QUESTIONS AND ANSWERS

INTERIOR AND EXTERIOR REPAIRS TO HURRICANE DAMAGED BUILDINGS

ARECIBO JOB CORPS CENTER

SOLICITATION NUMBER 1630DC-19-Q-00035

1. The first page of the solicitation states that the contractor shall submit one copy of the proposal via email to ramso.bryan@dol.gov by the solicitation due date but it also states on 13.A. that a sealed offer in original and __One (1)__copies to perform the work required are due at the place specified in Item 8 by _2:00 PM Eastern Time on 6/24/2019. Are these both required, or is the email sufficient?

Answer: We are not using sealed bid procedures for this project. The language in 13.A. is general language on the form. The bids are able to be emailed to ramso.bryan@dol.gov. The bidders will need to include the first 2 pages of the solicitation properly filled out along with acknowledgement on all amendments as stated on page 2 of the solicitation.

2. Do we have to apply City Construction Taxes?

Answer: If the city has construction taxes these costs should be included in the bid. Verify with the local authority to determine if these taxes are applicable.

3. Building 1 (Dispensary) states to remove and replace approximately 120 square feet of 2 foot x 4 foot acoustical ceiling tiles. At our site visit we noticed that 2 foot x 2 Foot tiles and Grid are in place in this room.

Answer: This work is no longer required as a part of this Solicitation. Part IV Extent of Work, paragraph A.1.i Building 1, Dispensary (on page A-26) has been deleted from the Solicitation in its entirety.

4. Building 28 ( Men’s Dormitory Study) states to remove and replace approximately 50 square feet of 2 foot x 4 foot acoustical ceiling tiles. At our site visit we noticed that 2 foot x 2 Foot tiles and Grid are in place in this room.

paragraph A.10.i Building 28 (on page A-28), Men’s Dormitory has been deleted from the Solicitation in its entirety.

5. Building 14 (Academic) states to remove and replace approximately 150 square feet of 2

Foot x 4 foot acoustical ceiling tiles. At our site visit we noticed that 2 foot x 2 Foot tiles and Grid are in place in this room.

paragraph A.6.i Building 14 (on page A-27), Nursing has been deleted from the Solicitation in its entirety.

6. Should the proper 2 Foot by 2 Foot tiles be replaced?

Answer: In the remaining locations where ceiling tiles are to be replaced, the ceiling tiles shall be 2 foot x 4 foot as called for in Part IV Extent of work of the Solicitation.

7. On Page A-29 Item 12 - Site work it is stated on (ii.) that we must verify all 113 pole and building mounted exterior light fixtures (see Sketch D) are working. On Sketch D, known fixtures not working are marked with a black box around location dot. For all fixtures not working, replace bulbs. Re-lamp and realign sports field lighting clusters. Reinstall, re-lamp and verify light fixture on cluster pole between Buildings 34 and 15. The fixture for this pole is located at the base of pole.

Questions regarding the Site work:

(a) After verifying the 113 light fixtures, do we only have to inform of the status of the fixtures that are working and not working?

Answer: No. Per Part IV, paragraph A.12.ii (Page A-29), the contractor shall verify the condition of all 113 light fixtures and report on their working condition (working or not working). The contractor shall re-lamp all non- working fixtures. Any fixtures beyond the 18 known non-working will be addressed under Differing Site Conditions, FAR Clause (52.236- 2).

(b) This section states that there are known fixtures not working and that these are marked with a black box around the location dot, but on (Sketch D) there are no black boxes around any location dot, it only details in writing that 18 Lights are Non-Working. Can you please clarify where are the known not working Lights located? Also, it is hard to tell apart the green dots from the black dots.

Answer: Refer to the revised site lighting plan with the black boxes on Page A-34 (there are 17 boxes and 18 fixtures).

(c) Do we only replace the 18 known Non-working Lights?

(d) Are the 18 known Non-working lights included in the 113 light fixtures that need to be verified?

Answer: Yes, the 18 known non-working lights are included in the 113 light fixtures.

(e) The Reinstall, relamp and verification of light fixture on cluster pole between Buildings 34 and 15 is not clear. You indicated that the fixture for this pole is located at the base of pole. At our site visit there was no way to identify type of fixture and lighting that was located at the pole. Could you specify what fixture and lighting will be installed?

Answer: Provide and install fixture(s) to match the existing fixtures mounted on the other playing field light poles.

8. On page A-28 Item 10 Building 28 (Men’s Dormitory Study) it states that the window sills be painted. Can the painting of the window sills be done by hand with roller and/or brush or must it be done with a spray paint gun and compressed air?

Answer: This is contractor’s means and methods. Either is acceptable.

9. The Scope of Work call in Building 1 Dispensary to replace 120 sf of Acoustical Ceiling

Tiles, in building 4CPP area calls for 180 sf of ACT and grid. During our site visit we notice that Acoustical Ceiling was replaced throughout the mention areas in both cases. Please clarify if we need to include work in these buildings.

paragraph A.1.i Building 1, Dispensary (on page A-26) has been deleted from the Solicitation in its entirety.

10. The Scope of Work in the Site work section (page A-29) mentioned a Sketch D and a Sketch

E please clarify if it refers to pages A-33 and A-34 of the solicitation. In the event these are not please provide them.

Answer: Site work mentioned on page 29 does refer to pages A-33 and A-34 (Part VI, D – Site Lighting Plan and E- Electrical Panel Locations).

11. Please indicate if the Department of Labor will require certifications and warranties for the work to be perform. If so, please indicate which type of certification will be required and to which portion of the work.

Answer: There are no known certifications required under this solicitation. DOL requires all material and labor warranties, including the Contractor’s 1 year labor and material warranty, for all work performed under this Solicitation. The Contractor shall follow the following warranty guidelines on Page A-29.

REVISED JUNE 13, 2019 BY AMENDMENT 0001 A-9

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

2017) (section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235) and its successor provisions in subsequent appropriations acts (and as extended in continuing resolutions)).

(iii) 52.219-8, Utilization of Small Business Concerns (Nov 2016) (15 U.S.C. 637(d)(2) and (3)), in all subcontracts that offer further subcontracting opportunities. If the subcontract (except subcontracts to small business concerns) exceeds $700,000 ($1.5 million for construction of any public facility), the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities.

(iv) 52.222-17, Nondisplacement of Qualified Workers (May 2014) (E.O. 13495). Flow down required in accordance with paragraph (l) of FAR clause 52.222-17.
