RFP Section Question Answer
Based on data from the Job Corps Data Center the GAP centers on this contract have not anticipate enough students since 2013 for this contract to meet monthly arrival goals or total arrivals set out in this contract.
Thus in light of the implications of a Firm-Fixed-unit price contract has or will the government consider voucher adjustment at a given point in the contract period to cover some fixed cost by the contractor?
See Schedule B. It will be the contractual obligation of the awardee to meet minimum requirement of the resultant contract.
F.3 - Period of Performance
Section F.3 Period of Performance says contract period of performance is for two-year base period, with three one-year options, but the base period dates are for one year Nov. 1, 2017 to Oct. 31, 2018. Are the dates correct? Plus CLIN for year one shows base period dates of Oct. 1, 2017 to Oct. 31, 2018, is this correct in view of
Section F.3?
The period of performance is for a one-year base period, with four one-year option periods. CLINs for year one should be Oct 1, 2017 - Oct 31, 2018 to allow for "Phase In."
B.3 - Pricing Schedule
Training Dollars are shown in a ‘Not-to-Exceed’ amount on all the CLIN, does this cover PRH training which is unique to and directly benefit the Job Corps program?
Training and related travel under this effort that directly benefits the program would be minimal and will be evaluated and approved by the Gov't on an as needed basis.
B - Supplies or Services and
Prices/Costs
Section B.1 General, says the contractor shall provide
OA services in the State of Maryland to ensure the arrival of 1315 students. Yet all the CLIN use 898 for which the contractor can invoice for. What is the correct arrival goal? If the arrival goal is 1315, does the
898 reflect the pool for which the contractor will be reimbursement?
The correct arrival goal is 1315. See Amendment 00001 for corrected B.3 Pricing Schedule.
B - Supplies or Services and
Prices/Costs
Is total cost per unit divided by the 1315 or 898 for purposes of billing?
Total cost per unit should be divided by 1315.

L.6 - Instructions to Offerors
Section L.6, item F. General – Proposal Submission – page 59 says, “…Part 4 (BMP) of the proposal, with the exception of the Standard Form 33 and the Statement of financial Capability, shall be submitted using Excel
2007…” Since offer has to describe a number of items as outlined on page 64 and 65, are those narrative descriptions to be in Excel also, are can they be in Word format?
Narrative descriptions may be in Word format.
L.6 - Instructions to Offerors Page 65: 6): Is a letter of credit necessary if no line of credit is needed?
A statement is required, as specified in the RFP, to demonstrate the Offeror has a sufficient line of credit available as necessary.
L.6 - Instructions to Offerors
Page 65: Items 9); 10) and 11): Are these documents/assurances required for an OA contract. Or do these apply to Centers?

Financial Display By year, ETA 2110 (Attachment J-3)…
The attachment J-3 on this solicitation is the Staffing
Chart. Will the ETA 2110 form be provide?
The ETA 2110 form is not required. Attachment J-3 is the Staffing Chart, as listed in Section J.
L.6 - Instructions to Offerors
Page 66—b. Staff Salary Structure and Compensation
Plan—Total Compensation Plan---refers to the National
Job Corps Staff Compensation (Attachment J-13). Will this be provided?
This attachment/report no longer exists, and all references to it in the RFP should be removed.
Does the government intend to assess the refundable cost as liquidated damages? If so, where does the $750 figure come from? The damages for ineligible enrollment are excessive at $750 per day. Since the clause refers to refundable cost, one would presume the penalty should be based on the student year cost at the relevant center adjusted for the variable cost; which on cost reimbursement contracts is 15% of the daily student year cost, all other costs being fixed costs. If the student year cost is $30,000, the daily cost is $82.19 and
15% of that is $12.36. The $750 amount is not consistent with the liquidated damages clause for center contracts with OA/CTS for the same issue. Please clarify?
The solicitation is clear on it's face.
Will the due date be changed in view of the pertinent questions being ask, which affect the proposal development?
No. Proposals shall be due at the date/time specified in the RFP.
-- Will there be any equipment funding? No.
If we arrive more than 1315 students in any given contract year, will we continue to be reimbursed per student over the 1315? Or is there a cap on the maximum paid out of 1315 x unit cost?
This is the minimum number that will be contractually required.
J - List of Attachments;
L.6 - Instructions to Offerors
Page 43 lists J-3 as Staffing Chart and J-4 as Past
Performance Confirmation Questionnaire. Page 64 refers to J-3 as form 2110 and J-4 as Staffing Chart.
Please clarify.
Attachment J-3 is the Staffing Chart, and Attachment J-4 is the Past Performance Questionnaire, as listed in
Section J.
-- Will GSA vehicles be available for this contract? Yes.
B.1
RFP states: “The contractor shall provide Outreach and
Admissions (OA) services in the state of Maryland and shall ensure the arrival of a minimum of 1,315 students
(795 males and 520 females) into the Job Corps program annually for residential male and female students, and nonresidential male and female students.” However, on
Page 4, the pricing schedule for all periods indicates 898 arrivals. Please clarify.
Arrival goal is 1315 students.
E.2 - Inspection & Acceptance
RFP states: “On the first day of the month, the contractor shall furnish, to the COR, a list of student arrivals made during the prior month. The list shall contain (1) the student’s name, (2) student identification number, (3) the center where the student arrived and (4) the date of arrival. The list shall be identified with the following title: “Arrivals List for Initial
Acceptance No. 1” and the list number shall be submitted in sequential numbers.”
(1) How is the list to be submitted, hard copy, electronically or both?
(2) Since the list of arrivals are due on the first day of the month, will the contractor be able to submit an amended list after the first day for arrivals that take place at the end of the month that were not included on the initial list?
(1) This will be determined by the COR after contract award.
(2) Report is due on the first of the month for the prior month. For example, the report for the month of May would be due July 1.
H.30 - Incentives
RFP States: “The contractor shall provide annual incentives to staff including those occupying professional occupations in Paragraph H.24. The contractor shall include what specific positions will be eligible for an incentive payment, the total amount of the potential incentive, and the timetable for such payment. Incentives that are charged to the contract shall not exceed one percent (1%) of total gross wages of staff including those occupying professional positions in Paragraph H.24 and shall not exceed $5,000 per individual.”
Since this is a firm fixed price contract, doesn’t the compensation strategy including incentives fall under the discretion of the contractor, provided that the wages comply with federal mandates, especially since contractors utilize incentives to promote productivity?
L.6 - Instructions to Offerors
RFP states: Offerors shall provide the following on a flash drive using Microsoft Excel: Financial Display By
Year, ETA 2110 Format (Attachment J-3).
Since this is a fixed price solicitation, is an ETA 2110 required?
An ETA 2110 form is not required.
L.6 - Instructions to Offerors
RFP states: “In developing staff compensation plans, offerors shall give consideration to the National Job
Corps Staff Compensation Report (Attachment J-13).
This table reflects independent, expert advice that has been given to the U.S. Department of Labor concerning the average salary levels that would be competitive within the local labor market.
Will there be a forthcoming National Job Corps Staff
Compensation Report?
This attachment/report no longer exists, and all references to it in the RFP should be removed.
L.6 - Instructions to Offerors
Pg 66, b. Salary Structure & Compensation - Since this will be a fixed price contract, are sections 1) and 2) required? These sections have not been included in prior fixed price solicitations.
No, these are not required and should have been omitted from this solicitation.
L.6 - Instructions to Offerors Pg 67, Section C - Please confirm that the Pricing
Schedule is Attachment J-1.
