Questions/Answers:
1 Q: Provide the expected annual volume of studies by modality.
A: The estimated annual volume of modalities is provided in the attachment Package #1 “SOW 12.01.15”
2. Q: Wanted to know if the service unit would consider opening this opportunity to all/large business concerns?
A: At this time, we are setting the requirement for small business. See Item 4 “100% small business set-aside”.
3. Q: 1. Under Synopsis Item 9 Provisions/Clauses: It states that the Offeror is to include a completed copy of the provision with offer of 52.212-3, unless offeror has a current ORCA certification. I understand that ORCA and CCR records are now moved to SAM. Will an active completed SAM certification be sufficient?
A: Yes, will accept an active completed SAM certification.
Item 9 should read as follows;
52.212-3 Offeror Representations and Certifications - Commercial Items; Offeror's are to include a COMPLETED COPY OF THE PROVISION WITH YOUR OFFER, unless offeror has a current System for Award Management (SAM) certification. A copy of the provision may be attained from http://farsite.hill.af.mil/vffara.htm
4. Q: What is the start date of service to be?
A: The start date will be 30 days after notice of award.
5. Q: Under SOW E. Pricing Schedule:
Can I correctly assume the Estimated Hours means the estimated number of annual studies?
Will annual increases in volume be allowed in the bid beyond the base year for estimating number of future studies?
A: Yes, the estimated hours means the estimated numbers of annual studies.
An increase in volume will be allowed depending on the volume of studies to be estimated.
6. Q: Under SOW C 5. Qualifications:
If the Offeror is already currently providing service at another IHS site, can those credentials be directly transferred to you from the other site?
A: No, each site must credential each Contractor independently.
7. Q: Will subcontracting be allowed for afterhours coverage if needed?
A: Yes, must be credentialed prior to start of work.
8. Q: Any new equipment or procedures that will be added during the contract period? If so, and if that increases the study volumes, how will that be handled?
A: If any changes are made that increase the scope of work contracting offers will negotiate changes with the Contractor.
