13 Section C.2F
Section C.2F states On‐Center Child Care Program is not required, however, the current Iroquois Job Core Center website promotes a $5 to $1 match for assistance with Childcare costs. Is this a DOL program that the operator needs to cost as part of operating the contract or is it outside of the center?
This is a government match as explained in PRH 6.2, R5 Allotments. The operator does not need to cost the student allotments as part of operating the contract.

Attachment J‐5, & Attachment J‐1
Section B ‐ RFP
Although the RFP states that offerors shall not propose pricing for CLINS CTST, we noted that annual funding provided on the pricing schedules in Attachment J‐1 and in section B.2 for CTST totaled $33,600. Based on the 124 CTST slots provided on Attachment J‐5 this only provides $271 ($33,600/124 = $271) per slot compared to a standard rate of $500.
If the standard rate should be $500 per slot, CTST would have an annual funding of $62,000 ($500 * 124 = $62,000). Therefore, shouldn’t CTST funding on pricing schedules on J‐1 and in section B.2 total $124,000 for the base period and $62,000 for each option period
The center has 124 CTT slots that qualify for CTST funds. The total annual amount would be $500 x 124=$62,000 annually. Section B.2 has been amended to reflect this change.
Attachment J‐12 J‐12 & J‐23
Annual Iroquois JCC utility costs provided on Attachment J‐23 are inconsistent from year to year; There is a five year high of $375,892 in PY 2014 to $249,248 low in PY17.
The detailed J‐12 schedule of PY18 utility costs only provides a total with a list of utilities included with no usage or unit cost.
What was the cause of the extreme increase in PY2014 over the next 3 years? heating costs associated with extreme 2014 winter or other factors?
Can the government provide a break down by utility service type with usage and price?
Also, can the government tell us which years on the J‐23 reflect the water usage from the local community vs.
water coming from the decommissioned well?
Extreme weather will effect the utilitis usage and price.
FY 2017 total usage for Electric ‐ 1,285,723, Water ‐ 2,510,931, Propane ‐ 102,339. FY 2018 total usage for Electric ‐1,522,282, Water ‐ 2,605,000, Propane‐ 125,158. FY 2019 total usage for Electric‐ 1,341,832, Water ‐ 2,908,000, Propane ‐ 127,469 . The well was decomissioned over three years ago.

Attachment J‐12 J‐ 9 Facility Survey #2
Total utility costs provided at J‐12 include telephone service through Verizon. However, the RFP provides no information about the cost of internet services.
In addition, the facility survey #2 at J‐9 states that long distance telephone is provided by MCI and that cable/satellite TV is provided by a local company. None of these providers were included in the utilities schedule at J‐12. Are the costs of these services included in the annual utilities disclosed in J‐23? Or does the J‐23 exclude the Verizon and MCI services?
Can the government provide an annual or average cost for Verizon internet services and the unlisted telephone and cable TV service providers?
The government doe not provide information on the telephone and internet costs. Offerors are to include these costs as a part of the proposed pricing. The Verion and MCI costs are not part of the annual utilities costs provided in J‐23.
26 J‐9
According to the Facility Survey #1, the Iroquois center recycles 15% of their solid waste. Are the recycling facilities part of the center operations and what is the annual cost to operate and maintain the solid waste recycle program?
Are these costs included in the utilities stated in the J‐23?
According to the Facility Survey #1, the Iroquois center recycles 15% of their solid waste. Are the recycling facilities part of the center operations and what is the annual cost to operate and maintain the solid waste recycle program?
Are these costs included in the utilities stated in the J‐23?
The center is self contained with the Spetic system so there is no municiple sewerage. The center uses a spetic system and leach field. Inspections are 4 times a year for $160 each inspection for total of $640. Leach field takes care of the liquid waste. Solids go into tanks. Tanks get pumped out 6 times a year at $350 for each pumping for total of $2100. This is paid for from center operations.
23 J‐9
Page 23 of the Facility Survey #1 provides usage and cost for Electric, propane and water for a three‐ year period ended FY2016 however, cost per unit for water usage was not provided. The lack of cost appears to result from the fact that prior to 2017, the center had an on‐site well and storage to service water needs. According to the site survey, in 2017 the center well and storage facilities were decommissioned and the Center water system was transferred to local community water system in Shelby, NY.
What was the annual increase utility cost associated with the switch to public culinary water?
Can the government provide the usage and cost per unit after the switch to Public Culinary Water source in FY 2017 – 2019?
The Well was decommissioned aprox 3 years ago (2017). The water is supplied by the municipality. The center uses potable water. However the Fire Supression pond uses rain water and does have a back‐ up filling system to ensure water levels during times of drought. The cost of water usgae did result from switching from Well water to public water. Water Energy conservations efforts are practiced on center.
Several factors would impact water costs based on usagage such as OBS.
48 J‐9
Page 48 the facility survey #1 states that the Center is leased from the USDI Fish and Wildlife Services.
However, there are no attachments at J‐19 of the RFP. Is there a facilities lease agreement whereby the contractor would be considered the sub‐lessee under section H.25 of the RFP?
MOU between two government entities. There are no costs to the operator. The contractor is not a sub‐ leesee.
J‐9 Facility survey #1
The Facility site survey notes that transformers as well as Perimeter and roadway lighting are to the site are owned and maintained by the Center. What is the average annual cost to maintain these assets for the past three years?
Costs will not be provided. Costs depend on the how well the center maintains and the preventative maintenance program on center.
J‐9 Facility Survey #1
Are the 31 Propane Tanks on site owned by the Center or rented? If rented, what are the annual rent/lease costs”?
If all 31 Propane Tanks are owned, do all the tanks meet the current industry standards and are they certified?
When was the last certification? Are there annual maintenance cost related to these tanks?
The propane tanks are owned by the supplier. The charges are based on usage. Tanks are maintained by the supplier.
18 J‐9
According to the site survey, the Center has onsite Septic and drain field systems thus no sewer costs were provided in the RFP. However, it was noted in the Facility survey #1, that the sewage dosing chambers were deteriorated and the potential for higher maintenance costs or issues could arise in high water periods.
What were the maintenance costs for the last three years associated with the onsite septic system and drain field?
The septic system was inspected quarterly as part of the Quarterly Environmental Health Inspections. There were no issues at the time of the last inspection dated December 2019. Inspections are 4 times a year for $160 each inspection for total of $640. Leach field takes care of the liquid waste. Solids go into tanks.
Tanks get pumped out 6 times a year at $350 for each pumping for total of $2100.
37 J‐9
Based on DOL OBS data, the Iroquois JCC average OBS declined in PY 2017 and 2018 from 2016. Facilities Planning report notes that a Marshal Hall Dorm (facility #4) was not satisfactory and was scheduled for demolition once the new dorm was completed. The report noted that the new dorm was in the design stage in 2017.
Did the conditions of Marshal Hall Dorm affect the OBS?

p.13 C.2 Attachment J‐25
Various Question and answers provided relate to the 4% vacancy calculation. It is still unclear as to whether the 2110S will be used for this purpose. Please clarify.
The 2110S would not be an effective means for this calculation as staff vacancies identified are only captured as a snapshot in time at month end. If several staff separate on the 29th of the month and therefore appear as vacancies on month end on the 2110S, this would not accurately capture the average vacancy rate for the month. Conversely if several vacancies existed for the majority of the month until there were hires made on the last day of the month, this would again not accurately depict the average vacancy level throughout the month.
Please consider an equitable calculation for both the government and operator, for the purpose of monitoring adherence to clause C.2.H of the RFP.
The 2110S is intended to be used to monitor vacancy rates. The Government is revieweing the 2110S report again to make sure that it captures the type of information that is required to adequately and correctly monitor vacancy rate. Thank you for this feedback.
N/A N/A
Please provide the specifications of internet service to be provided by the operator to fulfill the scope of work obligation beyond what is supplied and paid for by JCDC.
Internet service specifications and identify of the provider are determined by the operator. The government does not dictate which provider to use.

B.2 & Attachment J‐1 F.3
The contract start date noted at Section B.2 and on the J‐ 1 attachment is July 1, 2019, which date has already passed. Please clarify.
The base period of performance and subsequent contract option periods on Attachment J‐1(pricing detail) and at section B.2 are inconsistent with Periods of Performance in section F.3 of the RFP.
Will the Government clarify the phase‐in, base period, and option periods? It appears the base period, with phase‐in, should be July 1, 2020 through July 31, 2022 and that subsequent option periods are from August 1, 2022 ‐ July 31, 2025.
This is addressed in this Amendment 0001.
16 F.3
According to Section F.3 on page 16 of the RFP, the Phase out period is for the entire contract period from July1, 2020 to July 30, 2025. Is the correct Phase period from July 1, 2025 to July 30, 2025? This is addressed in this Amendment 0001.
FAR 52.222‐46 is referenced in the solicitation provisions;
Please confirm a Staff Compensation Plan is not required for this
A Staff Compensation Report is required. Section L and M have been amended to incorporate this requirement.
