solicitation is a Firm Fixed Price please provide further clarification, as the only charge to the government are for the associated CLINS shown under

B.3 Pricing Schedule

This section requests a narrative detailing what efforts the contractor will make to develop, retain and reward staff. There is not a line item for staff incentives in this

RFP. Staff incentives shall not be charged directly to this effort.

L.6 - Part 4 BMP

The requirements in this section is associated with a typical Cost Plus Fixed Fee contract. The below information is what is usually requested for Firm Fixed

Price Contracts. Will there be an amendment for Part 4

Business Management Proposal Price?

Form ETA 2110, Financial Display by Year is not required.

Offerors shall submit attachments stated in Section J and

Schedule B pricing.

See Amendment 0001 for revised Part 4.

E - Inspection & Acceptance

Page 16 states the Initial Inspection and Acceptance of

Arrivals and Placements is due on the first day of the month. Is this negotiable? The turn-a-round time is very short between the last day and the first day of the month.

If these are mailed, they cannot even possibly be set to arrive by the first as the numbers will not even be posted until the first. I do know we submit vouchers later than the first, but didn’t know if the RFP stated the 1st and we negotiated a different due date.

Report is due on the first of the month for the prior month. For example, the report for the month of May would be due July 1.

L.6 - Instructions to Offerors

In section L, p. 61, it states that our references must be formatted according to APA format, which requires a list of references at the end of the proposal. Will the reference page be included in the page limits for the proposal?

Yes.

L.6 - Instructions to Offerors In section L, p. 64, will the letters of commitment be excluded from the page limit for 1.2 “Staff Resources”?

No.

The page limitation for Part 1.2, Staff Resources, *only* excludes the staffing chart, resumes, staff schedules, and position descriptions.

L.6 - Instructions to Offerors

For electronic submission, the RFP mentions flash drives in some places and CDs in others. Which electronic device should we submit our proposals on?

Electronic submissions shall be via "flash drive."

See Amendment 0001.

L.6 - Instructions to Offerors

In section L, p. 61, it states that Part 3 “Past

Performance” should be submitted as an Excel document.

Were you actually meaning Part 4, “Business

Management Proposal,” which is the section that includes our cost documents? And if so, should Part 3 also be submitted as a pdf?

Yes; Part 4, "Business Management Proposal" should be submitted using Excel.

Part 3, "Past Performance" should be submitted as a pdf.

L.6 - Instructions to Offerors

Page 63 1.2a states that the Staffing Chart is J-3, but Page

67 lists the Staff Chart as

J-4. Please provide the correct Attachment

Attachment J-3 is the Staffing Chart. There is no requirement to submit the ETA 2110 listed as attachment

J-3 on pg 67.

See Amendment 0001.

B.3 - Pricing Schedule

CLINS 0004, 1004, 2004, 3004, 4004 Training –

Please provide additional clarification of what the

Training CLINS consists of. For example: Is it for

Travel/Training or actual Training only?

Training. However, training and related travel under this effort that directly benefits the program would be minimal and will be evaluated and approved by the

Government on an as needed basis.

Can pages be rotated to a landscape format in the proposal submission?

Yes, that is acceptable.

The current VA CTS contract does not cover the northern

VA territory. The RFP states that CTS will be provided for the state of Virginia. Please clarify what the CTS territory is for this RFP.

CTS in the northern VA territory is covered under a separate contract. CTS will be provided for the state of

Virginia, excluding the zip codes listed below.

The following zip codes in VA are EXCLUDED from this contract effort :

20105, 20109, 20110, 20111, 20112, 20120, 20121, 20148, 20151, 20155, 20164, 20165, 20169, 20170, 20175, 20176, 20186, 20191, 22026, 22030, 22033, 22043, 22044, 22046, 22060, 22079, 22150, 22151, 22152, 22153, 22172, 22191, 22192, 22193, 22201, 22204, 22205, 22303, 22304, 22305, 22306, 22309, 22310, 22311, 22312, 22314

B, Supplies or Services and

Prices/Costs

The RFP on page 3 states the contractor will ensure a minimum of 1,473 arrivals, can the contractor continue to voucher per arrival once this is met?

Yes, this is the minimum number that will be contractually required.

B - Supplies or Services and

Prices/Costs

The RFP states on page 3 that CTS will be provided minimum of 875 youth returning to the state of VA. Since this is a per placement vouchering system, how will the government guarantee the minimum number of assigned youth to the contract?

This CLIN will be an estimated quantity. CTS shall be provided for an estimated amount of 875 youth returning to the state of Virginia. There is no guaranteed minimum.

B.3 - Pricing Schedule On page 9, the RFP references “...six month post placement…” Should this be “2nd quarter survey”?

The Solicitation is clear on it's face.

Please confirm that invoicing will be monthly for this contract.

Yes, invoices should be monthly.

L.6 - Instructions to Offerors On page 61, first paragraph references Part 3. Should this be Part 4?

Yes. See Amendment 0001.

J - List of Attachments Attachment J-3 lists six position titles. May we add additional titles?

There are seven positions listed in J-3 Staffing Chart.

Offerors may add additional titles, but are cautioned to abide by all PRH requirements, and all requirements set forth in the RFP, including page limitations.

L.6 - Instructions to Offerors

A statement on p. 61 says job descriptions are not required; the instruction on pg. 63 says the are. Please clarify.

The statement on pg. 61 means that job descriptions for each position are not needed, but as stated on pg. 63 position descriptions are required for key personnel (1.

Project Director; 2. Outreach & Admissions Manager; 3.

Career Transition Services Manager).

L.6 - Instructions to Offerors

The section on subcontracting to small businesses, par.

E, pp. 69-70 appears to be applicable to center operations contracts, not to OA/CTS contracts. Please clarify.

Large business offerors are required to submit a Small

Business Subcontracting plan, in accordance with FAR

19.7, "The Small Business Subcontracting Program."

J - List of Attachments

Unable to find attachment J-13 [Job Corps National Staff

Compensation Report]. Can you please assist with locating that within the RFP.

This attachment/report no longer exists, and all references to it should be removed from the RFP.

L.6 - Instructions to Offerors

Would you like us to print binders for 5 separate parts since the instructions say separately bound? Or since the tech and staff resources are technically part 1, broken up in two sections, can those two sections be combined in one binder with a tab? That would make 4 parts instead of 5. Please advise.

There are 4 parts to the proposal: (1) Part 1 - Technical

Proposal; (2) Part 2 - Relevant Experience; (3) Part 3 - Past

Performance; and (4) BMP (Price).

Part 1.1, Technical Approach, and Part 1.2, Staff

Resources, may be in one binder. The subparts should be clearly identfiable and separable within the binder.

File details come from the government source that posted it. Updated .
