14. Is there an incumbent, and if so, who is the incumbent?

This is a new requirement so there is no incumbent.

15. Relative to the scope of work, it appears that the primary responsibilities of the contractor relate to identifying the needs of each of the 24 network planning grantees, developing as associated action plan, and ensuring that each grantee is partnered with an appropriate TA provider based on its unique needs. Do you anticipate that the selected contractor will also have an opportunity to serve as the TA provider(s), assuming the contractor is experienced in that area(s)? Or is it necessary that the contractor select other entities for providing the required TA?

The contractor is meant to serve as the technical assistance provider. No, it is not necessary that the contractor sub-contract a TA provider particularly if they are able to and have a proven track record of providing TA and sufficient staffing to carry out all requirements as outlined in the SOW.

16.Can you please elaborate on what would be included within the reverse site visit mentioned in Task 7 of the Statement of Work?

The contractor, along with HRSA staff, will be responsible for hosting a meeting for the grant network leaders. The contractor will provide input regarding the meeting content and will assist in the logistical planning of the meeting.

The meeting will be held at HRSA headquarters.

70 of the RFP?

The sourcebook shall contain a collection of templates and resources specific to the Network

Planning grantees and the associated program deliverables.

going to be, is it expected that the contractor identify its own qualifications, or its own qualifications as well as the qualifications of potential sub-contractor?

Identify all potential qualifications, focusing on where the anticipated needs may lie for

Network Planning grantees at various stages of their network development.

19. For the above question, with reqard to qualifications is there a difference between who needs to have the qualifications (the contractor or the TA providers) between the list on page 62 and the need areas identified in Seection III paragraph 1 of the statement of work (page 69)?

Those capabilities are specific to the technical assistance providers.
