QUESTIONS AND ANSWERS

WASTEWATER TREATMENT PLANT ENGINEERING STUDY

JACOBS CREEK CIVILIAN CONSERVATION CENTER

SOLICITATION 1630DC-18-Q-00006

1. When is the study on the drinking water distribution and treatment system going to be available and can we obtain a copy? Is there a raw water analysis?

The study on the water treatment plant and water distribution will be added to the solicitation attachments page.

2. Are we to consider alternatives for controlling Inflow in the sewer system? Is the infiltration problem only at the manholes?

Yes, inflow in the sewer system is a concern in the manholes and lateral runs.

3. How frequently was the membrane cleaned and/or backwashed and cleaned with Citric Acid? What was the cleaning cycle?

The plant operator proceeded with normal cleanings and what was required per the manufacturer. Awaiting answer from plant operator regarding the Citric Acid cleanings, but they were done periodically and outside of the cleaning cycle if flow through the plant became a concern.

4. Have you examined the alternatives for construction of low cost covers/enclosures for the treatment plant? If so, what findings?

There were discussions of placing the plant inside an engineered building with the installation of a lift that could be used to pull the modules for replacement of the membranes.

5. What did the refurbishment of Module 2 (July 2014) consist of? What was done?

In July 2014, all membranes and associated tubing in both modules were replaced with new membranes.

6 Is there an analysis of the material which is fouling the membranes? The sludge packed between the modules?

The July 2015 Jacobs Creek Job Corps Center Wastewater Treatment Plant Evaluation Report prepared by H.A. Spalding Engineers, Inc. tested and analyzed what could possibly be fouling the membranes. The intent of this study is to develop design documents for an alternative to this waste treatment process.

7. What is the flow from a) the art studios, and b) the ceramic studios?

The July 2015 Jacobs Creek Job Corps Center Wastewater Treatment Plant Evaluation Report prepared by H.A. Spalding Engineers, Inc. has information regarding what was found in the outflow for each of these areas.

8. What activities were being conducted at the JCJCC in October and November 2014?

Nothing outside of normal Center activity.
