Purpose:

The purpose of this Statement of Work is to provide SAP Security Role

Administration and expertise. This will require the following skillset:

1.,,SAP ERP resource who has knowledge specific to FPI’s 3rd party

Control Panel CPGRC configuration and support for User Access Requests, Fire Call Requests, Annual User Recertification and Mitigation Controls.

2.,,SAP ERP Resource who has knowledge specific to FPI’s special requirements with role administration relating to inmate and staff users.

3.,,SAP ERP Resource who has knowledge of FPI’s A123/FISCAM audit process and documentation requirements relating to SAP S4hana and Hana

DB.

4.,,SAP ERP Resource with the ability to provide training and knowledge transfer to new and junior level staff on Authorization concepts pertaining to S/4, Analysis for Office, Fiori and Solution Manager.

Scope;

The scope of this Statement of Work is for the Contractor to provide senior-level consulting in the SAP Security Role Administration. The contractor will provide project management and administration expertise

in the area of Security Role Administration. The contractor will configure roles and authorization for FPI SAP systems. The Contractor will assist and advise on the current Federal Prison Industries (FPI)

SAP S4Hana PFCG configuration and all SAP Enterprise Resource Planning

(ERP) systems, to include FPI third party interfaces.

The Contractor is required to assist with securing Inmate access in the

SAP environment, including to an upgraded SAP S/4 HANA system. The

Contractor will be required to provide guidance and knowledge transfer to current FPI staff.

Tasks;

The Contractor must perform the following tasks:

a.,,SAP Security Role Administration with expertise and knowledge of FPI security requirements for role development for both staff and Inmates.

b.,,Assist with the current roles and authorization tasks of FPI SAP ECC system and S4hana systems.

c.,,Knowledge of FPI SDLC process.

d.,,Provide senior-level consulting and training to develop ERP Staff in

FPI inmate Role administration and security requirements.

e.,,Knowledge of FPI Audit, A123, and ATO process.

Deliverables;

Perform tasks listed in the Task section of SOW as assigned in coordination with the Chief of ERP. Provide a weekly status report to the Chief of ERP of tasks completed during the week and upcoming initiatives. Participate and complete training requirements established and coordinated by the Chief of ERP.

PERIOD OF PERFORMANCE

The period of performance of this task order shall be one (1) base year of twelve (12) months and one (2) twelve (12) month option year. Annual hours or work authorized under the contract are not to exceed 2080 hours per contracted individual.

Both parties agree weekly hours of work may change due to deadlines, vacation, sickness, client duty realignment, etc., and each party will communicate such changes in advance. The Contractor will invoice UNICOR for billable hours of actual work monthly.

00002 Travel 1 EA 10/03/2022

Air Travel and Rental Car. The Contractor is allowed only economy class air travel and economy class rental car. The Contractor is responsible for submitting receipts for airfare and rental car costs incurred to the

COR. The government will reimburse the Contractor for actual costs only.

The government will reimburse the Contractor with the daily per diem rate as prescribed by GSA, Department of Defense or Department of State, as applicable, for the city being visited, even if the actual expenditure does not amount to the published daily per diem rate. The government will not reimburse per diem amounts in excess of the published daily per diem rate for the city being visited whether characterized as OH, G<(>&<)>A, Fee or otherwise. The Contractor is not required to submit receipts for per diem costs less than $25. All reimbursement will be in accordance with the Joint Travel Regulations

(JTR).

1.0 SCOPE OF WORK

The scope of this task order is for the Contractor to assist FPI with current configurations of the FPI SAP system as well as provide senior-level knowledge of a modules in use by FPI such as Production

Planning, Sales and Distribution, Material Management, Payroll or

General Ledger. The Contractor must assist FPI with business processes that pertain to the FPI SAP system, including FPI business processes in the relevant modules and/or Third Party Interfaces.

Contractor must assist with configuration of SAP in a corrections environment for inmate security. The Contractor will assist in the testing, configuration changes that may come with upgrades and patching.

The Contractor is required to provide knowledge transfer to current FPI staff. The position will report to the Chief of the ERP section within

FPI. This will require the following skillset;

1.,,SAP ERP resource with firsthand knowledge of FPIs SAP system configuration, to include configuration of third party software.

Resource with expertise in of SAP configuration module.

2.,,SAP ERP Resource with the ability to provide training and knowledge transfer to new and junior level staff in areas of SAP Supply Chain.

3.,,SAP ERP resource with knowledge of FPI’s US treasury G-invoicing and

SAP API integration.

2.0 OBJECTIVES

Provide senior-level expertise in development and/or configuration and operation of the SAP ERP system as well as senior-level project management expertise relating to SAP ERP projects.

3.0 TASKS

a.,,The contractor will provide project management expertise, coordinating functional and technical team efforts for projects as assigned. Knowledge of SAP integration options.

b.,,Provide trouble-shooting assistance when issues arise within the FPI

SAP ERP system. Contractor will possess expertise in FPI business process to assist where needed in supply chain management, materials management, and production plaining.

c.,,Provide assistance in the upgrade of the SAP S/4 HANA during support pack or version updates. Contractor will have knowledge of FPI third party interfaces, providing knowledge and testing expertise.

d.,,Provide recommendations which would further improve system performance.

e.,,Work with primary administrators to ensure that administrative coverage is maintained.

f.,,Provide senior-level knowledge transfer and informal training to FPI junior-level staff.

g.,,Assist the project manager by tracking actual costs against the budgeted amounts for all contract delivery orders and task orders.

Branch of tasks completed during the week and upcoming initiatives.

5.0 Technical Requirements - KEY RESUME REQUIRED

PART I: INFORMATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is

CG316-22 and this solicitation is issued as a Request For Proposals

(RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. The North

American Industry Classification System code is 541512.

This requirement is 100% set-aside for small business; small business size standard for this solicitation is $30M. UNICOR, Federal Prison

Industries, Inc., intends to enter into a (1) base year of twelve (12) months and two (2) twelve (12) month option years, firm-fixed-price, indefinite delivery-indefinite quantity contract for the following commercial item(s):

NOTICE TO GOVERNMENT WHEN CONTRACTOR(S) DELAYS:

In the event the contractor(s) encounter difficulty in meeting performance requirements, or when there is an anticipated difficulty in complying with the delivery terms or completion dates, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely delivery/performance of this contract, the contractor must immediately notify the Administrative

Contracting Officers at UNICOR with pertinent details. This information will not be construed as a waiver by the Government of the required delivery schedule, or the Governments rights to impose consideration against delinquencies or other remedies provided by this contract.

BEST COMMERCIAL CUSTOMER CATEGORY:

Contractor agrees that FPI is in the category of the most favored or best commercial customer category of the Contractor and as such, the

Contractor will:

During the contract period, the Contractor shall report to the

Contracting Officer all price reductions offered to the category of customers that are considered by the Contractor to be their most favored or best commercial customer.

1. A price reduction shall apply to purchases under this contract if, after the award date, the Contractor-

,,i) Revises downward its commercial catalog, price list, schedule, etc., to its best commercial customers (or category of customers) below the awarded price under this contract;

,,ii) Grants more favorable discounts or terms and conditions to its best commercial customers than those contained in this contract that would result in prices below the awarded price under this contract, an/or

,,iii) Grants special discounts to its best commercial customer (or category of customers) that would result in prices lower than the awarded price under this contract.

2. The Contractor shall offer the price reduction to FPI with the same effective date, and for the same time period, as extended to the commercial customer (or category of customers).

The Contractor may offer the Contracting Officer a voluntary price reduction at any time during the contract period.

The Contractor shall notify the Contracting Officer of any price reduction subject to this clause as soon as possible, but not later than

15 calendar days after its effective date.

Future requirements for these or similar items from this or other UNICOR factories may be added to the resulting contract if considered to fall within the scope of work and the price is determined to be fair and reasonable.

CONTRACTOR’S RESPONSIBILITY:

It is the responsibility of the Contractor to follow any Special

Security Requirements of the facility where the work is performed in the performance of the contract and to consider the effects of those security requirements in the pricing of the proposal.

DEPARTMENT OF JUSTICE CONTRACTOR RESIDENCY REQUIREMENT

For three of the five years immediately prior to submission of your offer/bid/quote, or prior to performance under a contract or commitment, individuals or contractor employees providing services to any Federal

Bureau of Prisons facility must have:

1. legally resided in the United States (U.S.);

2. worked for the U.S. overseas in a Federal or military capacity; or

3. been a dependent of a Federal or military employee serving overseas.

INVESTIGATIVE PROCEDURES FOR CONTRACTORS, CONSULTANTS AND VOLUNTEERS

The Bureau of Prisons (BOP) policies regarding investigative procedures for contractors and consultants are set forth in Program Statement

(P.S.) 3000.02, Human Resource Management (HRM) Manual and P.S. 4100.03, Bureau of Prisons Acquisition Policy (BPAP). In particular, the HRM

Manual requires detailed security procedures for all individual contractors including contractors performing pursuant to any purchase order or any purchase card transaction, for which the period of performance is equal to or in excess of 30 days.

Additionally, the policy is applicable whenever a contractor is performing pursuant to more than one purchase order or more than one purchase card transaction, for which the periods of performance, when combined, are equal to or exceed 30 days. The requirements of the HRM

Manual, Part 731.2 and BPAP Part 37, for implementing such procedures for individual contractors for periods of service exceeding 30 days include:

Item Description: LAPTOP, PRINTER AND TELEPHONE

All laptop, printer and telephone will be provided to the successful offeror as government furnished property after award and the offeror will be required to acknowledge the receipt of laptop, printer and telephone in writing.

Any requested changes to the laptop, printer and telephone must be made in writing to the contracting officer at

DEATICE.LUCK@USDOJ.GOV No changes may be made to the laptop, printer and telephone without prior written approval from the Government.

THE GOVERNMENT CAN REQUEST THESE LAPTOP, PRINTER, AND TELEPHONE BE

RETURNED AT ANY TIME AND THE OFFEROR AGREES THEY ARE FURNISHED AS

GOVERNMENT PROPERTY.

Offeror agrees to package the laptop, printer and telephone for shipment in compliance with industry standards.

At a minimum the laptop, printer and telephone must be secured to prevent movement and damage during shipment.

UNICOR will pay for the shipment of the laptop, printer and telephone and the cost of shipping must be approved by the contracting officer prior to shipment. It is UNICOR’s intent that the laptop, printer and telephone will remain with the successful offeror throughout the duration of the contract unless the contract is terminated. The vendor will be given written notice by the government for the return of the laptop, printer and telephone.

Since this is Government furnished property, the government will be financially responsible for the maintenance and any reasonable repair cost of the laptop, printer and telephone. The offeror is responsible for any damages caused to the laptop, printer and telephone by the offeror while in its possession.

The offeror is to submit a written quote to the government for repair work prior to any work being performed. The contracting officer will provide written. Authorization to the offeror to proceed with repairs if deemed necessary. UNICOR may elect to send its representative to the successful offerors facility to inspect the laptop, printer and telephone at any time.

Once the laptop, printer and telephone have been provided to the successful offeror after award, they will have 10 business days from receipt of laptop, printer and telephone to provide a written disposition of the laptop, printer and telephone to include but not limited to:

Pictures of laptop, printer and telephone

Written Quote/Estimate for any repair work

Timeframe for completing repair work

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from _date of award_ through three (3) years (if exercised) thereafter.

(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.

(c) If mailed, a delivery order or task order is considered “issued” when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.

(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services
