1. The 1st page of the RFP states “Alternate Payment Protection is required for this project as specified in FAR 52.228-13”. Page A-11 states: (a) The Contractor shall submit one of the following payment protections:
b) The amount of the payment protection shall be 100 percent of the contract price. (c) The submission of the payment protection is required within _________ days of contract award.

The offer guarantee box on the 1st page is not checked. Please let us know what type of Alternate Payment protection is required for proposal submission.

2. I do not see a Section L, Instructions to Offerors, in the RFP. What items do you want included in proposal submission?
Answer: There is no Section L and the wording in Block 8 on Page 1 should read “See Block 7”. All you need to do is submit Pages 1 and 2 of the solicitation with a price, company information, amendment acknowledgement and make sure the form is signed.
3. Please confirm the center is closed and no students will be onsite during construction.
Answer: The Job Corps Center is closed and there are no students onsite.
4. What is the anticipated award and commencement date for this project?
Answer: To be determined
5. Are there specific superintendence/safety personnel requirements for this project (number/qualifications)?
Answer: See FDEP Standard Operating Procedures for Field Activities and 29 CFR 1910.120

1630DC-19-Q-00028 PAGE 3 OF 6

Answer: No
8. Will Sunshine State One Call clear underground utilities on site? Are there any maps or figures showing underground utilities?

9. Will there be a bid sheet with all the units required so all parties will be bidding on the same scope of work?
Answer: Please refer to Question 2.
10. The RAP says to remove the top foot of soil in Area A (as it is 75% clean) and use as clean backfill. Sample DS-30 inside of Area A has a PCB concentration of 24,000 ug/kg and was collected from 0.5-1.0 feet below land surface (bls). How far beyond soil sample DS-30 within Area A from 0-1 foot bls is considered clean and can be used as clean fill?
Answer: Do not use Area A as clean fill.
11. How many feet of curbing and to what height will have to be installed? What are the design specifications for the curbing?
Answer: Provide 1.5’ and 2.5’ small retaining walls as per Figure 2 in the Soil Testing Update.
12. Six inches of topsoil is to be placed over the clean fill. Is this in addition to the two feet of clean fill required as a soil cap? If so, the curb height may need to be increased six inches. Does the topsoil need to be certified as clean the same way the clean fill described in the RAP will have to be with specific analytical parameters?
Answer: Topsoil is in addition to soil cap. Slope soil to curb. Provide prepared 6” Soil Layer per Florida DOT Section 162 and hydro-seed grass per Florida DOT Section 570.
13. Soil sample DS-9 (1’-2’) has a PCB concentration of 1,000 ug/kg and is not included in the soil fill area. Should it and the area around it be covered with 1-foot of clean fill?
Answer: Yes
14. What type of grass seed should be used for hydro-seeding?
1630DC-19-Q-00028 PAGE 4 OF 6

Answer: Raise all existing surface utility covers, hydrants, manhole cover drains, etc.
to new finish grade elevation.
17. Soil samples CSB-1,2,3 and 4 were collected to better define the extent of contamination around soil sample location SBP-1 so the area can be capped with clean fill. The sample locations for CSB-1,2,3 and 4 are not shown on any Figures. Can a Figure with their locations be provided?
Answer: Soil Sample location is attached.
18. There appears to be 2 different remediation plans for the site created by the same consultant. One is clearly a cap only plan, the other is to remove the existing cap and remove material and replace the cap. Which plan are we to price?
Answer: Price as written. The Soil Testing Update is an update to the Remedial Action Plan and does require material removal and replacement.
19. Three small retaining walls are shown, these are not existing. Is the contractor to build these as part of this scope? If so, will a detail be given, or is the contractor responsible for the design as well as the construction? What is the length and height of these new walls?

1630DC-19-Q-00028 PAGE 5 OF 6
22. Most of the existing sidewalks have a great deal of cracking in them. With the proposed elevation changes and the existing damage, will these sidewalks be replaced under this contract?
